Advancing Women's Equality in Asia Pacific THE POWER OF PARITY: ADVANCING WOMEN’S EQUALITY IN ASIA PACIFIC MAY 2018 FOCUS: INDONESIA AboutSince itsMGI founding in 1990, the McKinsey Global Institute (MGI) has sought to develop a deeper understanding of the evolving global economy. As the business and economics research arm of McKinsey & Company, MGI aims to provide leaders in the commercial, public, and social sectors with the facts and insights on which to base management and policy decisions. MGI research combines the disciplines of economics and management, employing the analytical tools of economics with the insights of business leaders. Our “micro-to-macro” methodology examines microeconomic industry trends to better understand the broad macroeconomic forces affecting business strategy and public policy. MGI’s in-depth reports have covered more than 20 countries and 30 industries. Current research focuses on six themes: productivity and growth, natural resources, labour markets, the evolution of global fi nancial markets, the economic impact of technology and innovation, and urbanisation. Recent reports have assessed the digital economy, the impact of AI and automation on employment, income inequality, the productivity puzzle, the economic benefi ts of tackling gender inequality, a new era of global competition, Chinese innovation, and digital and fi nancial globalisation. MGI is led by three McKinsey & Company senior partners: Jacques Bughin, Jonathan Woetzel, and James Manyika, who also serves as the chairman of MGI. Although the region has experienced economic growth, the bottom 70 percent have seen their income share fall while the share for the top 10 percent has increased rapidly. Low wages and a lack of rights at work, particularly for women, are at the heart of this scandal. At the same time, women are subsidizing the economy with a disproportionate responsibility for unpaid care work. Achieving living wages and recognizing, redistributing and reducing unpaid care work could support both economic and gender equality in Asia and should be prioritized by both governments and businesses. www.oxfam.org 1 INTRODUCTION For women across Asia, access to decent work and a living wage represents a fundamental pathway out of poverty, and one of the best ways to counter the dangerous tide of growing economic inequality. Yet in recent decades, working people, in rich and poor countries alike, have received a smaller and smaller slice of the economic pie, while those who own capital have seen their assets grow disproportionately. Low wages for the majority of people, and particularly for women, are at the heart of this scandal. At the same time, women continue to carry out the majority of unpaid care and domestic work, which is essential to keep economies functioning but is unrecognized and undermined in policy making.

RIGHTS VULNERABLE GROUPS OF WOMEN AND GIRLS POLICY AND LEGAL CONTEXT FOR VULNERABLE GROUPS OF WOMEN The Universal Declaration of Human Rights and the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) provide the foundation for the protection of women’s rights, including women from vulnerable groups or with specific needs. Cambodia ratified CEDAW in 1992 and its Optional Protocol in 2010. The CEDAW Committee has identified specific vulnerable groups of women that require further research and consideration in Government policies, such as: 1) women with disabilities; 2) ethnic minority women; 3) lesbian and bisexual women, and transgender people; 4) women in detention and in prison; 5) women from rural and remote areas; 6) women engaged in prostitution; 7) women who suff ered from sexual violence during the Khmer Rouge regime; 8) women victims of traff icking; 9) garment, domestic and migrant workers; and 10) women with HIV. The Cambodian Constitution, adopted in 1993, establishes equal rights for all Cambodians: “Every Khmer citizen shall be equal before the law, enjoying the same rights, freedom and fulfilling the same obligations regardless of race, color, sex, language, religious belief, political tendency, birth origin, social status, wealth or other status” (Art. 31). The National Social Protection Strategy for the Poor and Vulnerable (2011-2015) aims to ensure that all Cambodians benefit from improved social safety nets and social security as an integral part of an eff ective national social protection system.

This encompasses areas such as occupational expectations, job duties, work hours, work pay, work status, and years of work. Part of this struggle stems from the pressure exerted by different sides of society, pushing women to fulfill the motherly home-life role, the dedicated career woman role, or a merge of the two. Along with these demands lie other stressors in the workplace, such as harassment Power harassment, age discrimination, sexual harassment, and maternity harassment, cause strain and anxiety to many Japanese businesswomen. There have been governmental refonns put in place, such as proposals made by the Prime Minister of Japan, in an attempt to combat this behavior. More recently, there have been various activist grassroots groups that have emerged to try to tackle the issues surrounding harassment against women. In this thesis, I make the argument that these groups are an essential component in the changing Japanese workplace, where women are gaining a more equal balance to men.
