Pre-Entries for IALHA Nationals must be postmarked by August 15. All post-entries for IALHA Nationals will incur a late entry fee: $100 from Aug.16 – Sept. 1, and $200 from Sept. 2 through show dates.

First Late Entry Cut Off – Entries received / post-marked between August 16 and September 1 pay a $100 late fee, per horse. After September 1, super late entry fee of $200 per horse will be charged (no exceptions).

The schedules published in this Prize List are for your convenience, and should be used for planning purposes only. This is not an official schedule. Show management will do its utmost to conform to this schedule, but the show will be run within the time limits outlined in the USEF Rule Book. Any changes in the order of classes will be posted in the Show Office. Breaks, including meals, will be scheduled and announced by Show Management as time allows. Announcements of schedule changes may be made over the PA system, but it is the exhibitors’ responsibility to check with the Show Office for any changes. Monday, September 12 – Move In day! Please plan on arriving no earlier than 10 AM. Early arrivals must make prior arrangements with the Barn Manager and will be assessed additional fees to cover facility charges.

Tuesday, September 13 – IALHA Breed-Restricted Dressage and DSHB Championship Classes To qualify for the 2016 IALHA National Championship Dressage Classes, a horse/rider combination must have competed at a USEF/USDF recognized dressage competition during the current competition year and have received a minimum score of 58% in any test (for Open, Adult Amateur and Junior Exhibitor classes) at the championship level being entered. A copy of the qualifying test for the horse/rider combination must accompany the entry. (For FEI, I-2 or I-B can be used for qualifying. I-B will be the championship test.) For those coming from Canada, the corresponding Equine Canada dressage levels can be used for qualification. Due to scheduling constraints, dressage entries received after August 15 will be accepted at the discretion of the show secretary. Classes will be governed by USEF A/L division rules except as noted in this prize list. No horse can compete in more than 4 USEF- sanctioned dressage classes in a single day at lower levels or in more than 3 at FEI levels. Check rules (AL2312.1.f) for specific restrictions.

Warm-up will be in a covered outdoor arena with a mixture of sand/clay footing. The competition arena will be 20m x 60 m for dressage, in an indoor arena with sand/clay mix footing. Use of these competition and warm up arenas will be limited to horses competing in these classes. Hand walking the outside perimeter of the dressage ring in the indoor arena will only be allowed during times posted in the Show Office.

There is no qualification required for DSHB Championship Classes (Classes 22 through 29). Due to scheduling constraints, DSHB entries received after August 15 will be accepted at the discretion of the show secretary.

INFORMATION, TERMS & CONDITIONS 1. The 2016 IALHA National Championship is a US Equestrian Federation (Federation) licensed competition. Every USEF Andalusian/Lusitano (AL) and Half-Andalusian/Lusitano class offered herein which is covered by the rules and specifications of the current Federation rule book and will be conducted and judged in accordance therewith. The rules of the Federation take precedence over the rules of any other association. Exhibitors are encouraged to obtain the current Federation Rule Book, available at www.usef.org. Note that there are general rules as well as AL Division rules. 2. Registration Requirements: See USEF Rules. All horses entered in USEF AL classes must have complete IALHA registration papers in hand (‘pending’ status is not allowable at Championship Shows). Exception: Horses only entered in Opportunity classes are not required to be registered with the IALHA. 3. The Horse Show Executive Committee reserves the right to itself, to interpret all questions and conditions in regard to, or arising out of, or incident to the show, without claims for damages or recourse of any kind. Any question not covered in these rules and regulations shall be decided by the Horse Show Executive Committee; their decision is to be final. The Horse Show Executive Committee is to consist of Horse Show Manager, Horse Show Secretary, IALHA National Show Committee Representative, and IALHA President. 4. All entries are accepted with the understanding that the IALHA, the IALHA National Championship Horse Show and the Salt Lake County Equestrian Center will not be held responsible for any loss, damage or any injury to any horse exhibited or any article of any kind. All horses shall be under the control and direction of the Show Committee but solely at the risk of the exhibitor, who will be responsible for any loss, damage or injury to any person, animal or property occasioned by him, his agents or employees, or by any animal owned or exhibited by him, and shall indemnify the United States Equestrian Federation, the International Andalusian & Lusitano Horse Association, the IALHA National Championship Horse Show and the 12

Salt Lake County Equestrian Center against any and all loss, damage and liability thus occasioned, including but not limited to any and all legal costs, including attorney fees, which may be incurred as a result thereof. Understanding that horse sports may be hazardous and dangerous, even leading to permanent injury or death, each owner, rider, spectator, and other participant assumes any and all risk of loss or injury and agrees to hold harmless, regardless of negligent acts or omissions IALHA, the show management, show committee, all horse show personnel, and the facility hosting the show. IALHA will not be responsible for any damage, injury or loss to persons, horses or property of exhibitors, spectators, or grooms. All local facility rules must be followed. The submitting of an entry form to the Show, participation in the show, or attendance at the show shall constitute an acceptance of the provisions herein set forth. 5. All owners and exhibitors will be held responsible for any damage incurred by them or their agents to barns or Salt Lake County Equestrian Center properties on the show-grounds and will be billed accordingly. 6. Show Management and the IALHA National Championship Horse Show Executive Committee reserve the right to refuse, accept conditionally, or cancel any entries, and to cancel award prizes, without claims for damages; to change any course, to cancel or combine any unfilled classes; and to change judges or other officials. IALHA reserves the right to refuse an entry for any reason. 7. Class Schedules: The Tentative Class Schedule provided in this prize list is for your planning purposes only. Management reserves the right to adjust the class schedule, arena assignment, and class order. If entries warrant, performance may begin earlier or later than published. Please check with the Show Office for each day’s final schedule. 8. Class Splitting: Riding classes of more than 14 entries and Driving classes of more than 8 entries may be split into multiple sections or heats. The class will be split randomly, holding Section A, then Section B, etc. For Split Riding classes, the top 5 placed horses from each section will come back immediately to ride in the National Championship Class. For Split Driving classes, the top 4 placed horses from each section will come back immediately to drive in the National Championship Class. 9. Oversubscription: Entries in individual classes may be limited due to time constraints. Entries to the show may be limited if the number of entries exceeds facility capacity. In the event of oversubscription of the show or of an individual class, a waiting list will be established. CLASS FEES 10. Working Equitation: $200: includes entry in all phases offered at that level (same price for all WE divisions). 11. Opportunity Cones Driving class: $50. 12. National & Grand National Championship Classes, Specialty Halter Classes, National Championship Dressage Classes: $150. 13. Versatility Award Sweepstakes Contribution: $15 – will be collected for every horse, 4 years old and over. (Exception: Horses entered only in the Opportunity classes are not subject to this fee). 14. Super Saver Entry Fee: A flat class entry fee that entitles the horse to enter all classes offered that the horse is qualified to show in, including dressage and working equitation: $650 (entry must be postmarked or received online by June 1, 2016). 15. There is no fee for the Exhibition Leadline class.

