Section 54.313 applies to an eligible telecommunications carrier (ETC) receiving high-cost federal USF support. Section 54.422 applies to ETCs receiving low-income support. Both sections require the ETC to file the annual report with the FCC, the Universal Service Administrative Company (USAC), and its relevant state commission. This year the FCC extended the filing due date from July 1 to October 15.1 CTC Idaho requests the Idaho Public Utilities Commission to file the annual certification regarding federal high-cost support with the Universal Service Administrative Company (USAC) and the FCC, pursuant to 47 CFR 54.314(a).
