  • Representing Users of the Barnstaple to Exeter Rail Line
RepresentingEXETER users – BARNSTAPLE of the Barnstaple RAILWAY to Exeter LINE rail line TARKA RAIL ASSOCIATION ASPIRATIONS FOR THE GREATER WESTERN FRANCHISE 2013 INTRODUCTION 1 The purpose of this paper is to set out as succinctly as possible the aspirations of the Tarka Rail Association for the new Greater Western Franchise which is scheduled to come into force in 2013. 2 The new Department for Transport “Guide to the railway franchise procurement process” specifically excludes pre-qualifying bidders from discussing matters with stakeholders while preparing bids. Thus user groups are excluded from a widely accepted and appreciated process as has been the case hitherto. In particular we are not able to influence the service specification. 3 Consequently, we have prepared this document with a view to sending it to all major train operating groups and to the Department for Transport (DfT), Office of the Rail Regulator and Network Rail prior to the formal process getting under way. The document has been prepared in consultation with the Avocet Line Rail Users Group and the Torbay Line Users Group, the Devon & Cornwall Rail Partnership (DCRP) and also, most importantly, Devon County Council (DCC) as the transport authority for our area and with whom we have a strong working relationship. BACKGROUND 4 The Tarka Rail Association was formerly known as the North Devon Rail Users Group. We have over 200 members. We have a Committee of volunteers representing users along the whole 39 route miles of the Exeter – Barnstaple railway line. We are the longest established users group in the south-west of England and are widely respected in the industry, not least because of our very positive and pro-active stance.

  • Brixham Ward Boundary (Furzeham with Summercombe)
Brixham Ward Boundary (Furzeham with Summercombe) Brixham for such a historic town appears to have been ill treated with regard to its civil boundaries in recent years. Originally, Brixham was a large ecclesiastical parish1 covering the town of Brixham and bounded by the River Dart and Churston Ferrers parish. With the formation of Torbay, a significant part of what was once Brixham has been lost to South Hams, particularly that part to the south and west of Kennels Road (A379), Kingswear Road, and Gattery Lane/Challeycroft Road. However, this still leaves the larger part of the old ecclesiastical parish within Torbay. I would make three points: Seaward boundaries First, for reasons which I cannot fathom, Torbay has chosen to extend their ward boundaries seawards. Given that Brixham is the biggest grossing fishing port in England, one would expect to see the Brixham ward boundaries extended seawards from the town. However, the Churston with Galmpton ward completely encloses the sea around Brixham. Further Brixham Outer Harbour would appear to lie within the bounds of the Churston and Galmpton ward. Consequently, a recent proposal for a new jetty in Brixham Outer Harbour would not be a matter for Brixham but for Churston and Galmpton. This seems totally nonsensical. Boundary between Furzeham with Summercombe and the Churston with Galmpton wards Second, there is a question then as to what the boundary, particularly the western one for Brixham should be. In my view, the determinand should be the boundary of the ecclesiastical parish for Brixham. The current proposals from Torbay for the Brixham ward of Furzeham with Summercombe show the boundary to the north of the A3022 (the main road into Brixham) is more or less where it should be given the boundaries between the Churston Ferrers and Brixham ecclesiastical parishes (although probably one or two small fields close and to the north of the main road which should be in Brixham are excluded).

  • The Rail User Express We Continue with the Usual Roundup of News
June 2020 Welcome to the Rail User Express RUX may be forwarded, or items reproduced (quoting sources). Anyone may request it as an email attachment, or opt to be notified when it is posted on the Railfuture (Rf) website. There is no charge for either service. Following GDPR, Railfuture Membership now maintains both lists. Please advise if you no longer wish to receive RUX or the link, or if you know of anyone who would like to be added. For more on any item, consult the relevant website, or ask the editor for the source material. As the rail industry recovers from Covid-19, passenger numbers may well be depleted. We must hope that this is not used as an excuse to delay or even shelve much-needed rail infrastructure projects. On the contrary, it is the ideal time to fast track them, and so make rail a greener alternative to both the car and the HGV. Access to stations should encourage bus use, cycling and walking, whilst providing for those with restricted mobility. Roger Smith We continue with the usual roundup of news items from groups around the UK. Please keep your contributions coming: they are all gratefully received. Friends of the Far North Line Exciting news! After many years of work behind the scenes, especially by Frank Roach of HITRANS (Highlands and Islands Transport Partnership), plans are in hand for a proper transport hub in Inverness. Although the present bus station is quite near the railway station, there are several sites in between. With the financial help of Transport Scotland, NR has purchased the former Royal Mail sorting office and car park, the TK Maxx and Sports Direct buildings, a public car park and Highland Rail House on the north side of Station Square.