SUPER SAVER ENTRY FEE: Pay Once - Show Often! For 2016, we will again offer exhibitors the opportunity to show their horse in all the classes they wish during our IALHA National Championship Show Week for one low price (just $650 if you get your entry postmarked by June 1, 2016).

This flat fee covers almost ALL the classes we’re offering at the show: Dressage, Halter, Performance, Costume, and Working Equitation – you name it! Just think of the fun you can have… and who knows, you might surprise yourself by winning a National Championship in a class you might never before have thought of entering! This fee is a per-horse fee (it covers all handlers/riders for that particular horse).

PRE-ENTRIES CLOSE AUGUST 1! The Show Committee is committed to having a well-organized, well-run show. To help ensure that show officials have enough time to enter all competitors’ information into the show software, print class lists, etc., we are requesting your help in getting entry materials sent in on time. Any entry postmarked or received between August 16 – September 1 will be charged a $100 Late Entry penalty. Please be sure that your post office provides a postmark and that the postmark is legible (or better yet, send in

13 your entry well in advance or via e-mail). If the postmark is illegible or missing and the entry is received after the deadlines, it will be considered a late entry and charged the appropriate Late Entry penalty. Any entry postmarked or received after September 1 will be charged a $200 Super Late Entry penalty and MUST BE SUBMITTED VIA E-MAIL OR IN PERSON AT THE SHOW. No exceptions will be granted to this late entry charge. Given the uncertainty of the postal service, we highly recommend getting your entries sent in well in advance and/or sending them with a guaranteed delivery date if you wait until the last minute. Please do NOT require a signature for delivery (doing so can delay your entry receipt date). You may also e-mail your entries if you are paying by credit card. If paying by credit card, scan & email entries, registration papers, and membership cards to [email protected]. Entries must have an email address so we can reach you if there are questions. Dressage entries may not be accepted after August 15 due to scheduling constraints.

ENTRY PROCEDURES 1. Entry Procedures: The easiest way to enter the show is to send your entry by e-mail. You can e-mail copies of your membership cards, horse registrations, and negative EIA (Coggins) test to [email protected]. 2. MAILED Entry Procedures: If you would rather mail your entry in, you may also do that. For this option, for each horse entered, send the completed entry blank with all signatures on the back, copy of negative EIA test (see below), along with all entry fees, stall fees and copies of the front and back of the IALHA Certificate of Registration (see Rule 2 above), and copies of current USEF membership card and IALHA Membership card to Jean Buddin, ATTN: IALHA, PO Box 310423, New Braunfels, TX 78131. Make checks payable to IALHA or include your credit card information. If you have previously had a payment to IALHA refused or a check returned for NSF, please pay via money order, written to IALHA. Back/ numbers will only be released upon full payment of all fees. Owners will be responsible for all fees. No entry will be accepted and processed without the above. 3. ALL ENTRIES MUST BE POSTMARKED OR RECEIVED VIA E-MAIL, WITH PAYMENT IN FULL, BY THE AUGUST 15 OR SEPTEMBER 1 DEADLINES TO AVOID A LATE ENTRY FEE OF $100 OR $200 PER HORSE, RESPECTIVELY. NO EXCEPTIONS WILL BE MADE TO THIS RULE. Please be sure your post office provides a legible postmark OR send your entry in via e-mail. Entries received after the deadline without a legible postmark will be considered late, and the late entry fee will apply. PLEASE NOTE: if you are sending in your entry after SEPTEMBER 1, you MUST submit it via e-mail (nobody will be there to receive it if it is sent that late by mail). 4. NO PHONE ENTRIES WILL BE ACCEPTED. Completed entries are accepted on a first-paid, first-served basis. 5. The entry form is not valid unless it is fully completed and has all the proper signatures, membership numbers, and horse information. Each entry form must have the original (not copies) signatures of the Rider/Handler/Driver, the Owner/Agent, and the trainer. If there is no trainer, the entry blank must be signed in the Trainer’s section by the owner if the owner will be present on the grounds during the show. If not, the entry must be signed by the adult (over age 18) responsible for the horse during the show. Depending on the circumstances, there also may be a requirement for a signature of a Coach. An adult must sign for any junior rider. In horse show terms, “Trainer” is the adult responsible for the horse on the show grounds, and “Coach” is an individual providing instruction for remuneration. 6. Proof of USEF Amateur status must accompany Amateur entries. USEF no longer allows amateurs to show with a Show Pass. To be eligible to show in an Amateur class, a copy of the competitor’s USEF Amateur Member Card must be provided to the Show Office. 7. Junior Exhibitors must indicate their date of birth on the entry form. Riders in Vintage Rider classes must indicate date of birth on the entry form. 8. Utah State Law requires horses traveling to the show to have a current negative EIA (Coggins) test, dated within one year of the end of the show, and a current Health Certificate for all horses arriving from out of state. This paperwork for Coggins and health certificates must be presented before back/bridle numbers will be released. Entries without a current (valid through show date) Coggins test result WILL NOT BE ALLOWED TO STABLE. A current interstate health certificate dated within 45 days for horses arriving from out of state must be presented to the Show Office before back/bridle numbers will be released. 9. GR845 Equine Vaccination Rule 1. At Federation licensed competitions horses, more than 7 months of age, entering the grounds must be accompanied by documentation of Equine Influenza Virus and Equine Herpes Virus (Rhinopneumonitis) vaccinations within six months prior to entering the stables. Horses not in compliance with this rule may be required to leave the competition grounds upon request by Competition Management. Documentation should consist of one of the following methods mentioned below. The frequency of vaccine administration should be per the vaccine manufacturers’ or veterinarian’s recommendations. It is recommended that vaccines are administered by or under the direction of a veterinarian.

