The unequal distribution of wealth and power, and consequently, the relative status of one individual to another, have been the subject of Western scholarly analysis for centuries, yet when it comes to Ti- betan Studies, works offering any in-depth scrutiny on the matter are startlingly few and far between.2 Still, relations of status represent a major factor in any inter-personal behaviour, since the possibility to access the relatively restricted number of highly esteemed social 1 The first volume of the series, “Reflections on Social Status in the Tibetan World”, was published in Revue d’Etudes Tibétaines, issue 49, see Galli and Schwieger (2019). TibStat was meant as an ideal continuation of the previous ANR/DFG research project “Social History of Tibetan Societies, 17th–20th Centuries” (SHTS), the results of which were presented into three thematic collective volumes (Ramble, Schwieger and Travers 2013, Bischoff and Mullard 2017, Bischoff and Travers 2018) and into four monographs (Ramble 2008, 2015, 2019, (forthcoming)). The contribu- tions contained in this volume were originally presented in Panel 51 (“The Rela- tionship Between Economic and Social Status in the Tibetan World until the mid- 20th Century”) at the 15th Seminar of the International Association for Tibetan Stud- ies, Paris 2019. 2 Despite the amount of Western scholarship dedicated to the intricacies of Tibetan social structure, the number of works actually centring on the interplay of social and economic status are surprisingly limited and often the outcome of a few schol- ars’ taking on the matter of landownership and the correlated issue of serfdom, as it is the case for the earliest studies by Carrasco (1959), Goldstein (1971, 1986, 1988), Miller (1987, 1988) and the most recent ones by Bischoff (2013, 2017). Although the human tendency to control and manage resources to ensure social standing is a primordial need, reproduced and shared in different contexts, times, and forms—from myths, religious and liter- ary texts to philosophical and political discussions—the debate perti- nent here mainly originated in 18th-century Europe, when the positiv- ist tendency to apply reason and progress to any field of learning, in- cluding historical affairs, enforced the assumption that status inequal- ities depended exclusively on power obtained through and expressed in economic prerogatives. Rooted in the rationalism of the Enlighten- ment, these concepts further developed into 19th-century ideas of ine- quality and oppression formulated as functions of economic relations. Social interactions then began to be defined in terms of predominance and control: the legacy of Karl Marx’s theory of class and domination, broadly construed as the control wielded by one group over the pro- duction and reproduction of another, proved to be long-lasting and far-reaching. Arguing against Marx’s materialistic interpretation of history and his conviction that “[t]he mode of production of material life determines the general character of the social, political, and intel- lectual processes of life”,3 Max Weber proposed a more nuanced con- cept of social relations, thereby denying economic factors that univer- sal and dominant power ascribed to them by the Marxist matrix.4 Ideas and values shaping people’s life, as well as any legitimising process of inequality, were, in other words, to be understood as a product of a particular time and setting, where different aspects—economic, social, and religious—co-occurred.5 Among the two competing approaches to social knowledge that were monopolising Western scholarly debate at the end of the 19th century—the idiographic method and its focus on particular scientific facts and processes versus the nomothetic one and its research for general laws of society—Weber came down squarely on the side of the latter, although his understanding of Carl Menger’s 3 Marx (1904, 10). 4 Weber ([1905] 1930, [1921] 1968). 5 Wolf (1999, 41). Openly critical of Marx’s historical materialism and economic de- terminism, Weber built upon the theory presented in Die protestantische Ethik und der Geist des Kapitalismus (The Protestant Ethic and the Spirit of Capitalism, first trans- lated into English in 1930) in 1905 to elaborate an economic sociology wherein in- equality is defined in terms of difference in life chances rather than exploitation. His main work, Wirtschaft und Gesellschaft. Grundriß der verstehenden Soziologie (Economy and Society: An Outline of Interpretive Sociology, first translated into Eng- lish in 1968), published posthumously in 1921, made a profound impression on the field of social science, due to its systematic examination of social structures and their inner laws and tendencies and its critical stance towards Marxism and social- ist thought. Fortmann, Chair This dissertation investigates the transformation of the district of Kinnaur in the state of Himachal Pradesh in the Indian Himalaya. I examine Kinnauri adaptation to political, economic, environmental, and social events of the last seven decades, including state intervention, market integration, and climate change. Broadly, I examine drivers of change in Kinnaur, and the implications of these changes on social, cultural, political, and environmental dynamics of the district. Based on findings from 11 months of ethnographic field work, I argue that Kinnaur’s transformation and current economic prosperity have been chiefly induced by outside forces, creating a temporary landscape of opportunity. State-led interventions including land reform and a push to supplement subsistence agriculture with commercial horticulture initiated a significant agrarian transition beginning with India’s Independence. I provide detailed examination of the Nautor Land Rules of 1968 and the 1972 Himachel Pradesh Ceiling of Land Holding Act, and their repercussion on land allocation to landless Kinnauris.

