The growth potential of this activity is in fact very high. In 2011, 41 cruise lines were domiciled in Europe, operating 120 cruise ships and another 76 vessels were deployed in Europe by 25 non-European lines. -

G It is a curious and regrettable fact that so little information is available about those trading communities, or factories, which developed independently of control or assistance from their home country and yet played such an important part not only in our commercial expansion but in our naval predominance at the time when the distant Mediterranean suddenly became the great strategic battle-ground - the “Keyboard of Europe”. Thanks to the ability and industry of Mr. A. R. Walford we now have a picture of the great British Factory at the vital port of Lisbon during the latter part of its history.2 Of the earlier part, which is “shrouded in obscurity” I would venture to place on record a few details which have attracted my attention while trying to find out something about the history of our early consuls who were originally chosen, if not actually appointed, by them to be their official spokesmen and chief executives. An interesting but perhaps characteristic feature of these establishments, or associations, for that is probably a more accurate description, is that they were not legal entities at all and their correct official designation seems to have been the “Consul and the Merchants” or the “Consul and the Factors”. The consul himself on the other hand had an unquestionable legal status, decided more than once in the Spanish courts in very early times, and was established by, or under authority from, royal patents. -

Case study: the Vasco da Gama Bridge project Text 1 In 1991 the Portuguese Government decided to build a second Tagus crossing in Lisbon. Over the years, and because of high congestion of the “April 25th” bridge, the only bridge over the Tagus in Lisbon, several plans had been developed for a new crossing (tunnel or bridge) in order to reach the most populated areas of the southern bank of the Tagus. However, the government decided for a bridge just north of Lisbon, linking to a low population region in the other side of the river. This choice allowed North-South traffic to circumvent the city of Lisbon and also circumvented many urban planning problems in both sides of the river, but deviated the crossing to a preserved region: the new bridge would run over 400-ha of abandoned salt pans that were very important for millions of migratory birds on their way between Europe and Africa. Of course, there was public concern over environmental problems, namely because the government had decided to grant this project a special status exempting it from the usual environmental appraisal. Beside the sensitivity of the southern bank, the bridge would be a very long bridge (12km, of which 11km over water) and construction period would be bounded due to the need to finish the works and open the bridge to traffic before the grand opening of the Expo’98 World Exhibition. The Expo’98 World Exhibition was the flag event associated with a major urban renewal project. Expo’98 was to be held in 1998 in Lisbon, in an originally degraded area bordering the Tagus, close to the proposed northern anchorage point for the “Vasco da Gama” bridge. -

The coexistence of people and societies marked by ethnic, social, cultural, religious and linguistic diversity is a subject that still generates controversies in contemporary societies. The “Ciganos’ situation” is an unavoidable issue that crosses the boundaries of different European countries, which leads to controversy and ambivalence in the so-called multicultural and/or intercultural societies characterised by the principle of universalism. In Portugal, despite the social and economic transformations that have occurred, the problems of exclusion and poverty among Ciganos persist. They are still considered the poorest ethnic group, with the worst housing conditions, lest schooling and the main target of racism and discrimination. The Portuguese Ciganos are not a homogeneous community. The diversity and plurality are not always easy to grasp by the glare generated by the adoption of interpretive perspectives that are reductively linear and deterministic of the Portuguese Ciganos. For the purpose of outlining a national picture of Portuguese Ciganos, a national study was developed that combines both qualitative and quantitative methodological approaches. ASEISMIC FOUNDATION DESIGN PROCESS LESSONS LEARNED FROM TWO MAJOR PROJECTS : THE VASCO DA GAMA AND THE RION-ANTIRION BRIDGES Alain PECKER Géodynamique et Structure, 157 Rue des Blains 92220 BAGNEUX, France 1 INTRODUCTION The choice of a design concept for a bridge foundation is guided by various factors; several of these factors are indeed of technical origin, like the environmental conditions in a broad sense, but others non technical factors may also have a profound impact on the final design concept. These aspects will be reviewed and illustrated by comparison of the solutions adopted for two major European cable stayed bridges: the Vasco da Gama bridge in Lisbon (Portugal) and the Rion-Antirion bridge, near Patras (Greece). The foundations solutions for those two structures are described and an attempt is made to pinpoint the major factors that have guided the final choices. The innovative foundation concept finally adopted for the Rion-Antirion bridge is further described in details to highlight how capacity design principles, which are familiar to structural engineers, can be implemented in earthquake resistant design of foundations. 2 ASEISMIC FOUNDATION DESIGN PROCESS The aseismic design process for foundations is a very broad activity requiring the synthesis of insight, creativity, technical knowledge and experience [1]. Information is required and decisions have to be made at various stages including: (i) the geological environment and geotechnical characterization of the soil profile; (ii) the definition of the loads that will be applied to the foundation soil by the facility to be constructed; (iii) information about the required performance of the structure; (iv) investigation of possible solutions with evaluation of load capacity, assessment of safety factors and estimates of deformations; (v) consideration of construction methods and constraints that need to be satisfied (finance and time); (vi) exercise of judgment to assess potential risks. -

BRIEFING Requested by the REGI committee Economic, social and territorial situation of Portugal This briefing was prepared to provide information for the European Parliament’s Committee on Regional Development delegation visit to Portugal of 27 February to 1 March 2019. 1. Introduction to Portugal and its political and administrative system Portugal is the westernmost country of mainland Europe, located in the Iberian peninsula. To the north and east, Portugal borders Spain. The western and southern coastline totals 1240 km in length and is bathed by the Atlantic Ocean. Portugal’s territory also comprises the Atlantic archipelagos of the Azores and Madeira. Northern Portugal is mountainous, while southern Portugal is an area of gently rolling hills and plains. The highest peak of Portugal is Mount Pico in the Azores, while the highest point in mainland Portugal is part of the Serra da Estrela. Portugal has a warm and moderate climate. Mainland Portugal and Madeira are in the Western European time zone, which means that when in Brussels it is noon, in Portugal it is 11 a.m. (as in the United Kingdom).