2. In the case of vaccines administered by a veterinarian, the exhibitor, upon request by Competition Management, must provide documentation from the veterinarian on documenting that the horse in question received the vaccinations; name of the vaccines and date of vaccine administration. 3. In the case of vaccines administered by a person other than a veterinarian, the exhibitor, upon request by Competition Management, must provide a receipt of the vaccine purchase which is signed by the owner, or agent with care, custody, and control of the horse; name, serial number and expiration date of the vaccine; and date of vaccine administration. 4. In the case of a horse that is unable to receive either of the vaccinations due to a history of adverse reactions, the exhibitor, upon request by Competition Management, must provide a letter from the veterinarian on official letterhead stating that the horse in question cannot be vaccinated due to medical concerns and a log of temperatures taken twice daily for the seven days prior to entering the competition grounds. These horses must also have their temperature taken and logged twice daily while on the competition grounds. The log of temperatures should be provided to the Competition Management, steward, or technical delegate when requested. 5. Competition Management may not amend or enhance vaccination requirements without prior approval of the Veterinary Committee. BOD 1/17/15 Effective 12/1/15.BOD 1/16/16 Effective 4/1/16 10. All persons whose horses are entered in the show must be in good standing with IALHA. All membership fees, registration fees, entry fees, past sponsorship pledges or other outstanding obligations must be paid prior to admission of any entry into the show. 11. IALHA Membership Required of All Owners & Exhibitors: (Exception: Those showing only in Opportunity classes do not need to be members of IALHA or USEF). 12. Minor Exhibitors: Parents or guardians of minor exhibitors shall not hold the United States Equestrian Federation, the International Andalusian & Lusitano Horse Association, the IALHA National Championship Show, the Salt Lake County Equestrian Center, IALHA Show Officials and Staff, or the city of South Jordan, UT responsible for injury to such minor. No child’s entry will be accepted unless their entry form is signed by a parent or guardian. The signature of instructors, agents or other unrelated persons will not be acceptable. Helmets must be worn at all times when mounted by any rider 18 years of age or younger. Helmet use is encouraged for all riders when mounted. 13. USEF Fee: For every horse in USEF classes, a $16 USEF Drugs and Medications fee will be collected. This fee does not apply to horses entered only in Opportunity classes. 14. Office Fee: There is an Office Fee of $27 per horse. 15. USEF Show Pass Fee: A USEF Show Pass Fee of $30 will be collected from participants who are not USEF members per GR206. This fee does not apply to those only entering Opportunity classes. Show Passes do not enable a competitor to show in Amateur classes. 16. No Entry will be accepted and considered a Pre-Entry unless all items listed above, including all signatures required and full payment of all fees, are SENT TOGETHER. Use only the Entry Form provided by the show (may photocopy if more than one needed). For IALHA National Championship Dressage classes, a qualifying score-sheet showing at least a 58% in a test at the level being entered must accompany entry. For musical freestyle classes, the score sheet of the qualifying freestyle must be included. 17. Pre-Entry Closing Date: August 15, 2015. Pre-entries must be postmarked or received via e-mail by August 15, 2015. 18. Post Entries: Entries received postmarked between August 16 – September 1, 2016, will pay a Late-Entry fee of $100 per horse. Entries received after September 1 will pay a Super Late Entry fee of $200 per horse. Entries received without a legible postmark verifying that they were mailed by the deadline will be considered super late entries and will be charged the $200 per horse late entry fee. To avoid this charge, please e-mail or your entry information by the deadlines. 19. Class Adds: Additional classes may be added to an entry after the closing date without penalty if the class is added prior to 7 PM the day prior to the day the class will be held, using the official class add form and received by show office personnel by the deadline. Same-day class adds will be permitted for the evening session if made prior to 10 AM and will be charged a $25 late add fee per class. No same-day class adds will be permitted for classes that begin prior to the evening session. To add a daytime class, the show office must have received your class add form before 7 PM the night prior to the class being held. Dressage, DSHB, and Working Equitation Classes: post-entry and class adds AFTER closing date will be allowed only at the discretion of show management, based on space-available. 20. Refunds: Complete entries will only be refunded (less a $25 handling fee) if a Vet Certificate verifying the horse’s illness/injury and inability to compete is received within five days of the event. No refunds will be issued on stabling fees. Refunds in the event of severe weather, state/local/national emergency, or any other Act of God will be granted at the sole discretion of IALHA and show management. IALHA and show management may elect to not grant refunds. No refunds will be issued for amounts less than $25. If money is owed to IALHA for any other reason, such debt will be satisfied before other monies are refunded. Refunds for class scratches will be issued without penalty for class scratches if the horse is officially scratched

using the form in the show office prior to 10 am for afternoon classes, 3 pm for evening classes, and 7 pm the prior day for morning classes. 21. Substitutions: Once entered, owners may substitute an entrant only upon submission of a veterinary certificate verifying the horse’s illness/injury and inability to compete, or proof that the entrant has been sold or is deceased. In the event of a substitution, the show secretary must be notified at least 24 hours before the show date and a new entry form must be completed. 22. Transfers: The transfer of horses and/or riders, drivers or handlers from one class/horse to another will be allowed without penalty if made prior to the day the affected class will be held. Transfers on the same day the class is to be held will NOT be permitted. Show Management may make exceptions in the case of injury to rider/driver/handler or horse. 23. Failure to Appear: “No shows” in a class will be charged a $25 No Show Penalty for each class where a competitor who entered a class fails to appear for the class and had not informed the show office of their intention to scratch the class. A second “no-show” by the same entrant will also be charged an additional $25 fee and the entry may be considered a scratch for the rest of the day. No refunds will be granted, and all such penalties will be assessed to the entrant’s open check or credit card as pre-authorized prior to leaving the show grounds at the end of the competition. 24. Payment: Payment can be made by check or by credit card. No entry may show unless it is paid in full. Each competitor will be required to leave either an open check or a credit card authorization with the Show Secretary prior to receiving bridle/back numbers, with the understanding that any No Show Penalties, etc. will be paid using this form of payment. Management may require cash deposit certified check, cashiers check, or money order from any entry who has an outstanding balance with IALHA, or who has had past payments returned. 25. Returned Checks: Checks returned for insufficient funds will be assessed a fee of $50 or 10% of the balance due (whichever is greater), and may be subject to the provisions of USEF rules for non-payment. Unpaid balances will be charged interest at 1.5% per month and a fee of $25 per month. No payment will be processed a second time after it has been returned by the bank, and any monies still due to the show or IALHA shall be paid by certified check, cashiers check, or money order. 26. Stabling: 12’ x 10’ stalls with doors, whether occupied by horses, feed, or tack, will be available for $200 per week or $50 per day (one bale of shavings included per stall). Stalls will be available at 10:00 AM on Monday, September 12, 2016, and must be vacated by 11:00 am on Monday, September 19, 2016. You MUST notify the Show Secretary Jean Buddin in writing via email at [email protected] if you require stabling prior to 10:00 AM, Monday, September 12, 2016. Early Arrivals will be charged $25 per stall per day. All stalls must be bedded with shavings. Shavings and other supplies (hay, grain, etc.) may be ordered through the Salt Lake County Equestrian Park. 27. Late departures must be coordinated with and approved by show management, and will be charged $25 per stall. 28. No arrivals are allowed between 11 pm and 7 am. 29. Do not use stalls you have not paid for. This includes waiting in an un-used stall prior to your class. 30. Do not hook or suspend anything from electrical conduits. 31. Sharps containers are available in the barn area and MUST be used for disposal of needles and other disposable sharp instruments. 32. No smoking is allowed in the barn areas or in any buildings at the Salt Lake County Equestrian Center. Anyone found smoking in the barn area will be fined $100. 33. Stall Modifications: The use of nails, Velcro, drilling, duct tape, rubber cement, etc., is strictly prohibited. You will be responsible and be required to pay for any repairs necessary. 34. Stabling Assignments: IALHA and Show Management will make every effort to accommodate requests to be stabled next to or near other competitors and to assign specific stalls. However, IALHA and Show Management can make no guarantees as to the availability of specific stalls, or to the availability or feasibility of specific stall layouts. All extension cords must have “GFCI protected” on them and must have a three-pronged plug. Frayed or damaged cords may not be used. Extension cords may not be installed through doors. The premises will be checked for compliance. 36. Feed and Bedding: All stalls must be bedded. First bag of shavings is included in the stall fee. Additional shavings may be ordered through the Equestrian Park. Please be sure to include a stall for feed/tack when sending in your entry to help keep the aisle ways clear. 37. Class Calls: Due to unforeseeable problems with any mechanical device, the PA System and paddock calls must be considered a courtesy. It is the responsibility of the exhibitor to be sure that his horse is at the entry gate when the class is ready to begin. Every effort will be made to maintain a working PA system to carry class calls; however, no protest will be upheld, nor will any class be changed on the basis of PA malfunctions alone. 38. Hoof & Shoe Inspections: Random inspection of toe length, hoof construction, hoof pads, and shoe gauge may be performed. See USEF A/L rules for specifications. Per USEF A/L rules, the use of black hoof polish is strictly prohibited. If hoof pads are used, they may be no thicker than ¼ inch in width, and must be made of clear plastic material. 16

