Definities 1. Doel en functie integrale stadsdeelbeschrijving De Integrale Stadsdeelbeschrijvingen (ISB) schetsen een beeld van een stadsdeel aan de hand van kwantitatieve gegevens, feitelijke beschrijvingen en kwalitatieve beoordelingen. Gemeentelijke dien- sten en de politie gebruiken dit document als referentiekader bij het opstellen van stadsdeel- en jaar- werkplannen. Een ISB geeft inzicht in de structuur van het stadsdeel, wat betreft bevolking, woningvoorraad, ver- keer, winkelbestand, voorzieningen enzovoort. Daarnaast staan de problemen beschreven op het ni- veau van het stadsdeel als geheel en in de afzonderlijke wijken en buurten. Een puur zakelijke beschrijving volstaat niet. De feiten moeten geduid worden. Bewoners, onderne- mers en professionele werkers hebben allemaal hun opvattingen over wat er in de wijken speelt en gebeuren moet. Een ISB heeft een belangrijke communicatieve functie. Belangengroepen, dienstver- leners en anderen kunnen hun commentaar geven op de feiten. 2. Leeswijzer De standaardopbouw van een Integrale StadsdeelBeschrijving (ISB) is als volgt: · Hoofdstuk 3 schetst de karakteristieken van het stadsdeel als geheel en van de afzonder- lijke wijken. Globaal wordt ingegaan op de verschillen tussen wijken. Meer kwantita- tieve gegevens hierover staan in hoofdstuk 4. · Hoofdstuk 4 bestaat uit cijfermateriaal, concrete gegevens en kenmerken in de vorm van tabellen. Als dat mogelijk en relevant is, zijn de tabellen opgesplitst naar buurt- of wijkniveau. · Hoofdstuk 5 gaat in op de actuele ontwikkelingen op de belangrijkste vijf beleidsvel- den. C Hoofdstuk 6 bevat toelichtingen op en definities van de grootheden in de tabellen uit hoofdstuk 4. In alle stadsdeelbeschrijvingen hebben de hoofdstukken 3 en 4 eenzelfde indeling. Hoofdstuk 5 kan per stadsdeel een andere invulling krijgen. De hoofdthema's blijven echter wel: Economie, Leefbaar- heid, Veiligheid & Handhaving, Woningvoorraad en Welzijn. De onderverdeling in subparagrafen hangt van de situatie in het betreffende stadsdeel af en van de vraagstukken die er actueel zijn. 1 3. Een profiel van het stadsdeel 3.1 Haagse Hout - het stadsdeel In 1998 nam de Haagse gemeenteraad het besluit Den Haag op te delen in zeven stadsdelen. Haagse Hout is er een van. De naam is afgeleid van de oude benaming voor dit gebied: Die Haghe Houte. Haagse Hout telt 42.040 inwoners en 23.351 woningen. Het stadsdeel bestaat volgens de officiële gemeentelijke indeling uit vier wijken: C Benoordenhout, C Bezuidenhout, C Mariahoeve/Marlot C Haagse Bos. De meeste inwoners spreken echter over zes in plaats van vier wijken. Bezuidenhout splitsen ze in Bezuidenhout-midden/oost en Bezuidenhout-west. De wijk Mariahoeve/Marlot wordt gesplitst in Mariahoeve en Marlot. Binnen het stadsdeel bestaat in veel opzichten grote diversiteit. In Bezuiden- hout-west staan vrijwel uitsluitend sociale huurwoningen. Villapark Marlot behoort tot de buurten met het hoogste inkomens in de stad. Haagse Hout doet zijn naam eer aan. Het stadsdeel kent relatief veel groen, vooral in Benoordenhout en Mariahoeve/Marlot. Het Haagse Bos is veruit het grootste groengebied. Dit langgerekte stadsbos verdeelt Haagse Hout in tweeën: Benoordenhout versus Bezuidenhout en Mariahoeve/Marlot. Elke wijk heeft een actieve bewonersorganisatie. De bewoners zijn doorgaans zeer betrokken bij het woon- en leefklimaat. Velen participeren in werkgroepen of zijn anderszins actief. Het stadsdeel Haagse Hout in vergelijking met het Haags gemiddelde: C relatief minder sociaal-economische problemen; C laag aantal werklozen; C inkomen boven gemiddeld; C groen stadsdeel; C minder overlast en criminaliteit; C aandeel 0 - 19 jarigen onder Haags gemiddelde; C aandeel 56 - 64 jarigen boven Haags gemiddelde; C gering percentage allochtonen. 