Average house prices in South Wonston are in the region of 12 times average incomes. (Source: ONS / WCC) Many people will be unable to ever buy a property, or rent without assistance. The insinuation that all should see eventually buying a home in the village as a possibility shows a mis-understanding of the scale of the affordability problem. Right Move on 23 October 2018 stated from Land Registry Sold Homes information that the average price to buy a home in South Wonston was in the region of £412,429 (ONS 2018 Average District price £365,000). Across Winchester District: o Individual Lower Quartile/Average incomes £26k/£36k (Source ONS 2018) o Lower Quartile Household £39k/ £46k (ONS/OECD Modelled for 2 adults/2 adults + child 2018) o With Lower Quartile prices across District @ £290k (ONS 2018) homes are unaffordable o In the last 10 years across the District house prices are up 40%; incomes 18%; affordability ratio worsened from over 9% to over 11% (England 7.25%). Chairman’s welcome: As the weather was favourable, the meeting was held outside the church. The Chairman, John Palk, opened the meeting at 12.45 with a welcome to those present and expressing thanks to Judy Bishop and Sara Janssen for arrangements and to the Vicar and Wardens for the use of the bells. In the absence of the District Secretary, Andrew Glover was asked to take the minutes. 2. HE district round Basingstoke offers itself as the subject for a study of Romano-British . population development and. Tdistribution because Basingstoke Museum contains a singu­ larly complete collection of finds made in this area over a long period of years, and preserved by Mr. G. W. Willis. A number of the finds made are recorded by him and J. R. Ellaway in the Proceedings of the Hampshire Field Club (Vol. XV, 245 ff.). The known sites in the district were considerably multiplied by the field-work of S. E. Winbolt, who recorded them in the Proceedings of the same Society.1 I must express my indebtedness to Mr. G. W. Willis, F.S.A., Hon. Curator of Basingstoke Museum, for his courtesy and assist­ ance in affording access to the collection for the purposes of this study, which is part of a broader work on the Romano-British rural system.2 The area from which the bulk of the collection comes is limited on the north by the edge of the London Clay between Kingsclere and Odiham ; its east boundary is approximately that, of the east limit of the Eastern Hampshire High Chalk Region' southward to Alton. The south boundary crosses that region through Wilvelrod, Brown Candover and Micheldever, with outlying sites to the south at Micheldever Wood and Lanham Down (between Bighton and Wield). The western limit, equally arbitrary, falls along the line from Micheldever through Overton to Kingsclere.

    Oliver’s Battery Parish Council WCC Local Plan Review August 2020 - A Green Belt for South Hampshire - submission to WCC Introduction Oliver’s Battery Parish Council (OBPC) supports the notion of a Green Belt for South Hampshire, including Oliver’s Battery and South Winchester Golf Club and land further south to the east of the A3090 (Romsey Road). The arguments presented by Hampshire CPRE in their document ‘Planning for a South Hampshire Green Belt’ (September 2019) and in the NEF Consulting Report ‘Introducing a South Hampshire Green Belt - Exploring the socioeconomic and environmental value’ (June 2020) provide a powerful case for greater protection of open green spaces. It is understood that City of Winchester Trust also support the idea of a ‘Green Belt’ around Winchester, with specific concerns mentioned about the SW quadrant. Current Local Plan polices are often not effective in protecting our countryside and green spaces. Local Context - Oliver’s Battery 1.1 The civil parish of Oliver’s Battery is encircled to the east, south and west by open green spaces. The altitude of the settlement affords long distance, panoramic views over the surrounding countryside. The quality of the landscape surrounding Oliver’s Battery contributes overwhelmingly to the character and setting of the settlement itself. 1.2 The community in Oliver’s Battery places a high value on the setting of the settlement in relation to quality of life.