39. Arena Specifications: One indoor (150 ft x 300ft) competition arena will be used. For dressage Levels 1 & 2 and doma vaquera, a large court (20m x 60 m) will be used. The rest of the dressage rides, as well as Spanish Stallion Functionality and Working Equitation Functionality will take place in a small court (20m x 40m). A covered arena will be available for warm-up: sand/clay mix. An outdoor arena adjacent to the arenas will be available for lunging. 40. Lunging in the Warm Up Arena will ONLY be allowed until 7:00 AM each morning of the Show. Additional outdoor arena spaces will be available for lunging throughout the show. 41. Horse Show Office: Show Office will be open Monday, September 12, 2016 from noon – 8:00 PM. On competition days, the office will open one hour prior to the first session each day and remain open for 30 minutes after the last class each day. 42. Winners of prize money who are US citizens or residents are required to complete IRS form W-9 and provide a valid SSN or TIN prior to payment of prize money. Failure to submit form W-9 in a timely fashion will release the Show and IALHA from USEF rules for timely payment of prizes. 43. Show Ring Attire: No handler, exhibitor, rider, or driver shall be allowed to enter a class wearing clothing that displays barn/farm/business logos or wording that would identify a farm/owner/breeder. shirts and/or jeans or shorts are not acceptable attire for handlers / assistants / horse holders in halter or in-hand classes. 44. Helmets: All riders 18 years old and under are required to have a helmet on at all times when mounted. Helmet use is recommended for all riders, regardless of age. Per DR 120.6 All riders competing in dressage must wear a helmet at all times when mounted, including warm-up days. 45. Dressage Sport Horse. Classes 22-29 will count toward the 2017 USDF All Breeds Awards Program and will follow all the rules in the USEF Sub-Chapter DR-2 Dressage Sport . 46. Dogs are not permitted on the Indoor arena concourse, in any rings or arenas, or at any ring entry point unless crated. All dogs must be on hand-held or tied-on leashes in/around the barns and parking areas. Violation of the Salt Lake County Equestrian Center’s dog policy will result in a $100 fine per occurrence. 47. Closing out Bill at End of Show: Please go to the Show Office to close out your bill/pick up your final billing statement by the close of the show on Sunday, September 18th. Check over your billing statement carefully before you leave, as it will be assumed to be accurate once you have signed off on it.

USEF RECITATIONS EVERY CLASS OFFERED HEREIN WHICH IS COVERED BY THE RULES AND SPECIFICATIONS OF THE CURRENT USEF RULE BOOK WILL BE CONDUCTED AND JUDGED IN ACCORDANCE THEREWITH.

Per USEF GR1301.7: Minors who do not have a valid driver's license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver's license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule.

USEF MEMBERSHIP STATEMENT USEF MEMBERSHIP STATEMENT: Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Competitions at the Preliminary Level or above and Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 show pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions; 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes.

Federation Entry Agreement By entering a Federation-licensed Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of The United States Equestrian Federation, Inc. (the “Federation”) and the local rules of 2016 IALHA National Championship (Competition). I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the competition, the Federation, their officials, directors, and employees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the Rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the Competition may use or assign photographs, videos, audios, cable - casts, broadcasts, internet, film, new media or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation. The construction and application of Federation rules are governed by the laws of the State of New York, and any action instituted against the Federation must be filed in New York State. See GR908.4.

USEF AMATEUR MEMBERSHIP REQUIREMENTS: Every rider or driver having reached his 18th birthday prior to December 1, 2015 must have in his possession a USEF Amateur card or apply for a USEF Membership and Amateur card in the show office at least one hour prior to riding in an Amateur to Ride/Handle Class. If a non-member wishes to participate in a class restricted to amateurs, it is suggested that he or she join USEF as a $55 Competing Senior Active member, which includes amateur certification, and sign as an amateur. The Amateur Non-Member Fee has been eliminated; USEF membership is required for all Amateurs.

CLASS SPECIFICATIONS These details are provided for your convenience, and are not an exhaustive summary of rules. All classes will conform to USEF and/or IALHA specifications except as noted here. It is the competitor’s responsibility to be familiar with the rules.

PROPER ATTIRE WILL BE REQUIRED OF ALL EXHIBITORS, HANDLERS, TRAILERS, AND ASSISTANTS IN THE SHOW RING. Protective headgear is strongly recommended. You will not be penalized in any class for the use of protective headgear and/or a protective safety vest. See GR801.4.

Dressage Helmet Rule: Per DR120.6, anyone who is competing in dressage classes must wear protective headgear at all times when mounted on a horse. This includes warm-up and participation in dressage classes, including warm-up on the day preceding dressage classes.

JUDGING Judging of National & Grand National Championship Halter & Performance classes will be by a three-judge panel. Each class will have a Call Judge determined on a random rotating basis. Placings will be based on the combined scores of all judges. The Call Judge’s placement will break all ties. The entry with the highest total points will be awarded National Champion; the entry with the second highest total score will be awarded Reserve National Champion; and the remainder of the Top Five (unranked) will be third, fourth & fifth highest scores. Exception: Working Equitation, Dressage, DSHB, and Specialty Halter Classes may be placed by a single judge or a pair of judges as noted in the class list.

GATE CALLS & TACK CHANGES Per USEF GR831.1: In classes where horses compete collectively, a warning is issued and the in-gate must be closed two minutes after the first horse enters the ring. Judging must not commence until the gate is closed or at the end of the two-minute call. The Gate Steward is the official timer appointed to enforce this rule. If a horse is showing as entered in a class but not present when the gate opens, the gate can only be closed prior to the end of the 2-minute call if the horse has been officially scratched. In cases where a horse does not show up for the class, but has not been officially scratched at the show office, a No Show Penalty of $25 will be charged.

It is the competitors’ responsibility to be at the entry gate and ready to show when a class is called. The show will make every effort to keep competitors up to date on the schedule through announcements, but it is YOUR responsibility to be ready to show. THESE RULES WILL BE STRICTLY ENFORCED BY THE SHOW. As a courtesy to other competitors, please only enter classes in which you will be able to show on time.

