The Archdiocese of Liverpool extends from the Mersey to the Ribble and encompasses the , parts of , north and .

The Catholic population of this area is 574,150 (November 2013) and Mass attendance figures stand at 38,314 for 2019. The Archdiocese is divided into 18 separate administrative areas or deaneries which are each overseen by a Dean. The deaneries are further divided into 147 parishes.

In the parishes of the Archdiocese, the Archbishop appoints parish priests who act as the responsible local officials, with both canonical responsibilities and civil law requirements to act as agents of the Archdiocesan Charity Trustees in relation to charity law.

After Archbishop Malcolm was appointed to Liverpool, he looked around and became aware of the most recent pastoral challenges in the Archdiocese. He decided to call a Synod for the Archdiocese because he identified the need for a “grace filled event” in which the people of God together with the bishop meet to address the pastoral challenges of the time. This enables the whole diocese to be involved in charting the way forward as it faces the challenges and opportunities of the future.

The Archbishop is deeply committed to the fact that God will speak to us through the bishops, priests, deacons, religious and people of the Archdiocese. That is why the Synod is called, “Becoming the Church we are called to be.” Every person has a voice and their voice must be heard. The Synod will inspire us and direct us as we find new and exciting ways to meet the challenges of being members of the Catholic Church in the years to come.

Originally intended to meet together in 2020, the Synod gathering had to be postponed because of the pandemic. However, this has not stopped the process. Rather, it has emphasised the need for a fundamental engagement with the people of God so that we can, in the words of Archbishop Malcolm, regain our missionary spirit so that the call to holiness we heard in our baptism is expressed by a change of direction. Baptism has changed us so that as Christians we live no longer for ourselves but for others.

A key strand of the future will be how we engage with children and young people. The schools of the Archdiocese, and other areas where we meet with these groups, will have a major role to play in meeting our future mission priorities.

In Canon Law, the Archdiocese of Liverpool is under the authority and pastoral responsibility of the Archbishop. He is assisted in Archdiocesan executive matters by an Auxiliary Bishop and a number of Vicars General and Episcopal Vicars. Knowing the mind of the Archbishop, the Vicars General have the full ordinary power of the Archbishop while Episcopal Vicars have authority for specific areas of the life of the church. The Archbishop has an Episcopal Council to advise him, comprising the Auxiliary Bishop, Cathedral Dean and all Episcopal Vicars and the Director of the Diaconate.

There is an incorporated, registered charity, The Liverpool Roman Catholic Archdiocesan Trust, (charity number 232709, more commonly referred to as the Archdiocese of Liverpool). The charity exists exclusively to serve the life and mission of the Church in the Archdiocese. The board of the trust is chaired by the Archbishop and includes the Vicars General, the Cathedral Dean, several Episcopal Vicars and five lay Trustees. The Board meets regularly to provide strategic direction and decision-making on key issues and is ultimately responsible for the administration, assets and compliance of the charity.

The Trustees are advised by a number of committees including the Finance Advisory Committee, the Investment Panel, and the Building Projects Committee. A number of specialist lay-people are co-opted to these committees, which meet on a regular basis, and their findings are recommended to the Trustees or operate under Trustee- delegated authority. This structure is under revision and new committees with direct oversight of diocesan operations are being created, including a new Pastoral Development Committee.

Currently, the day-to-day administrative, legal and financial affairs of the Archdiocese are carried out from the charity’s registered office by the Chief Operating Officer, the Senior Management Team (comprising the directors of each department – please see below) and a number of paid employees.

Lay staff are also employed by the Archdiocese at the parish level to assist with the work of parishes.

The working ethos of the officers is that they are there to serve the Church. The mandate for their work is drawn from the authority of the Archbishop and the Trustees and the needs of the parishes and schools.

The officers are arranged into several functional departments to allow for specialization and effective line management. However, the departments are not independent silos but are required to work cooperatively in the service of the Church. The work of all departments is operationally coordinated by the Chief Operating Officer.

