Williams, Secretary-Treasurer and Superintendent of Schools Baltimore County Public Schools Towson, Maryland 1 2 Introduction 2021-2022 Course Registration Guide The vision of Baltimore County Public Schools (BCPS) is to produce graduates who have the content knowledge, skills, and attitudes to reach their full potential as globally competitive graduates. All students will achieve when the necessary conditions for learning are provided. Students are encouraged to use the Course Registration Guide to plan with their parents or guardians to select courses and programs that will best prepare them for a successful high school experience. Teachers, school counselors, and administrators are available to help students plan their high school programs. School counselors will schedule appointments to meet with students and parents to assist them in planning for academic and career goals. The Baltimore County Public Schools Course Registration Guide aligns with The Compass, the five-year strategic plan that builds on the successes of the system’s Blueprint 2.0. The Compass is our pathway to excellence and provides clear direction for everyone involved in education in Baltimore County. The Compass delineates the school system’s vision, purpose, core value statements, strategic initiatives, and goals and progress indicators. These goals and indicators are concrete, measurable statements of expectations for all students, with an emphasis on critical 21st century skills. This framework is built on a foundation of clear standards, quality instruction, and individual accountability. The Compass can be found on the Baltimore County Public Schools Web site. The Course Registration Guide outlines the rigorous curricula, standards, and requirements expected of Baltimore County Public Schools’ graduates. The Guide includes Descriptions of Assessments, Programs, and Requirements; Student/Parent Educational Planning forms; Baltimore County Public Schools Graduation Requirements; Career and Technical Education (CTE) Elective and Required Technology Education Courses; and Approved Career and Technical Education Completer Programs by office. The courses described in this Guide reflect rigorous curriculum implemented through high quality instruction. These courses support the performance goals as stated in The Compass. We take pride in offering a variety of quality programs designed to provide students with fulfilling high school experiences.     PHED ITEM #3 January 25, 2021 Worksession M E M O R A N D U M January 20, 2021 TO: Planning, Housing, and Economic Development (PHED) Committee FROM: Gene Smith, Legislative Analyst SUBJECT: Review of Pandemic-related Business Assistance Programs PURPOSE: Discussion, no votes expected Those expected for this worksession: Jerome Fletcher, Office of the County Executive Laurie Boyer, Office of the County Executive Ben Wu, Montgomery County Economic Development Corporation (MCEDC) Bill Tompkins, MCEDC Sarah Miller, MCEDC The PHED committee requested a review of all the business assistance programs implemented by the County in response to the COVID-19 pandemic. Program implementation was divided between the County and the MCEDC. I. Background and Summary The COVID-19 pandemic has created an uneven recession with certain industry sectors more impacted than others. Hospitality, leisure, restaurants, and retail businesses have seen the largest decline in economic activity. Much of this decline is due to the State and County health orders that restrict gathering size to limit the spread of the virus. While there was some expectation that the health orders and restrictions would be short-term measures, the reality is the pandemic has required that these orders remain in place for many months. The Council created many new business assistance programs for the impacted industry sectors to respond to this uneven recession. These new programs were funded and administered by the County or its partners. This memo provides a summary for each program implemented and includes detailed program information in the attachments. Table 1 provides an overview of all the programs included in this report.