Competitors may request a tack change delay from the Paddock Master. Tack change delays will be granted at the discretion of the Paddock Master and Show Management, for no more than 5 minutes.

NATIONAL CHAMPIONSHIP DRESSAGE RULES 1. Tests must be ridden from memory. 2. No whips are allowed in performance arena. 3. No out of order rides will be accommodated in the championship classes except where required to meet DR126.1. 4. Andalusians /Lusitanos (all bloodlines) and Half-Andalusians will compete in the same class. 5. Ride times will be posted in the Show Office. Ride times will not be mailed or emailed to competitors. 6. USEF Dressage rules apply unless specifically exempted in AL232.1. 7. DSHB in-hand classes will follow all rules in USEF Sub-Chapter DR-2 Dressage Sport Horse Breeding and may be applied toward USDF year-end award calculations.

LEADLINE 8 YEARS OLD & UNDER Will be considered an Exhibition Class under USEF GR120. Horses and exhibitors not otherwise entered in other classes are exempt from USEF and IALHA membership requirements. All exhibitors to be 8 years of age or under. To be shown in Hunt Seat, Saddle Seat, Western, Spanish or Portuguese tack with appropriate attire. The horse must be led and controlled by an adult (over 18 years) and shown at a walk only. A back in the lineup is required. No stallions are permitted. Protective headgear is required. Will be judged on sportsmanship, rider equitation & attitude; the judge will place a premium on FUN in this class.

REINING The reining class will use Pattern 6.

DOMA VAQUERA The Doma Vaquera classes will be conducted under the USEF A/L rules for Doma Vaquera. These rule may be found online at http://www.usef.org/documents/ruleBook/2012/04-AL.pdf sub chapter AL-43. At management’s discretion, unlettered cones may be substituted for arena letter markers. Cones or other markers may be used to designate the corners and boundaries of the area instead of a fence or chain. Entries in each class will first enter the arena as a group for a tack and attire inspection, and will then exit the arena and return individually to ride the pattern. Please note the tack and attire requirements of USEF A/L division rules for Doma Vaquera.

GET OF SIRE & PRODUCE OF DAM These classes are a great opportunity for breeders to showcase their breeding program. Get of Sire and Produce of Dam classes shall have at least two purebred entries, entered under the name of the sire or dam, with one handler per entry. Entries shall be presented under the same provisions as Halter/In-Hand, except a walk or trot is optional. No halter pattern is used for this class. More than one set of entries per sire or dam may be presented in the same class. Entries are judged on reproductive likeness, uniformity, and quality of breed characteristics, conformation and similarity. Sire or dam are not shown alongside their offspring, except dam must be present in the case of an entry which is a nursing foal.

OPPORTUNITY CLASSES Opportunity Classes will be held according to USEF GR821. There are no qualification requirements for these classes. Horses and exhibitors not otherwise entered in other classes are exempt from USEF and IALHA membership requirements. Horses otherwise qualifying for IALHA National classes may cross-enter. The Opportunity classes offered at the show include Opportunity Cones and the Opportunity section of Working Equitation. These classes are open to all breeds.

OPPORTUNITY CONES CLASS In this class, driving entries are timed as they complete an obstacle course, with time penalties for cones that are knocked over or displaced. Entries will work the course one at a time, and the placing will be determined by the shortest time taken to complete the course, including any penalty points assessed. The course will be posted a minimum of two hours prior to the start of the class.

WORKING EQUITATION Working Equitation is a discipline based upon the tradition of field work on ranches. It highlights the clear partnership between horse and rider, with an emphasis on athleticism, collection, and versatility. The sport began in Europe in the mid 1990s and has since expanded to the international level, governed by the World Association of Working Equitation (WAWE).

The IALHA National Show will offer Working Equitation classes both for IALHA-registered horses (who can use these classes to accumulate points toward the USEF Horse of the Year program) and for non-IALHA registered horses, through Opportunity classes open to all other breeds. In addition, we are offering a division for younger riders. The Youth (aged 13 & Under) division will include only Functionality and Ease of Handling (no Speed phase) and will be offered at the Introductory level. The Junior division (age 14-17) will be offered at Level 1 and will include all three phases. Youth and Junior riders may enter either the class for their age group, or they may compete in the Open division. Please note: A horse may ONLY be entered one time in Working Equitation. The same rider must ride the horse, using the same tack/attire, in all phases. Riders may compete on multiple horses in Working Equitation. Due to time constraints, the Working Equitation Division will be limited to a maximum of 30 competitors, total.

All Working Equitation classes will be run using the USEF A/L Working Equitation rules. Functionality tests can be downloaded from IALHA.org, in the section on the IALHA National Show. You may also request that the tests be e-mailed to you by writing to Working Equitation coordinator Bruce W. Menke at [email protected] . Patterns for Ease of Handling and Speed phases will be posted in the Show Office a minimum of one hour prior to the start of the Working Equitation classes. Please refer to the USEF rules, Section AL 241.5 for regulations about tack and attire. These classes are included in the Super Saver program for those who are entering other classes at the show. Be sure you don’t miss out on the fun!

An exhibitor meeting will take place 5:30 pm, Thursday, September 15th. Working Equitation competitors should attend.

SPECIALTY BLOODLINE CLASSES: GENERAL These classes will be run in accordance with USEF A/L halter class rules (except as noted below) as part of a USEF licensed show. It is NOT necessary to pre-qualify for these Specialty Halter Classes. Horses may only enter one of the Specialty Halter Divisions. Judges may, at their discretion, use the pattern and judging card they are most familiar with but shall use the same card and criteria for all classes judged in their division. If using a pattern at variance from the AL Halter Pattern or the rules in this Prize List, it will be posted in the Show Office prior to the class. In all classes, the decision of the judge will be final. The judge shall have discretion to dismiss any entry due to safety concerns, or for any other reason.

Handlers may show multiple horses at the judges’ discretion, but all entries must be secured by an appropriately attired handler at all times. Trailers will be permitted only in the Spanish Specialty classes. Leads in excess of 12’ will be permitted. Nursing foals will be allowed to have dams present in the ring, and mares with nursing foals may have foal present in the ring, provided the foal/mare is haltered and in the control of a properly attired handler.

For 2016, Specialty Spanish classes will be judged by a qualified judge from Spain, Specialty Lusitano classes will be judged by a qualified APSL judge, and Specialty Spanish/Portuguese classes will be judged by both the Spanish and Portuguese judge, working together. Specialty Halter classes for Half-Andalusians will be judged by our three USEF judges.

SPANISH SPECIALTY CLASSES To be eligible to enter these classes, the horse’s IALHA registration papers must indicate “S” after the registration number. Spanish Conformation Classes: Will be shown using the USEF A/L division halter pattern with the addition of canter (on a circle) in certain classes. Please refer to the Spanish Specialty Class Scorecards on the IALHA.org website, under Shows, for specific scorecards for in-hand presentation and pattern for the Functionality test.

