In 1919, despite the recent revolution, the bulk of the Chinese population had not been touched by industrialisation or modernisation. Through the inter-war turmoil of competing governments – encapsulated in the rivalry between the Nationalist Chiang Kai-shek and the Communist Mao Zedong – warlordism, civil wars and Japanese invasion, China emerged reunified under communism in 1949, and by the 1980s – only seventy years after revolution – had transformed itself into a growing economic superpower. Due to the unique nature of the relationship between Britain and China, these formerly restricted first-hand accounts provide unprecedented levels of detail into a turbulent FCO 21/1555 period in Chinese history. In particular, its antagonistic, cross-strait relationship with China has led to various negative consequences and cast a spotlight on the country on the international diplomatic front for close to over six decades. After the end of the Cold War, the democratization of Taiwan altered her political identity and released a nation-building process that was seemingly irreversible. Taiwan’s nation-building efforts have moved the nation further away from reunification with China. -

Qingjiang Kong* INTRODUCTION On December 11, 2001, China acceded to the World Trade Organization (WTO).1 Taiwan followed on January 1, 2002 as the "Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu."2 Accession of both China and Taiwan to the world trading body has triggered a fever of activities by Taiwanese businesses, but the governments on both sides of the Taiwan Strait have been slow to make policy adjustments. February 9, 2017 As Chinese Pressure on Taiwan Grows, Beijing Turns Away from Cross-Strait “Diplomatic Truce” Matthew Southerland, Policy Analyst, Security and Foreign Affairs A Return to “Poaching” Taiwan’s Diplomatic Partners? On December 21, 2016, Sao Tome and Principe—a country consisting of a group of islands and islets off the western coast of central Africa—broke diplomatic relations with Taiwan, and on December 26 re-established diplomatic relations with China.*1 This is the second time since the election of Taiwan President Tsai Ing-wen† that China has re-established diplomatic relations with one of Taipei’s former diplomatic partners, marking a change in Beijing’s behavior. The first time was shortly before President Tsai’s inauguration in March 2016, when China re-established relations with The Gambia, which had severed ties with Taiwan more than two years before.‡ 2 In 2008, Taipei and Beijing reached a tacit understanding to stop using financial incentives to compete for recognition from each other’s diplomatic partners—a “diplomatic truce.”3 During the period that followed, Beijing also rejected overtures from several of Taiwan’s diplomatic partners to establish diplomatic relations with China.4 Beijing’s recent shift is one of the latest in a series of efforts to pressure the Tsai Administration. Despite President Tsai’s pragmatic approach to cross-Strait relations and attempts to compromise, Beijing views her with suspicion due to her unwillingness to endorse the “One China” framework§ for cross-Strait relations. Sao Tome’s decision to cut ties with Taipei appears to have been related—at least in part—to a request from Sao Tome for more aid.5 A statement released by Taiwan’s Ministry of Foreign Affairs included the following: “The government of Sao Tome and Principe .. -

Beijing does not formally recognize the government in Taiwan, which it regards as a rogue province, and semiofficial representatives or representatives of commercial associations, instead of government officials, have convened all previous formal meetings between the two sides.1 The agreement takes place in the context of warming cross-Strait relations, as reflected in policies pursued in both Taipei and Beijing since 2008 to reduce tension and increase economic, cultural, and educational ties. -

Consolidating Positions Alan D. Romberg In recent weeks all parties within Taiwan and across the Strait have focused on consolidating their positions. Democratic Progressive Party (DPP) presidential candidate Tsai Ing-wen, holding a commanding lead in polls, focused on gaining control of the legislature. Her Kuomintang (KMT) opponent, deputy Legislative Yuan (LY) speaker Hung Hsiu-chu, formally nominated in July, espoused a number of controversial positions and has not yet recovered from the fallout. Hung also lost ground to a new entry, veteran conservative politician and former KMT elder James Soong, who presented himself as the candidate of reason and experience. Beijing left no doubt about its continuing insistence on adherence to some form of “one China” if cross-Strait relations are to go well under the next Taiwan administration. It also continued to raise warning flags about the impact of heightened cross-Strait tensions on U.S.-PRC relations. Politics in Taiwan The DPP Seeks To Score Big Tsai Ing-wen focused most of her recent attention on domestic issues and the constituencies she hoped would not only bring her victory in January but would also place her party and its allies in control of the legislature. According to some reports, the Pan-Greens hoped to win as many as 64 out of the total of 113 seats.1 Although there was some dissent within the party, it was decided that the DPP would cooperate with “compatible” non-DPP candidates where the latter had a better chance of defeating KMT opponents. China Kara Phillips1 Issues of Treaty Succession As early as the Spring and Autumn (772–476 bc) and the Warring States (476– 221 bc) periods, ancient China engaged in interstate relations, diplomatic con‑ tacts, and treaty negotiation.2 From the time China was unified under the Qin Dynasty (221 bc) until the end of the Qing Dynasty (1911), China conducted international relations by means of a tribute system.3 Under the tribute sys‑ tem, China occupied a superior position in relation to surrounding subordi‑ nate nations. Theme 3 Session 2 FROM A MILITARY FRONT TO A COLD WAR HERITAGE SITE A study of the prospect of Matsu Archipelago as sustainable tourism islands Chao-Ching Fu Department of Architecture, National Cheng Kung University, Taiwan [email protected] Abstract. The Matsu archipelago, located in the northwest of Taiwan Strait and composed of 36 islands, is geographically closed to the Chinese Mainland and had been functioned as the military front by the Nationalist Government in Taiwan against Chinese Communism since 1949. The role of the islands as a stronghold along the Pacific Ocean against Communism during the Cold War was reassured by the U.S. Government. For decades, the islands were not easily accessible for the ordinary people from Taiwan for the purpose of tourism. The function of the military front was lifted on the midnight of 13th May, 1994 and a new role is envisioned for both domestic and foreign tourists. In fact, Matsu had never received the attack of the war although it was treated as the military front. All military facilities were set up for the purpose of defense and had become a part of people’s life. When more and more military forces are withdrawn from the islands, the decreasing population and drop in business with the military led the island search for a new drive for the local economy. Since then, tourism has been treated as the most prospective direction for the development. World highest density military facilities such as the underground tunnels have formed a special cultural landscape and contained unique attractions for cultural tourism.
