Shrinking Civic Space Amidst the Covid-19 Pandemic in Indonesia SHRINKING CIVIC SPACE AMIDST THE COVID-19 PANDEMIC IN INDONESIA LOKATARU FOUNDATION 2020 Compiled by Kirana Anjani Editor Haris Azhar Mirza Fahmi January-April 2020 SHRINKING CIVIC SPACE AMIDST THE COVID-19 PANDEMIC IN INDONESIA Lokataru Foundation has compiled incidents and cases on shrinking civic space issues as well as the overall civic space condition in Indonesia from January to April 2020. We mainly identified six clusters civic space issues: 1. Restriction to freedom of assembly through unnecessary and excessive use of force by the authorities 2. Criminalization of human rights activist and government critic, and citizens allegedly spreading hoax or insulting the presidents/public officials 3. Stigmatization, persecution, and criminalization of certain social/ ideological groups ("anarcho-syndicalist") 4. Securitization of COVID-19 pandemic, for example through the president’s civil emergency proposal and the army contingency plan 5. Social conflicts caused by stigmatization of COVID-19 victims Key cases, regulations, Government statements and measures that reflect restrictions and attacks against civic freedoms in Indonesia can be found below. Later on, this movement resulted in a publication of physical comic called ‘Komik Indie’. ‘Komik Indie’ was published, among the reasons, to present new local comic that had stopped circulating since late 1980s. Nowadays, in the era that is commonly identified as the disruptive era, with all ease provided by the internet access, social- media platforms, and high intensity on web-comic uploads, the comic book industry in Indonesia is flooded by publications of new national comics. Independent comic publications still remain. The term ‘komik mandiri’ is chosen to show the autonomous act in publishing own works. Literally, mandiri means ‘independent’, but in this terminology, the word puts more point on the autonomous act. Comic artists do not have to find or wait for publishers to have their comic published. The discussions focus on the work of independent comics, especially those featuring the unique stories or representations, which have distinctive values from many similar publications. Because of its independency, there are possibilities to find some critical and progressive issues towards the society inside the story. In the independent comics some interesting ideas are found. They focus on the representation of local values that still reflect on the local wisdom, and the new locality, which was formed with the development of times and urbanization.

These riots revealed a power struggle among retired generals and factional strife within the Indonesian armed forces that has developed since the 1990s. • The riots also highlighted the deep rivalry between the military and the police which had worsened in the post-Soeharto years. President Widodo is seen to favour the police taking centre-stage in upholding security while pushing the military towards a more professional role. A significant factor for this achievement has been his strategy to accommodate the military’s interests to keep them on his side. Five years into his presidency, Jokowi has shown little interest in reforming the military. As reelection time draws near, Jokowi is tightening his relationship with the military, by giving key appointments to commanders within his personal network. The recent TNI reshuffles saw the ascendancy of officers who have had personal relations with the president since early in his political career. Because of the reformasi law abolishing the military’s dual-function (dwifungsi) practice of placing military officers in civilian posts, the TNI has a surplus of many generals and colonels who are unable to hold substantive positions. The Jokowi administration has tried to address this problem by expanding military structures, and raising the level of ranks for various posts. These policies are basically efforts at appeasing the officer corps. This is because the region Jatinagor administratively managed by the Sumedang District, but also a strategic region of the Province (KSP) and the National Strategic Area (KSN), so there is the impression of overlapping authority.
