Every day in our cities and towns, we use all the tools at our disposal to keep guns out of the hands of people who are a danger to themselves or others. But we are in desperate need of the tools only the federal government can provide. We must close the gaping loopholes in our federal laws that have allowed illegal guns to flood our communities for far too long. For this reason, we, the undersigned mayors from across the country, call on U.S. Senators to pass background checks legislation now. Background checks are the backbone of any comprehensive gun violence prevention strategy; they keep our communities safer and are associated with reduced rates of firearm homicide, suicide, and firearm trafficking. We know background checks work and stop sales to prohibited purchasers every day. Since 1994, background checks have blocked over 3.5 million sales to violent criminals and other prohibited people. However, current federal law only requires a background check when a gun seller is a licensed dealer, leaving all other sales, like those negotiated online or at gun shows between perfect strangers, unregulated and unchecked.

    All (Mayoral) Politics is Local? Sanmay Das∗ Betsy Sinclair† Steven W. Webster‡ Hao Yan§¶ June 28, 2021 Abstract One of the defining characteristics of modern politics in the United States is the increasing nationalization of elite- and voter-level behavior. Relying on measures of electoral vote shares, previous research has found evidence indicating a significant amount of state-level nationalization. Using an alternative source of data { the political rhetoric used by mayors, state governors, and Members of Congress on Twitter { we examine and compare the amount of between-office nationalization throughout the federal system. We find that gubernatorial rhetoric closely matches that of Members of Congress but that there are substantial differences in the topics and content of mayoral speech. These results suggest that, on average, American mayors have largely remained focused on their local mandate. More broadly, our findings suggest a limit to which American politics has become nationalized { in some cases, all politics remains local. This new initiative simply reinforces the importance of local elected officials being at the table to ensure that we secure maximum economic and transportation benefits from available federal resources. Since then, TAP resources have been allocated to cities, counties and regions, supporting local elected leaders in advancing investments in transportation alternatives that enhance the safety and performance of our highway and street networks. For some time, mayors and other city elected officials have been strong partners with you and others in Congress on surface transportation, especially as you affirm the important role of local elected leaders in deciding how federal resources are invested, as you did in establishing the TAP Program. We thank you for responding to our recommendations to localize more of the available federal highway program resources. As you move forward with MAP-21 renewal, we are supportive of technical adjustments to make the TAP program more effective in support of local project needs. As one example, we urge you to follow the STP Program by delivering obligation authority with the formula program funds, as the STP program has provided since 1992. This would be a significant improvement over current law. As city officials, we thank you for your leadership on this program, and we urge you to continue to affirm the role of local elected leaders as you advance legislation renewing MAP-21.
