The rating considers the healthy revenue surplus position of the NMC with sizeable tax revenues in FY2020. Owing to the city’s proximity to Hyderabad, there has been a significant real estate development with a large number of commercial establishments within the limits of the urban local body (ULB), which led to a sizeable property tax base of the NMC. The revenue surplus position has enabled the NMC to partly fund its capital expenditure to an extent. ICRA notes that the ULB derives a significant financial benefit as its permanent staff are designated as state government employees and their salaries are paid directly by the state government. Nevertheless, the ULB derives most of its receipts from own tax and non-tax revenues, indicating limited reliance on the state government, especially through discretionary grants. The ULB derived about 93% of its revenue income from own revenues in FY2020. The rating, however, remains constrained by the NMC’s moderate revenue base, given the inadequate revisions in key rates and charges such as the property tax in the past. Nevertheless, the collection efficiency of the ULB’s property tax has remained satisfactory at over 78% in FY2020.
