A saying attributed to Mevlana reminds us that a candle does not lose anything from its brightness by lighting other candles. In fact the more that we share our knowledge the better we understand. International Multidisciplinary Conferences which will be held on 6 Aug. 2014, in Tbilisi, Georgia has been a collaborative effort between LEPL-Batumi Arts State University (BASU) and Industrial Management Institute (IMI) in Iran. The conference does not place narrow boundaries on disciplines and rather takes a more interdisciplinary approach by inviting researchers from fields ranging from marketing, management, finance, and various areas of economics. Scholars from various sectors have contributed from different countries. This conference will provide a forum for international researchers to share, review and debate new empirical and development in the related fields. Industrial Management Institute (IMI) is the host of the conference. The history of Industrial Management Institute (IMI) dates back to 1951 when “The Guidance Center for Iranian Industries “Was launched. In those years, the issue of creating an institute which main goal was empowering the managers and arming them to managerial necessities was proposed. The core of Industrial Management Institute which consisted of Iranian and foreigner specialists was shaped in that center in early 1961. That was one of the initial efforts in order to achieve the industrial development. IMI-Azerbaijan was also found in 1997 according to the goals and missions of the central institute and with the aim to help the promotion of quality and capacity of management and also with the aim to develop the scientific capacity and the professional ability of managers in East and west Azerbaijan provinces and Ardabil by Late Belal Kheiravar. Utilizing its unique features and the collective efforts of the employees, this institute had provided more than 25000000 man-hours educational services, iii 100 research and consulting projects and a lot of educational software. Now, Azerbaijan’s institute along with other members of IMI tries to efficiently realize its three main missions including consulting, research and education with a special attention to publication. Approximately 17 years of Azerbaijan IMI’s presence in the economic and social environment of the northwest will supports it to have a more efficient role in promoting the managerial knowledge of managers. The pre-defined priorities for risk and cost cause different mathematical models developed to determine the best routes which are not necessarily the shortest paths. In this paper, a tolerated risk usage is utilized to develop mathematical model for selecting the best route for carrying hazardous materials according to risk and path distance. Mathematical model has been developed using preemptive goal programming approach in which transport risk is considered more important than distance at the first step for developing model and route distance is minimized subject to pre-defined risk tolerance at the second stage. Experimental data including eighty-nine nodes and one- hundred and one links in a real network has been selected for numerical analysis and results have been discussed. Results revealed that there are some alternative routes when risk tolerance is getting to be increased or long distance paths used for hazardous materials transportation. In addition, using tolerated risk can satisfy both national/local authorities in hazmat management and transport companies as well.