Appointments: A suitable headstall equipped with a throatlatch is mandatory. Use of a traditional Spanish headstall is encouraged, but not mandatory. Attire: Traditional Spanish attire (Traje Corte) is optional. Other acceptable attire is that described in the USEF A/L halter division rules.

Spanish Specialty, Stallions 4 and older: The final score will be determined by weighting the scores as follows: 25% on the dressage functionality test and 75% on the in-hand portion. Stallions 4 years old and older will be required to compete in the Stallion Functionality Test. The test pattern and scorecard will be posted in the Show Office and are also available on the IALHA.org website or by emailing Show Chair Julie Alonzo ([email protected]). The functionality test is a component of the halter class, and as such will not be separately placed or pinned. The test may be ridden in dressage tack/attire or traditional Spanish tack/attire.

Spanish Specialty Functionality Class directives: Snaffle is required. Saddle may be Spanish or English. Will be judged on freedom, regularity and amplitude in walk, trot and canter; impulsion; engagement of the hindquarters and balance; continuity of the cadence, and desire to move forward. The handler for the in-hand portion and the dressage test rider need not be the same person.

SPANISH/PORTUGUESE SPECIALTY CLASSSES To be eligible to enter these classes, the horse’s IALHA registration papers must indicate “SP” after the registration number. A stallion functionality test is not offered or required in this division.

LUSITANO SPECIALTY CLASSSES To be eligible to enter these classes, the horse’s IALHA registration papers must indicate a “P” after the registration number, and the horse must have an APSL LN or LA number, indicating that the horse is registered with the APSL. Horses may be shown in any type of show halter with throatlatch, American or Portuguese style. Mares and fillies may be shown with manes and tails shaved or braided according to their age or with a free flowing mane and tail. Handlers may wear Traditional Portuguese attire or neat conservative attire as described in the rules for the open Andalusian halter classes.

Horses will be asked to stand for judging, walk, and trot. The pattern of presentation will be at the discretion of the judge. Horses are judged on the quality of their gaits and the conformation factors that are important for breeding good riding horses.

Lusitano Under Saddle Classes Will be shown collectively at the walk, trot, and canter. Entries may be asked to back and to stand quietly. To be judged on performance, manners, type, quality, and conformation. Lusitano Saddle mares and geldings shall be shown under the same tack and attire and performance rules as the Stallion class rules listed below. The mares and geldings will be shown at the walk, trot, and canter. The Saddle Mare Class and Saddle Gelding Class are NOT also in-hand classes. Mares & geldings must be 3 years or older. Mares and geldings are to be judged on their suitability as riding horses and the quality of their gaits under saddle.

Lusitano Stallion Specialty Class Rules A. Stallions 4 and older will be presented first under saddle in a group on the rail, and then individually at the discretion of the judge. They will be expected to show the walk, trot, and canter in both directions. They will then be stripped in the ring and presented in hand. The rider and the in-hand presenter may be two different people. B. The following types of tack and attire are allowed: Traditional Portuguese, Dressage/Hunt Seat or conservative Western Stock style. Tack and attire must match and not be a mix of styles, i.e. no dressage saddle with Portuguese attire. Horses must be shown in the appropriate attire for the tack style selected. No martingales, leg wraps or boots allowed. No Spanish tack/ costume or Saddle Seat tack/costume allowed. Stallions may be shown with braided manes and tails or unbraided. No artificial training or performance devices may be used such as tongue-ties or earplugs, etc. C. The in-hand presenter, if a different person than the rider, must wear either Traditional Portuguese attire or neat conservative attire as described in USEF A/L division rules. D. Horses will be shown in hand in a halter or bridle. The halter may be any commonly accepted show type with throatlatch, Portuguese or American style. E. The pattern used when showing in hand will be at the discretion of the judge. Commonly the horses are stood up in a relaxed, natural manner and inspected by the judge.

F. Quality of gaits and conformation factors that are important for breeding good riding horses are key elements in the judging of this class. The judge has sole discretion in decisions pertaining to the above rules or any other issues that may arise pertaining to tack, attire, safety, or performance.

HALF-ANDALUSIAN SPECIALTY CLASSES Half-Andalusian specialty classes will be conducted using the USEF/AL division halter class rules. The IALHA halter scorecard will not be used, and no best movement award will be given. Stock type classes will be judged on conformation and movement best suited for horses working cattle, reining, etc. Sport horse type classes will be judged on conformation and movement best suited for horses performing in dressage, eventing, jumping, etc. Saddle/Pleasure type classes will be judged on conformation and movement best suited for horses competing in Saddle Seat, Country Pleasure, and similar classes.

AWARDS & PRIZES Any prize money due to competitors will either be applied to cover show balances, or will be paid by check and postmarked within 30 days of the end of the show. Competitors owing money to IALHA for any reason will have prize money credited against their debt, and any remaining prize money will be paid as outlined above. Any prize money shall be paid to the owner of record of the horse, regardless of who paid the entry or handled / rode the horse at the show.

Opportunity classes will award ribbons for 1st – 5th place. National Championship and Grand Championship classes will award ribbons and trophies to the Champion and Reserve Champion and ribbons to the Top Five entries in each class. Gold Medal Movement awards will be presented to the entry with the highest total movement score in each of the following classes: 29-36, 61, 65, 68, and 87B. In the Lusitano Specialty classes, an award may be made to the Mare and Stallion from all Lusitano Specialty Classes which the APSL Judge determines is the best representative of the breed, at the judge’s discretion. The Foundation for the Pure Spanish Horse will be honoring top-performing horses registered with P.R.E. Mundial with a variety of high point awards, as described in the P.R.E. Mundial Awards section, below.

In the AL division of Working Equitation, Ribbons 1st – 5th will be awarded for each individual phase, with Top Five, National Champion and Reserve National Champion ribbons and trophies awarded for the overall Working Equitation competition, combining places across all phases at each level. In the Opportunity division of Working Equitation, ribbons 1st-5th will be awarded for each individual phase, as well as for the overall competition placement, combining scores earned across all phases.

The show will report placings 1st through 6th to USEF for inclusion in Horse of the Year point tabulations; however, 6th-place ribbons will not be awarded at the show.

VERSATILITY HIGH POINT AWARD & SWEEPSTAKES PRIZE The Versatility Award program recognizes our horses’ amazing ability to show in a variety of disciplines. The best score in each category will be counted toward the award. Each entry at the show, 4 years old or older, will contribute $15 toward the sweepstakes prize for this award. This money is used to fund the Versatility Award Sweepstakes prize, with 75% of the fees paid back to the winners in the Purebred and Half-Andalusian divisions, and the remainder used to help offset the cost of the show. The total amount available will, thus, depend on the # of entries in the Purebred and Half-Andalusian divisions. The following specifications apply to the Versatility Award program.

