Hotham Alpine Resort Act 1972, to validate certain transfers of land made by the Melbourne and Metropolitan Board of Works, and for other purposes. [Assented to 15 May 1984] BE IT ENACTED by the Queen's Most Excellent Majesty by and with the advice and consent of the Legislative Council and the Legislative Assembly of Victoria in this present Parliament assembled and by the authority of the same as follows (that is to say): 1. This Act may be cited as the National Parks (Amendment) Act snort title. 1984. 2. In this Act the National Parks Act 1975 is called the Principal Principal Act NO. Act 8702- Reprinted to No. 9427. Subsequently amended by Nos. 9570,9861,9863. 9902,9921 and 9936. 3. (1) Except as provided in sub-section (2) and sub-section (3) this commencement Act shall come into operation on the day on which it receives the Royal Assent. 259 2 1984 National Parks (Amendment) No. 10073 (2) Section 4 (3) shall come into operation on 1 July 1984. (3) Section 4 (4), (5), (6), (7), (8) and (9) shall come into operation on a day or on the respective days to be fixed by proclamation or by successive proclamations of the Governor in Council published in the Government Gazette. A statement made often enough becomes truth for most people. Masked by the propaganda was the loss of the State batteries and any proposed substitutes. There were still more amendments to try and silence the complainers and the truth about con-artists repeatedly made its way into the newspapers. Jim Plowman, Minister for Energy and Minerals in April 1994, said: ‘I shall leave you with a quote from R.F. White written in 1873 in “The Mining Town” which I never want to hear applied to Victoria.’ "Pure gold was hidden in the quartz, they said 'twas proved by dreams and signs, and rods divining, by chemic tests, and spirits of the dead, in fact by everything - except mining". If R.F. White had been alive in the mid 1990s, would he have said that the Mineral Resources Development Act proved his comment?
