Protect Kansans who are most at risk Prisoners in Kansas correctional facilities have a lower risk of death from Covid-19 than Kansans 45 years and older. So even though they live in “congregate settings” why have Kan- sas inmates been designated as a critical population in our state’s vaccine plan, prioritizing them to receive Covid-19 vac- cinations before most other Kansans? Gov. Laura Kelly, in a Dec. 23 interview with the Topeka Capital-Journal, said prison inmates should get the Covid-19 vaccine before it is made available to the general public.