1. Horses must be IALHA registered as a Purebred or Half-Andalusian to qualify. Horses must be owned by IALHA members in good standing: Full, Associate, or Youth. Horses must be 4 years or over to compete for Versatility Awards. 2. All horses 4 years old or older contribute a fee of $15 per horse, which is used to pay the sweepstakes prize for the versatility award. This is IN ADDITION to all other fees. 3. Horses’ performance in different categories is tracked, with only the highest pointed win in each category counting toward the award, a maximum of 6 points per category. Categories include: Driving, English, Dressage, Dressage Sport Horse in Hand, Western, Working Equitation, Halter (regular and Specialty halter both count equally), Movement, Youth, Other Performance (Costume, Vintage Rider). Only classes designated as National Championship or Grand National Championship classes in these categories will count. A Gold Medal Movement award will count toward the Movement category. No [rider] equitation or opportunity classes will count toward this award. 4. Awards will be announced at the conclusion of the show on Sunday night, with checks paid to winners upon receipt of a completed W-9 tax form. 22

5. POINT VALUES FOR VERSATILITY AWARD: Points in judged classes are earned by the horse, regardless of rider/handler. Points will be calculated as follows: Champion - 6 points; Reserve Champion - 4 points; 3rd place - 3 points; 4th place - 2 points; 5th place - 1 point. 6. Only the top four (4) scores will be used in calculating points earned by each horse. No more than one (1) score may come from each GENERAL category (ie., Driving, English, Dressage, DSHB, Western, Working Equitation, Halter, Movement, Youth, Other Performance). 7. If a tie occurs in the points for 4 categories, it will be broken by going to the 5th category reported for points, then 6th, etc. until the tie is broken. 8. Awards & Prizes: 75% of the fees received from the Versatility Award Contribution will form a prize money pool. The Versatility Champion Purebred and Versatility Champion Half-Andalusian will claim the entire prize pool for their award category (with the Purebred prize money pool consisting of the money collected from all purebred entries, 4 years old or over, and the Half-Andalusian prize money pool consisting of 75% of the money collected from all Half- Andalusian entries, 4 years old or over. In addition, both the Versatility Champion and Reserve Champion in both the Purebred and Half-Andalusian divisions will receive awards documenting their accomplishment. In the event of a tie for Champion that is unable to be broken, all tied entries will equally share the prize pool.

P.R.E. Mundial Highpoint Awards The Foundation for the Pure Spanish Horse is pleased to announce a Special P.R.E. Mundial Highpoint Award program in conjunction with the 2016 IALHA National Championship Show! Winner will be selected by our USEF Judges by the end Class 52 on Wednesday, and this award will be presented after Class 59 on Wednesday.

THERAPLATE PEAK PERFORMANCE The TheraPlate Peak Performance Award is awarded to a horse who is selected for his or her outstanding performance. One who makes their performance appear effortless. Winner receives a ribbon and a silver trophy platter. The winner is also eligible for a 3-week trial of a TheraPlate – The Official Therapy Plate of the United States Equestrian Team. Winner will be selected by our USEF Judges by the end of the evening session on Wednesday, and this award will be presented after Class 73 on Thursday.

OMEGA ALPHA HEALTHY HORSE AWARD The Omega Alpha Healthy Horse Award is presented to a horse that exudes health and well-being even in the stressful show environment. The winner receives a neck ribbon, an embroidered sheet and a prize bag filled with several hundred dollars worth of Omega Alpha supplements. Winner will be selected by our USEF judges by the end Class 70 on Thursday, and this awards will be presented after Class 90 on Thursday.

NEUE SCHULE BITS BEST HANDS AWARD Presented to a rider who demonstrates kind and an effective use of their hands in conjunction with the bit. The winner receives a Neue Schule bit – effective use of their hands in conjunction with the bit. The winner receives a Neue Schule bit –the Official Bit of United States Equestrian Federation and a ribbon. Winner will be selected by our USEF Judges by the end of the evening session on Thursday, and this award will be presented after Class 101 on Friday.

VITA FLEX VICTORY PASS AWARD Presented the winner in a select in a selected class. Winner receives a Vita Flex bucket filled with hundreds of dollars worth of Vita Flex® performance products and supplements, and a Vita Flex victory Pass neck ribbon. Presented to the winner of the Andalusian/Lusitano Best Movement Class #123 on Saturday.

PREMIER EQUESTRIAN SPORTSMANSHIP AWARD Presented to the rider who displays a positive attitude and also demonstrates understanding and kindness towards their horse. Winner receives a tricolor ribbon and the Premier 3-Step Mounting Block. Winner will be selected by the Paddock Master/Gate Steward and USEF Steward by the end of Class 109(b) on Saturday, and this award will be presented after Class 124 on Saturday.

DRAPER BEST FOOT FORWARD AWARD Awarded to the horse /rider (handler) combination that puts forth an outstanding effort possibly against overwhelming odds or in the act of assisting a fellow competitor etc. Each competitor will receive a ballot for this award with their show packet. Ballots will be collected at the show office until noon on Saturday, and the award will be presented after Class 126 on Saturday.

USDF Statement on Animal Welfare The United States Dressage Federation, Inc. (USDF), a federation of over 100 independent organizations throughout the United States with a member- ship of nearly 30,000 members, supports the concept of ethical treatment of animals.

Dressage is a classical method of training horses, based upon the horse’s natural responses, as carried out in a gradual, planned program during which the horse’s athletic abilities are improved in a systematic manner. As a result, the horse becomes capable, comfortable, and responsive in partnership with the rider without the use of force. Dressage competition at various levels of achievement is the ultimate test of the training program to determine whether the desired harmony between horse and rider has been achieved.

The rules pertaining to dressage competition prohibit the use of artificial appliances, training aids, and drugs, which would force the horse to submit. Instead, the emphasis is upon training and a cooperative partnership with the rider. Major competitions are carefully monitored to assure that there is no unnecessary force or harshness displayed.

Unlike other horse sports in which horses enter training at a relatively immature state, dressage training is usually not seriously begun until the horse is three or four. The top levels of achievement require five or more years of progressive training and it is not unusual to see horses in international competition in their late teens. This, in itself, places a premium on good care and soundness throughout the horse’s life.

While supporting the concept of animal welfare in its broadest form, the United States Dressage Federation, Inc., also recognizes that it is unrealistic to ascribe human emotions and responses to the horse which in its wild state is a creature of flight, living a hard and precarious existence. Under domes- tication, the horse is assured of ample food, water, and shelter, as well as protection against infectious diseases and damaging parasites, thus leading a longer and healthier life with a high rate of survival.

As an educational organization, USDF has numerous programs, which teach people how to pursue the accepted, humane training methods. A program of certifying instructors also emphasizes protecting the horse’s welfare in pursuit of dressage training.

Membership Requirements for USEF-licensed/USDF-recognized Competitions: Owners and riders, including foreign riders and for 2016 owners who are not residents of the US, wishing to participate in a USEF-licensed/USDF-recognized competition as a rider or owner/lessee, must have either a USDF Group Membership (GM), Participating Membership (PM), or have a USDF Non-Member (NM) identification number and pay the USDF Non-Member (NM) fee. (Note: USDF Business Members can own horses but cannot compete as riders with their USDF Business Membership.) Individuals cannot compete at a USEF-licensed/USDF-recognized competition with a USDF Education Membership.