    The earliest known photographs of the ruins of the European section of the Yuanmingyuan were taken by Ernst Ohlmer in 1873, just 13 years after the looting and destruction of the site. 12 of the original glass negatives were collected for an exhibition at Beijing's China Millennium Monument in 2011. Li 1 - 1 In October 1860, the Second Opium War came to a violent end when British and French forces sacked and destroyed the sumptuous imperial retreat known as the Yuanmingyuan. This was defended at the time as a proper response to the torture and murder by Qing officials of a delegation of foreigners sent to Beijing in the final stages of the conflict. In the imperialistic rhetoric of the time, wantonly destroying one of the greatest treasures and pleasures of the imperial court was justified as a fitting and civilized act by which to punish China and its leaders for their barbaric behavior. The sack of the Garden of Perfect Brightness was thoroughgoing and left no buildings intact. Although scavenging and looting of the site continued for decades thereafter, for all practical purposes the Chinese section was obliterated while the stone and marble palaces and pavilions of the European section survived only as ruins and rubble. Yet the Yuanmingyuan also lived on in two very different, but equally compelling, ways. Despite the rampant trashing of untold treasures that had been housed in this vast complex, many valuable objects of art were taken as plunder and made their way into the great “Oriental” collections of the West, particularly in England and France.

While researching the life of Sarah Pike Conger, wife of the United States minister to China from 1898–1905, as she experienced and recorded it while living in Beijing’s diplomatic quarter, I discovered that it was largely through the influence of Wang, the Number One Boy, or butler, at the American Legation, that one of the most unique cross-cultural relationships in East-West diplomacy had its genesis. Thanks to Wang, a friendship blossomed between the Buddhist and xenophobic Empress Dowager Cixi and Mrs. Conger, whose love of America and depth of Christian devotion were her two mainstays until she met China and fell in love with it too. Sarah came to Beijing in 1898, a middle-aged woman from Iowa knowing absolutely nothing of China or the Chinese people. Yet she left seven years later one of China’s most passionate defenders. Eco tourists are often motivated by the chance to experience tribal culture, which can have a positive and affirming effect on that culture. Schemes like Home Stay started by Dept. of Tourism & Civil Aviation, Himachal Pradesh on the one hand saves the tribal areas from becoming concrete jungles and on the other gives a firsthand experience of tribal culture to the tourists. Moreover this also becomes a means of income generating activity for tribals. The tribal areas of Himachal such as Spiti, Kinnaur, Sangla, kalpa and Bharmour are all major tourist destinations today. The tribal population in Himachal Pradesh is about 11% of the total population i.e. 244587 lakh. These tribal include the Kinners or Kinnaure, the Lahules, the Spitians, the Pangwalas, the Gaddis and the Gujjars. However it is often said, tourism destroys tourism. It seems to be true in the case of the Sangla valley in Kinnaur, which is fast losing its scenic charm and tranquillity due to the unregulated growth of the tourism industry. New buildings are coming up in a haphazard way, as there is no plan for the development of the tourist destination.

Chauhan* Department of Agricultural Economics CSK Himachal Pradesh Agricultural University, Palampur - 176 062, Himachal Pradesh Abstract Since equines play an important role in the economy of Himachal Pradesh, this study has examined the growth trends in equine population and socio-economic characteristics of equine-rearers. The problems being faced have been identified and some policy recommendations have been made. It has been found that equine population had a compound growth rate of 2.57 per cent per annum during the period 1966-2003 and constituted about 1 per cent of the total livestock population in 2003. Amongst different constituents of equines, viz. horses, ponies, mules and donkeys, mules have shown the maximum rise in number. The contribution of equines has been assessed to be 40 per cent in the gross household income of rearers. A mule pair has been found to be highly profitable for load-carrying activities. Road links to the villages having modern means of transport have been perceived to be the greatest threat to equine-rearing activity, followed by its disliking by younger generations and non- availability of locally-bred mules. The study has emphasized on increased supply of Chamurthi horses through identification of additional local breeders by adopting systematic breeding policy, particularly in the Pin Valley of Spiti area. Keeping in view the demand for mules, their breeding should be undertaken at both public and at private levels so that local-bred mules become available at affordable prices.
