    RepresentingEXETER users – BARNSTAPLE of the Barnstaple RAILWAY to Exeter LINE rail line TARKA RAIL ASSOCIATION ASPIRATIONS FOR THE GREATER WESTERN FRANCHISE 2013 INTRODUCTION 1 The purpose of this paper is to set out as succinctly as possible the aspirations of the Tarka Rail Association for the new Greater Western Franchise which is scheduled to come into force in 2013. 2 The new Department for Transport “Guide to the railway franchise procurement process” specifically excludes pre-qualifying bidders from discussing matters with stakeholders while preparing bids. Thus user groups are excluded from a widely accepted and appreciated process as has been the case hitherto. In particular we are not able to influence the service specification. 3 Consequently, we have prepared this document with a view to sending it to all major train operating groups and to the Department for Transport (DfT), Office of the Rail Regulator and Network Rail prior to the formal process getting under way. The document has been prepared in consultation with the Avocet Line Rail Users Group and the Torbay Line Users Group, the Devon & Cornwall Rail Partnership (DCRP) and also, most importantly, Devon County Council (DCC) as the transport authority for our area and with whom we have a strong working relationship. BACKGROUND 4 The Tarka Rail Association was formerly known as the North Devon Rail Users Group. We have over 200 members. We have a Committee of volunteers representing users along the whole 39 route miles of the Exeter – Barnstaple railway line. We are the longest established users group in the south-west of England and are widely respected in the industry, not least because of our very positive and pro-active stance.

    Glorious Devon – Exeter to Plymouth 1958 GWR / SR pt.1 The section of the former Great Western Railway that runs across the South Devon Banks to Plymouth from Exeter and its branch to Kingswear is one of the most famous and picturesque locations in England that has captured many people's hearts. The alternative Southern / ex-LSWR route climbs through farmlands to Okehampton then across northern Dartmoor and down to Tavistock, terminating in Plymouth Friary Station. A scenic but less busy route servicing many small holiday communities in north Devon. GWR and SR would run trains along both routes in order for drivers to familiarize themselves with the branches in case an emergency detour was necessary. “Glorious Devon” recreates the area as it would have looked in the late 1950's, pre 1964 after which the Beaching changes took effect. Significant research has been undertaken to achieve the closest possible authenticity, recreated in digital, for Train Simulator. It was a period of great transition for Britain's railways, from much loved steam traction – Manors, Halls, Castles and Kings, to early classic diesel hydraulics – Hymeks, Warships and Westerns on the GWR route, along with Bullied light pacifics, King Arthurs, Schools, T9, S16’s and many other smaller classes on the Southern portion. Colour light signals were just making an appearance around Plymouth and the diesel shop at Laira was in the first stage of construction. The iconic Intercity House at Plymouth North Road station had yet to be built. Glorious Devon offers great potential for scenario writing, from local passenger services, to inter-regional expresses to London, the Midlands and beyond.

For more on any item, consult the relevant website, or ask the editor for the source material. As the rail industry recovers from Covid-19, passenger numbers may well be depleted. We must hope that this is not used as an excuse to delay or even shelve much-needed rail infrastructure projects. On the contrary, it is the ideal time to fast track them, and so make rail a greener alternative to both the car and the HGV. Access to stations should encourage bus use, cycling and walking, whilst providing for those with restricted mobility. Friends of the Far North Line Exciting news! After many years of work behind the scenes, especially by Frank Roach of HITRANS (Highlands and Islands Transport Partnership), plans are in hand for a proper transport hub in Inverness. Although the present bus station is quite near the railway station, there are several sites in between. With the financial help of Transport Scotland, NR has purchased the former Royal Mail sorting office and car park, the TK Maxx and Sports Direct buildings, a public car park and Highland Rail House on the north side of Station Square.