3.2 Korte karakteristiek van de wijken 3.2.1 Benoordenhout Benoordenhout telt 12.799 inwoners en 6.770 woningen. De gemeenteraad heeft de wijk in 1996 aangewezen als beschermd stadsgezicht in de zin van de Monumentenwet. De ruimtelijke kwaliteiten vloeien voort uit de aanleg van de landgoederen in de 19e eeuw en de ste- delijke uitleg in de vroeg 20e-eeuws. Het karakteristieke gevelbeeld en de heldere stedenbouwkun- dige structuur geven de wijk een monumentale uitstraling. Het Benoordenhout is opgedeeld in zes buurten: 2 C Nassaubuurt, C Uilennest, C Duinzigt, C Waalsdorp, C Arendsdorp, C Van Hoytemastraat en omgeving. Het statige Benoordenhout is een zeer gewaardeerde en typisch Haagse woonwijk. De huizen zijn ruim en comfortabel. Naast enkele grote villa’s bestaat de wijk uit herenhuizen, eengezinswoningen en ruime appartementen. Het eigen woningbezit domineert. Sommige delen van de wijk kennen een mengeling van kantoor- en woonfuncties zoals de Nassau- buurt, de Raamweg en de Benoordenhoutseweg. De ligging ten opzichte van het stadscentrum en de uitvalswegen is zeer gunstig. De wijk wordt begrensd door landgoederen zoals het complex Clingendael, Groenendaal en Ooster- beek. In de wijk zelf liggen het landgoed Oostduin-Arendsdorp en de bosjes van Zanen. Deze groene zones, zoals ook het Rosarium op het Jozef Israëlsplein, geven de wijk een residentiële uitstraling. De Jan van Nassaustraat is het architectonisch boegbeeld van de Nassaubuurt. De Van Hogenhouc- klaan is een karakteristieke brede laan met fraaie boomgroepen. Het monument De Hogenhout was ooit een woonhotel, maar werd jarenlang als kantoor gebruikt. Sinds enige tijd heeft het gebouw weer een woonbestemming. Benoordenhout in vergelijking met het stadsdeel als geheel: C veel parken en ander groen; C zeer laag percentage werklozen; C hoog inkomen per huishouden; C zeer laag verzuim leerplichtigen; C bovengemiddeld aanbod winkels; C percentage jongeren boven gemiddelde. 3.2.2 Bezuidenhout Het zware bombardement van 3 maart 1945 heeft het oude Bezuidenhout ten westen van de Laan van Nieuw Oost-Indië grotendeels verwoest. Van de fraaie vooroorlogse architectuur zijn nog slechts enkele fragmenten terug te vinden. Delen van de Bezuidenhoutseweg en het Emmapark bleven gespaard. In het Bezuidenhout staan in het totaal 8.013 woningen. Het betreft een mengeling van pan- den van eigenaar/bewoners en van particuliere verhuurders. De wijk bestaat uit drie buurten: oost, midden en west. Bezuidenhout-oost ligt tussen de Bezuidenhoutseweg, Carel Reinierszkade, Schenkkade/Loolaan en Laan van N.O. Indië. Deze buurt telt 9.058 bewoners. Het stratenplan in Bezuidenhout-oost heeft nog alle kenmerken van de jaren ‘20. De parkeerruimte is onvoldoende, maar ook op andere punten voldoet het stratenplan niet meer aan de eisen van deze tijd. Dit leidt op sommige plekken tot een rommelig en onoverzichtelijk beeld. 3 Bezuidenhout-midden ligt tussen de Schenkkade, Laan van Nieuw Oost-Indië, de Bezuidenhoutseweg en de Prinses Beatrixlaan. Deze buurt telt 2.999 inwoners. De afgelopen decennia hebben zich ingrijpende veranderingen voorgedaan in Bezuidenhout-midden. In de omgeving van de Prinses Beatrixlaan verrezen grote kantoorpanden. Sinds begin jaren ’90 wordt gewerkt aan de geleidelijke overkluizing van de Utrechtsebaan met kantoorgebouwen. Enkele andere actuele ontwikkelingen zijn: kantorenbouw op de locatie De Groene Schenk, verdere ontwik- keling van het Beatrixkwartier, de komst van RandstadRail, belanghebbenden parkeren en de bouw- locatie Loudonstraat en omgeving. De Stichting 3 maart 1945 – 1995 houdt de herinnering levend aan het bombardement. Sinds 1996 organiseert de stichting op de eerste zondag in maart een bloemenhulde bij het beeld van Juliana van Stolberg aan de Koningin Marialaan en op 4 mei een kranslegging bij het Monument van de Mense- lijke Vergissing. Bezuidenhout-oost en –midden in vergelijking met het stadsdeel als geheel: C grootschalige kantoren in en aan de rand van de wijk; C hoog percentage volwassenen en lager percentage ouderen; C gedifferentieerde woningvoorraad; C bovengemiddeld inkomen; C gering aantal welzijnsvoorzieningen. Bezuidenhout-west wordt geheel omsloten door drukke (spoor)wegen: het Schenkviaduct, de Schenk- kade, de Utrechtse Baan, het Prins Bernhardviaduct en het spoorwegemplacement. In 1976 begon op een deel van het in 1945 verwoeste gebied de ‘herbouw’ van Bezuidenhout-west. Het is nu een buurt met circa 2.603 inwoners. Vrijwel alle woningen zijn eigendom van woningcor- poratie Haag-Wonen. De woningvoorraad bestaat uit portiekflats, eengezinswoningen en twee gale- rijflats waaronder de markante woontoren De Witte Anna. De corporatie heeft de laatste

It is the Board’s job to encourage, support and promote a sense of connection in our community.