Horses competing at USEF-licensed/USDF-recognized competitions must have either a USDF Horse Identification (HID) number or a USDF Lifetime Horse Registration (LHR). Proper credentials or verification certificates must be presented to the competition secretary.

Riders and owners wishing to participate in a USEF-licensed/USDF-recognized competition, and not able to present the competition secretary with verification of a USDF membership or NM identification, and USDF LHR or USDF HID, must complete a USDF Competition Affidavit Form and pay the $5 affidavit filing fee. A copy of a completed affidavit form from another competition may also be used for verification purposes for up to 60 days. (Exception: Affidavits cannot be used at Great American Insurance Group/USDF Regional Dressage Championships.) Exceptions:  Horses competing only in Individual Breed Classes (IBCs) at DSHB competitions, sires and dams of horses in DSHB group classes, where those sires or dams are not actually competing in the same competition, horses competing only in breed restricted dressage or DSHB classes at Regular Competitions (e.g. all Arabian, all Friesian, or all Morgan classes), or in USDF Introductory Level tests, pas de deux or quadrille, are exempt from this requirement. Also exempt are horses ridden in leadline, exhibitions, games and races, classes for 4-H members, walk-trot, academy and opportunity classes.  Riders and owners/lessees competing only in classes which are exempt from the USDF HID requirements are also exempt from the USDF NM identification number and NM fee requirements. Also exempt are handlers of horses competing in DSHB In-Hand or Group classes.

Memberships Defined Participating Membership (PM): A membership issued to an individual directly by USDF. The membership year is December 1 through November 30. PMs are available for 1-year ($75), 5-years ($300), or life ($1,500). A USDF Youth Participating Membership (YPM) is available for individuals who have not reached their 21st birthday by December 1 of the current membership year ($60). A PM allows the member to compete at USEF-licensed/USDF-recognized competitions and to participate as a rider and/or owner/lessee for all Adequan®/USDF Year-End Awards, Great American Insurance Group/USDF Breeders Championship Series Finals and the Great American Insurance Group/USDF Regional Dressage Championship program. Group Membership (GM): A membership issued to an individual by USDF when the member name and dues are submitted to USDF through an affiliate Group Member Organization (GMO). The GM year begins December 1 and ends November 30. A GM allows the member to compete at USEF-licensed/USDF-recognized competitions and participate in the USDF Rider Awards program. Business Membership (BM): A membership that runs December 1 through November 30 and is issued to a business or organization directly by USDF. The USDF BM ($200) offers a wider variety of advertising benefits. BMs satisfy requirements of horse ownership only. Education Membership (EM): A membership issued to an individual directly by USDF. This online education only membership expires 12 months after the date joined. This membership type does NOT allow an individual to compete at a USEF-licensed/USDF-recognized competition. Non-Member (NM) Identification Number: For each USDF NM owner/lessee and USDF NM rider there will be a USDF NM fee of $25 per competition that must be collected by the show secretary and submitted to USDF, along with the USDF Report of Fees document and the $5 affidavit fee and Competition Affidavit Form if the person cannot provide a copy of their USDF NM card. Owners/lessees or riders exempt from the NM number requirements are also exempt from paying the USDF NM fee. If there are multiple owners of a horse and all are NMs, only one of the owners must pay the NM fee. If the horse has at least one owner who is a current USDF PM, GM, or BM there is no NM fee assessed. Competition management will be invoiced for all applicable USDF NM fees not received with the USDF post competition paperwork, along with a report listing all USDF NMs. Competition management is then required to submit the NM fees within 30 days to the USDF. An individual with a USDF NM identification number is not eligible for any USDF membership benefits. Once a USDF NM number has been assigned, a USDF NM card can be obtained from the USDF website. Horse Identification (HID) Number: A one-time tracking number for horses ($25). Scores earned by a horse with an HID number will be recorded, but will NOT be counted towards Adequan®/USDF Year-End Awards. A horse with an HID number is not eligible to compete in Great American Insurance Group/USDF Regional qualifying or championship classes or Great American Insurance Group/USDF Breeders Championship Series Finals. An HID number can be upgraded to a Lifetime Horse Registration (LHR) for a fee of $70. If a horse has a USDF LHR it does not need an HID number. An HID number is a one-time fee that does not need to be renewed. Lifetime Horse Registration (LHR): A horse with an LHR ($95) is eligible for Adequan®/USDF Year-End Awards, and eligible to compete at Great American Insurance Group/USDF Breeders Championship Series Finals and Great American Insurance Group/USDF Regional qualifying and championship classes, assuming requirements for the owner and rider are met. If a horse has an LHR it does not need an HID number. An LHR does not need to be renewed.

FEDERATION ENTRY AGREEMENT By entering a Federation-licensed Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of The United States Equestrian Federation, Inc. (the “Federation”) and the local rules of IALHA National Championship (Competition). I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harm- less the competition, the Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the Rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the Competition may use or assign photographs, videos, audios, cable - casts, broadcasts, internet, film, new media or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation. The construction and application of Federation rules are governed by the laws of the State of New York, and any action instituted against the Federation must be filed in New York State. See GR908.4. I AGREE in consideration for my participation in this Competition to the following: I AGREE that the “Federation” and “Competition” as used herein includes the Licensee and Competition Management, as well as all of their officials, officers, directors, employees, agents, personnel, volunteers and Federation affiliates. I AGREE that I choose to participate voluntarily in the Competition with my horse, as a rider, driver, handler, vaulter, longeur, lessee, owner, agent, coach, trainer, or as parent or guardian of a junior exhibitor. I am fully aware and acknowledge that horse sports and the Competition involve inherent dangerous risks of accident, loss, and serious bodily injury including broken bones, head injuries, trauma, pain, suffering, or death. (“Harm”). I AGREE to hold harmless and release the Federation and the Competition from all claims for money damages or otherwise for any Harm to me or my horse and for any Harm of any nature caused by me or my horse to others, even if the Harm arises or results, directly or indirectly, from the negligence of the Federation or the Competition. I AGREE to expressly assume all risks of Harm to me or my horse, including Harm resulting from the negligence of the Federation or the Competition. I AGREE to indemnify (that is, to pay any losses, damages, or costs incurred by) the Federation and the Competition and to hold them harmless with respect to claims for Harm to me or my horse, and for claims made by others for any Harm caused by me or my horse while at the Competition. I have read the Federation Rules about protective equipment, including GR801 and, if applicable, EV114, and I understand that I am entitled to wear protective equipment without penalty, and I acknowledge that the Federation strongly en courages me to do so while WARNING that no protective equipment can guard against all injuries. If I am a parent or guardian of a junior exhibitor, I consent to the child’s participation and AGREE to all of the above provisions and AGREE to assume all of the obligations of this Release on the child’s behalf I represent that I have the requisite training, coaching and abilities to safely compete in this competition. I AGREE that if I am injured at this competition, the medical personnel treating my injuries may provide information on my injury and treatment to the Federation on the official USEF accident/injury report form.
