The Greater Orlando Aviation Authority will adhere to any guidelines or executive orders as established by local, state, or the federal government in which virtual meetings are permitted during certain circumstances.

Due to the COVID-19 pandemic, the Centers for Disease Control (CDC) guidelines, and the Greater Orlando Aviation Authority’s ongoing focus on safety regarding events and meetings, seating at sunshine committee meetings will be limited according to space and social distancing. Attendance is on a first-come, first-served basis.

The Aviation Authority is subject to federal mask mandates. Federal law requires wearing a mask at all times in and on the airport property. Failure to comply may result in removal and denial of re-entry. Refusing to wear a mask in or on the airport property is a violation of federal law; individuals may be subject to penalties under federal law.

For individuals who conduct lobbying activities with Aviation Authority employees or Board members, registration with the Aviation Authority is required each year prior to conducting any lobbying activities. Lobbying any Aviation Authority Staff who are members of any committee responsible for ranking Proposals, Letters of Interest, Statements of Qualifications or Bids and thereafter forwarding those recommendations to the Board and/or Board Members is prohibited from the time that a Request for Proposals, Request for Letters of Interests, Request for Qualifications or Request for Bids is released to the time that the Board makes an award. In the event a lobbyist meets with or otherwise communicates with Staff or a Board member, including the Mayor of the City of Orlando or the Mayor of Orange County, the lobbyist shall file a Notice of Lobbying (Form 4) detailing each instance of lobbying to the Aviation Authority within 7 calendar days of such lobbying. Lobbyists will also provide a notice to the Aviation Authority when meeting with the Mayor of the City or Mayor of Orange County at their offices. Any appeals of decisions made by the Design Review Committee must be filed with the Chief Executive Officer within five business days (no later than 4:00 p.m. on the fifth business day) of the rendering of that decision. If a bidder or proposer is aggrieved by any of the proceedings of today’s meeting and wishes to appeal the results of actions made by this committee, they must file an appeal stating the item they wish to appeal and the basis for which they wish to appeal, and it must be received in writing by the Chief Executive Officer, Mr. Phillip N. Brown, via email [email protected], with a copy to [email protected] (emails will be accepted during the COVID-19 pandemic.) BACKGROUND

The Greater Orlando Aviation Authority (Aviation Authority) and Orlando Hospitality Airport Partners, LLC (OHAP) are parties to that certain STC Food and Beverage Package 3 Concession Agreement (Agreement), which is scheduled to open when the South Terminal opens to the public.

ISSUES

As part of the STC Food & Beverage Package 3 Concession, OHAP was awarded seven (7) units in the South Terminal Complex, one of which is Barnie’s Coffee & Tea Co. (Barnie’s). Barnie’s is located in the Pre-Security Bag Claim area of the South Terminal. The proposed scope of work received from OHAP includes:

• Build-out of new unit; • Install new equipment; • Integration of associated mechanical, electrical, and work as required; and • Construction of rated and/or unrated new demising/interior , , flooring, , millwork, and signage.

Staff and the Aviation Authority’s General Consultant have reviewed OHAP’s proposed design elements and have determined that it conforms to the Aviation Authority’s Design Standards. Copies of the renderings, specifications and plans received from OHAP are attached for the Committee’s review.

Mr. Keean Bafekr, Principal, with KMBA , will attend the Committee meeting on behalf of OHAP to present the details of their proposed design elements and to address any questions the Committee may have.

FISCAL IMPACT

All costs attributable to the proposed design elements will be funded by OHAP.

• Build-out of new units; • Install new kitchen equipment; • Integration of associated mechanical, electrical, and plumbing work as required; and • Construction of rated and/or unrated new demising/interior walls, doors, flooring, ceiling, millwork, and signage.
