This year’s elections will have a huge impact on the arts in our state. Minnesota Citizens for the Arts (MCA) has surveyed the candidates on important arts issues. Below are their pre-primary responses as well as any arts supportive stances. We will continue to seek answers on these questions through the November election. We will post updated responses before the General Election on Nov. 6, 2018.

Minnesota Citizens for the Arts is a non-partisan statewide arts advocacy organization whose mission is to ensure the opportunity for all people to have access to and involvement in the arts. MCA organiz- es the arts community and lobbies the Minnesota State Legislature and U.S. Congress on issues pertaining to the nonprofit arts. MCA does not endorse candidates for public office.

Background: The budget of the National Endowment for the Arts (NEA) was cut in half during the 1990s. With its current funding of $153 million, the NEA spends just 47 cents per American - half the cost of a pack of gum.

Q3: Would you support a plan to increase federal arts funding to the NEA to $1 per American, so that arts organizations in your state or district can present even more accessible arts programs for all its resi- dents?

Background: With the implementation of Every Student Succeeds Act (ESSA), states now have more responsibil- ity for providing a well-rounded education – including the arts. Support for arts education can best be done when states are provided adequate funding and resources to administer, research and provide accountability for arts education programs.

Q4: Would you support full funding ($1.6 billion) of the Well-Rounded Education provisions of ESSA, including data collection of arts education programs by the states and advocating for the integration of the arts into STEM education?

Background: Nonprofit arts organizations are charities and on average, 25 percent of their annual budgets rely on donations made by individual taxpayers to serve the public good. The charitable tax deduction incentive is currently only available to individuals who itemize their tax returns. Unfortunately, the pool of itemizers has been significantly diminished as result of the recent changes in the federal tax reform law.

Q5: Would you support a Universal Charitable Deduction, so all taxpayers have the incentive to donate?

Background: Currently, the creative economy is an impressive $730 billion industry, representing 4.2% of the nation’s Gross Domestic Product. However, the artists, entrepreneurs, small businesses and nonprofit organiza- tions that support them are often disconnected from our nation’s economic development and assistance programs.

We are home to world class museums and theaters, the Minnesota Orchestra, small artist communities, individu- al makers, and hundereds of cultural and heritage organizations. It's this expansive artistic ecosystem that makes the 5th district such an exciting place to live, work and play. As a fresh- man in the , I led the efforts to override Governor Ventura's veto for funding of critical art projects including the redevelopment of the Guthrie Theater in Minneapolis and the Commonweal Theater in Lanesboro. As Speaker of the Minnesota House, I built a successful coalition across party lines to make sure arts, arts education and arts access were protected and funded through Minnesota's Legacy Amendment. Since 2010, the Legacy Amendment has directly invested more than $200 million to Minnesota artists and arts organizations. Most recently, as President of the Board of the Textile Center, I have deepened my understanding of art's power to create and unite community and empower individuals and the communities where they live. Personally, I am a textile artist and have been a past winner of a Loft Literary Center mentorship in creative nonfiction. It is an exciting time for artists in our district but it is also a challenging one. In Congress, I will fight to expand access to affordable housing for all, including artists; grow transit and multimodal options in our region, and protect and increase funding for the National Endowment for the Arts, the National Endowment for the Humanities, and the Institute for Museums and Library Services, so that artists can continue to flourish here at home. Fostering a love and appreciation of art is something that's crucial in all aspects of a person's life, including affordable arts education, art in our schools, proximity to art in our neigh- borhoods and cities, and safe spaces for art to be enjoyed, discussed, and interacted with. As a Minnesota State Senator, I've been a fighter for expanding and funding the arts, including supporting and investing in museums, cultural heritage centers, and education at all levels. Incumbent: Tina Smith Answers Continued Question 5: Comments: I oppose the Republican tax bill that was written in a rushed fashion behind closed doors and on a purely partisan basis. Congress should consider appropriate steps to reverse the damage of the Republican tax bill, including addressing the problems created for charities and the people they serve. Tax incentives for charitable giving are a crucial way in which we as a society can support not only arts organizations, but a wide range of charitable organizations. It is therfore vitally important that we not undermine this source of support for charitable organizations Question 6: Strongly Agree Additional Comments: I am an arts advocate. Arts and culture are an important part of Minnesota’s identity, our economy and our quality of life. Our robust engagement with and support for the arts is a big part of what makes Minnesota a great place to live and work. In Minnesota, we know how fortunate we are to be immersed in a community that values the arts. But while we are fortunate, we’ve also invested in our creative communities and seen it pay off. That’s why in the Senate I support federal funding for the arts and culture. The National Endowment for the Arts grants to Minnesota nearly $5 million per year, and this support increases access to the arts through- out our state. Large arts organizations and local community arts initiatives benefit from federal support for live theater, music, museum, exhibitions, good books, and more. These are valuable and essential compo- nents of life in our communities that everyone can enjoy. I’ve also joined the Cultural Caucus in the Senate, opposed the Trump administration’s attempts to elimi- nate America’s cultural agencies, and supported sustained and increased funding for the NEA, the NEH, and other arts and culture agencies. I’ll always be a fierce advocate for the arts, and a fierce advocate for Minnesota.

Q2: The Legislature should exercise rigorous oversight over the distributions of all Legacy Funds. They should not, however, earmark funds. One cannot act in an oversight capacity if it is actively participating in the activity being monitored. There is an inherent conflict of interest. Our citizens are better served by using the existing entities such as the Minnesota State Arts Board and the Regional Arts Councils to manage the State's support for the Arts. The Minnesota State Arts Board and the Regional Councils should then report back to the Legislature to ensure that they are properly and effectively making grant decisions.
