WASHINGTON, D.C. 20554 DA 98-2642 News media mfonnauon 2027418:0500 Fax-Ori-Demand 2021418-2830 Internet: http://www.tcc.gov ftp.ice.gov COMMON CARRIER BUREAU SENDS LIST OF RURAL TELEPHONE COMPANIES TO THE UNIVERSAL SERVICE ADMINISTRATIVE COMPANY FOR PURPOSES OF DETERMINING FEDERAL UNIVERSAL SERVICE HIGH COST SUPPORT BEGINNING JULY 1, 1999 CC Docket 96-45 Released: December 31, 1998 On May 8, 1997, the Commission established in the Universal Service Order that rural and non-rural LECs will receive federal universal service support determined by separate mechanisms. 1 In order to differentiate between rural and non-rural carriers, the Common Carrier Bureau (Bureau) released a Public Notice on September 23, 1997 that requires local exchange carriers (LE Cs) seeking to be classified as rural telephone companies to file a letter with the Commission by April 30 of each year in which they self-certify that they meet the statutory definition of "rural telephone company."2 In the Self-Certification Public Notice, the Bureau stated that it would send a list of carriers certified as rural telephone companies to the Universal Service Administrative Company (USAC) by July 31 of each year.3 On June 22, 1998, the Bureau released a Public Notice acknowledging the receipt of such self-certification letters.4 The new support system for non-rural companies was. scheduled to be implemented January 1, 1999. July 17, 1998) (Order). 62 a list of rural telephone companies to USAC on January 1, rather than July 31, of each year.6 For purposes of determining federal universal service high cost support for July 1, 1999 through June 30, 2000, we will treat as rural carriers the LECs that filed rural self­ certification letters this year. The list of carriers in Attachment 1 that we are sending to USAC includes those carriers listed in the attachment to the June 22 Public Notice announcing receipt of the rural self-certification letters as well as those carriers that submitted self-certification letters after release of the June 22 Public Notice. The Bureau's acceptance of a carrier's self-certification as rural in this Public Notice is not intended to confer status as a "rural telephone company" on such carrier for future years or for any other purpose. This does not preclude further guidance in interpreting the definition of "rural telephone company" in the future or a determination for future years that a carrier that has self-certified as rural should be instead treated as a non-rural carrier.
