Bandlaguda Jagir Municipal Corporation: [ICRA]BBB-(Stable) Assigned February 24, 2021 Bandlaguda Jagir Municipal Corporation: [ICRA]BBB-(Stable) assigned Summary of rating action Current Rated Amount Instrument* Rating Action (Rs. crore) Issuer Rating - [ICRA]BBB-(Stable); Assigned *Instrument details are provided in Annexure-1 Rationale The assigned rating considers the Bandlaguda Jagir Municipal Corporation’s (BJMC) importance to the Government of Telangana State (GoTS) as a provider of key municipal services and other basic amenities to the Bandlaguda Jagir city. The rating considers the healthy revenue surplus position of the BJMC with sizeable non-tax revenues in FY2020 and 10M FY2021. Owing to the city’s proximity to Hyderabad, there has been significant real estate development within the urban local body’s (ULB) limits, which led to an increase in its overall building permission fees during the last few years. The revenue surplus position has enabled the BJMC to partly fund its capital expenditure to an extent. ICRA notes that the ULB derives significant financial benefit as its permanent staff are designated as the state government employees and their salaries are paid directly by the state government. Nevertheless, the ULB derives most of its income from own tax and non-tax revenues, indicating limited reliance on the state government, especially through discretionary grants. The ULB derived about 85% of its revenue income from own revenues in FY2020. The city has many large ongoing and upcoming high-rise apartments and villa projects. Although the building permission fee for these large projects is collected by the Hyderabad Metropolitan Development Authority (HMDA), the ULB is expected to generate property tax revenues from these projects in the future, which is expected to increase the overall property tax base. The rating, however, remains constrained by the BJMC’s moderate revenue base, given the moderate property tax base and inadequate revisions in key rates and charges such as the property tax in the past. However, the collection efficiency of the ULB’s property tax has remained healthy at over 90% in FY2020. The collection efficiency declined in FY2021 due to the impact of the Covid-19 pandemic. ICRA also notes that the tax revenues are expected to be lower in FY2021 because of a 50% waiver on the property tax announced by the GoTS for certain categories. However, revenue deficit grant by the GoTS as a compensation for the waiver is expected to mitigate the impact. Further, the upward revision of key rates and user charges would also remain critical for the overall financial position of the BJMC, given the rise in the operation and maintenance (O&M) costs and wages. ICRA notes that the water supply to Bandlaguda Jagir city is currently taken care by the Hyderabad Metropolitan Water Supply and Sewerage Board (HMWSSB). The entity has some of its area covered with sewerage network and does not have any sewerage treatment plant (STP). Further, the overall sewerage services would be under the scope of the HMWSSB. However, other service indicators such as the collection efficiency of municipal solid waste (MSW, 100%), surfaced road network (more than 60%) and streetlights (more than 30 lights per km) remain at satisfactory levels. The rating is also constrained by the risk associated with the execution of large projects under various schemes. Further, the entity does not have a track record of executing large projects, so successful execution of such projects within the budgeted cost and estimated timeframe would remain critical, going forward. Nevertheless, ICRA believes that the BJMC will derive support from the state government for funding and execution of the projects, which would partially mitigate the project execution risks. The Stable outlook on the long-term rating reflects ICRA’s opinion that the ULB will continue to benefit from its strong operational and financial linkages with the state government, its revenue surplus position and adequate liquidity. www.icra .in Page | 1 Key rating drivers and their description Credit strengths Importance of the ULB to the state government as a provider of urban infrastructure and basic services – The BJMC is responsible for providing civic services and basic amenities to the Bandlaguda Jagir city. The key services rendered by the corporation are urban planning, construction and maintenance of roads and drains, solid waste management, street lights and amenities such as playgrounds, parks/gardens, etc. Healthy revenue surplus position with sizeable non-tax revenues – The ULB has witnessed sizable revenue surplus position over the last few years on account of significant non-tax revenues, majorly contributed by building permission fees. As the city is located in proximity to Hyderabad, there has been significant real estate development within the ULB limits, which led to an increase in the overall building permission fees during the last few years. The ULB has reported non-tax revenues of Rs. 8.2 crore in FY2020 and the building permission fees contributed more than 85% to the total non-tax revenues in FY2020. Limited dependence on the state government especially through discretionary grants – The ULB derives the major portion of its revenues from tax and non-tax sources with a low dependence on the state government. However, the ULB derives significant financial benefit as its permanent staff are designated as the state government employees. Consequently, their salaries are paid directly by the state government. Credit challenges Moderate size of revenue base, but healthy collection efficiency – The revenue base of the ULB is moderate, given the moderate property tax base and inadequate revisions in key charges such as the property tax in the past. Receipts from the property tax were moderate at ~Rs. 6.30 crore in FY2020. However, the BJMC’s property tax collection efficiency has remained healthy at over 90% in FY2020. The collection efficiency declined in FY2021 due to the impact of the pandemic. Further, the tax revenues are expected to be lower in FY2021 because of a 50% waiver on the property tax by the GoTS for certain categories. However, revenue deficit grant by the GoTS as a compensation for the waiver is expected to mitigate the impact. Expected increase in operating costs with limited growth in revenues – The operating costs of the ULB are expected to increase given the consistent rise in the wage bill of the contractual/temporary staff and incremental operation and maintenance (O&M) cost towards fresh infrastructure. Also, the revenue growth has been limited with property tax rates and user charges not witnessing any substantial increase during the past few years. The upward revision of key rates and user charges would remain critical for the overall financial position of the BJMC. Risks associated with executing large and complex projects – The ULB does not have a track record of executing large projects and therefore successful execution of such projects within the budgeted cost and estimated timeframe would remain important, going forward. Moreover, lack of adequate staff could impact the execution. However, ICRA believes that the BJMC will derive support from the state government for funding and executing the projects, which would partially mitigate the project execution risks. Liquidity position: Adequate As on March 31, 2020, the entity had no outstanding debt. However, ICRA expects the ULB to avail fresh term loan of around Rs. 12.00 crore in FY2022 to part fund some of its proposed projects, repayment of which would start in FY2023. The future debt service obligations would be met through the annual revenue surplus generated by the ULB. Going forward, the liquidity position of the ULB is expected to be supported by its sizeable cash and bank balances of Rs. 16.1 crore as on March 31, 2020, which would be adequate to cover any immediate capex or proposed debt servicing, although a part of the same has been earmarked towards specific projects. www.icra .in Page | 2 Rating sensitivities Positive factors – ICRA could upgrade the rating if the ULB witnesses a consistent growth in its revenue income while maintaining healthy revenue balances. Negative factors – Pressure on the rating may arise if the revenue balance and the liquidity position of the ULB deteriorate on a consistent basis. Any additional expenditure responsibility passed on by the state government without any funding support, and/or any major debt-funded capital expenditure could also result in a rating downgrade. Consolidation/Standalone Standalone About the entity Bandlaguda Jagir Municipal Corporation (BJMC) is an urban local body (ULB) that has been recently constituted. It was initially constituted as a municipality by merging five gram panchayats namely Bandlaguda Jagir, Himayathsagar, Hydershakote, Kismathpur and Peeramcheruvu in April 2019. Subsequently, its status was upgraded to a municipal corporation in June 2019. The ULB provides urban infrastructure services to Bandlaguda Jagir and is governed by the Telangana Municipalities Act 2019 (Act).
