Ltd CHAPTER 1: INTRODUCTION MoTaC – Department of Tourism Drshti Final Report on Perspective Plan for Tourism in Himachal_______________________________ Drshti Strategic Services Pvt Ltd had been commissioned to conduct a study aimed at “Preparation of 20 years Perspective Plan for the tourism sector in Himachal” by the Ministry of Tourism, Govt. of India. This report is the final report based on the findings of the study. 1.1 BACKGROUND TO THE STUDY Department of Tourism (DoT) wished to create a 20 year Tourism development plan for Himachal, to be implemented in conjunction with the state government. DOT felt that tourist destinations may have remained unexploited due to: • Lack of infrastructure support • Socio-cultural controversies • Improper management of resources Further, it also felt that there were some unexplored destinations, which needed to be exploited with proper long term as well as short term plans. Drshti Strategic Services Pvt Ltd were invited, by the Ministry of Tourism and Culture, Department of Tourism, to assess the tourism scenario in Himachal and to suggest appropriate tourism projects and roles of various parties in implementing the same. ______________________________________________________________________________ Drshti Strategic Research Services Pvt. Ltd Page 2 of 17 Chapter 1 MoTaC – Department of Tourism Drshti Final Report on Perspective Plan for Tourism in Himachal_______________________________ 1.2 DELIVERABLES FOR THE STUDY: • To list and evaluate existing tourist destinations in Himachal. • Categorization of tourist destinations This would include the classification of tourist destinations as stand alone and / or as a part of a circuit. • To assess and evaluate the facilities available at various tourist destinations. This would include the evaluation of the current facilities available at the tourist destinations including lodging facilities, quality of road, transportation facilities, civic amenities etc. • To assess the status of existing infrastructure. • To identify likely infrastructure requirements. • To analyse current traffic flow to major destinations This includes both foreign and domestic tourists. This would also include assessment of traffic flow taking into consideration past growth trends. • To review the existing developmental and investment plans This includes plans for all existing and potential tourist centers. • Identification of new destinations and projects including projects for up gradation and expansion. • Financial Planning This would include the evaluation of the cost of infrastructure buildup. • Employment generation This would include the analysis of project wise employment generation capability, specifically for women. • Impact on environment This would include the analysis of the impact tourism and tourism related projects have on the environment. ______________________________________________________________________________ Drshti Strategic Research Services Pvt. Now the Minstry of Environemnt, Forest and Climate Change, Govt. of India vide notifications dated 15.1.2016, caluse 7(iii) pertains to preparation of Distt Survey report for sand mining or riverbed mining and mining of other minor minerals for regulation and control of mining operation, a survey document of existing River/Stream bed mining in each district is to be undertaken. In the said policy guidelines, it was provided that District level river/stream bed mining action plan shall be based on a survey document of the existing river/stream bed mining in each district and also to assess its direct and indirect benefits and identification of the potential threats to the individual rivers/streams in the State. This survey shall contain:- a) District wise detail of Rivers/Streams/Khallas; and b) District wise details of existing mining leases/ contracts in river/stream/khalla beds Based on this survey, the action plan shall divide the rivers/stream of the State into the following two categories;- a) Rivers/ Streams or the River/Stream sections selected for extraction of minor minerals b) Rivers/ Streams or the River/Stream sections prohibited for extraction of minor minerals.

Fortmann, Chair This dissertation investigates the transformation of the district of Kinnaur in the state of Himachal Pradesh in the Indian Himalaya. I examine Kinnauri adaptation to political, economic, environmental, and social events of the last seven decades, including state intervention, market integration, and climate change. Broadly, I examine drivers of change in Kinnaur, and the implications of these changes on social, cultural, political, and environmental dynamics of the district. Based on findings from 11 months of ethnographic field work, I argue that Kinnaur’s transformation and current economic prosperity have been chiefly induced by outside forces, creating a temporary landscape of opportunity. State-led interventions including land reform and a push to supplement subsistence agriculture with commercial horticulture initiated a significant agrarian transition beginning with India’s Independence. I provide detailed examination of the Nautor Land Rules of 1968 and the 1972 Himachel Pradesh Ceiling of Land Holding Act, and their repercussion on land allocation to landless Kinnauris.