Episcopal Vicars provide ecclesiological and mission oversight of each department. They also provide a mechanism of accountability to the Trustees for officer performance against agreed plans and targets.

The Pastoral Development Department is a very significant and exciting development in the life of the Church in Liverpool. It will provide comprehensive resources to support the mission of the local Church. While carrying forward some existing functions, the Department will work alongside the local Church to enable local planning and development. The Department has been formed in order to serve both the existing needs of the Church and to be able to respond to evolving needs - especially those identified by the Synod and the Pastoral Plan. The key requirement is that the Department will have the agility to respond to whatever the local Church asks. This will include supporting transition and change where needed.

Summary To strategically and operationally oversee the Pastoral Development function of the Archdiocese, providing support and resources for the Church (diocese, parish and deanery); to identify its current and possible future needs.

Responsibilities

Mission Strategy and Planning • To develop mission and pastoral strategies, policies and plans in line with the directions of the Archbishop and Trustees (and congruent with any overarching diocesan plan). • To promote understanding of a holistic view of mission – faithful, evangelistic and social. • To oversee and implement work with parishes and deaneries to develop their own local mission and plans – on ministry, structures, resources, activities and process. • To embed Christian stewardship into the mission life of the Church. • To develop the leadership and organisational capabilities of the local Church (both clergy and lay) to shape and deliver their plans. • To procure or develop resources to support parish development. • To support the relevant Episcopal Vicars, and the Chief Operating Officer, in aspects of wider strategic planning. • Research and evaluate projects (internal and external) to develop learning on successful mission and pastoral strategies.

Formation and Training • To oversee the procurement, or development, of high-quality catechetical resources which support the mission and development needs of the local Church. • To oversee training programmes for accredited and non-accredited ministries. • To identify training needs (for existing and developing ministries etc) arising from the mission and pastoral planning activity. • To support vocations and clergy CPD where requested by the relevant senior clergy.

Departmental Management • To develop departmental strategies and plans to deliver on the broad areas of departmental responsibility. • To manage the Pastoral Development Department, overseeing the work of staff. • To develop the capacity of the Pastoral Development Department through working alongside, training, developing and reviewing.

Strategic Operations • To support relevant governance structures. • To contribute to the overall management of Archdiocesan operations as directed by the Chief Operating Officer. • To identify opportunities for cross-departmental working to deliver integrated services to the local Church.

General • Where necessary, attend, support and contribute to in house and external training programmes to aid continuous individual development.

Data Protection Where it is a requirement of the job for the post holder to use computers or other information technology, he/she will be required to ensure that security procedures are followed as appropriate and that confidential information, for example passwords, is not communicated to unauthorised individuals.

Safeguarding The post holder, during the execution of this role, is unlikely to come into regular contact with children and vulnerable adults. At the date of issue, this role, having been assessed by the Archdiocesan Safeguarding Section, has been deemed not to require a Disclosure and Barring Service check.

Health and Safety All employees are required by Section 7 of the Health and Safety at Work Act to take reasonable care of their own health and safety and that of others who may be affected by their acts and omissions.

Display Screen Equipment Users Section 39 of the Employee Handbook states that employees who, following a suitable assessment, are deemed to be a display screen equipment (DSE) user will be eligible to have an eye test funded by the Archdiocese of Liverpool and, where necessary, financial support towards the costs of lenses.

This post does require the job holder to habitually use DSE as part of their normal work and therefore is classed as a display screen equipment user.

Voluntary Duties During your employment, should you wish to engage with any activities in your local parish community, these are deemed voluntary in nature and must be undertaken outside of your contractual working hours, as they do not form part of your employment with the Archdiocese.

Salary £45,000 per annum.

Contract This is a permanent, full-time appointment.

Location Liverpool Archdiocesan Office, Croxteth Drive, Liverpool, L17 1AA.

Annual leave 38 days which includes eight bank/public holidays.

Pension The Archdiocese has a policy of matching employee contributions up to 6% of their pensionable salary.
