J14 CMR 4.00 shall be known as the "Massachusetts surface Water Quality Standards". (2) organization of the Standards. These standards comprise si.Jc (6) sections, General Provisions (Section 4.01} Definitions (Section 4.02), Application of Standards (Section 4.03), Antidegradation Provisions (Section 4.04), Classes and Criteria {Section 4.05), and Basin Classification and Maps (Section 4.06). (3) Authority. The Massachusetts Surface Water Quality Standards are adopted by the Division pursuant to the provisions of M.G.L. c.21, s.27. (4} Purpose. The .Massachusetts Act charges the Division with the duty and responsibility to protect the public health and enhance the quality and value of the water resources of the Commonwealth. It directs the Division to take all action necessary or appropriate to secure to the Commonwealth the benefits of the Federal Act. The objective of the Federal Act is the restora­ tion and. maintenance of the chemical, physical, and biological integrity of the Nation's waters. To achieve the foregoing requirements the Division has adopted the Massachusetts Surface Water Quality Standards which designate the most sensitive uses for which the various waters of the Commonwealth shall be enhanced, maintained and protected; which prescribe the minimum water quality criteria required to sustain the designated uses; and which contain regula­ tions necessary to achieve the designated uses and maintain existing water quality including, where appropriate, the prohibition of discharges. 4. 02 Definitions ( 1) Aquatic Life - •A native, naturally divers.e, community of aquatic flora and fauna. (2) Background Conditions - That water quality which exists or would exist in the absence of discharges of pollutants requiring permits and other controllable cultural factors that are subject to regulation under the Massachusetts Act. 1 (3) Coastal and Marine Waters - The Atlantic Ocean and all contiguous saline bays, inlets and harbors within the jurisdiction of the Commonwealth including areas where fresh and salt waters mix and tidal effects are evident or any partially enclosed coastal body of water where the tide meets the current of a stream or river. (4) Cold Water Fishery - Waters in which the maximum mean monthly temperature generally does not exceed 68°F (20°C) and, when other ecological factors are favorable (such as habitat), are capable of supporting a year­ round population of cold water stenothermal aquatic life such as trout (salmonidae). (5) combined sewer Overflow or CSO - Any intermittent overflow, bypass or other discharge from a municipal combined s~wer system which results from a wet weather flow in excess of the dry weather carrying capacity of the system. (6) Designated use - Those uses specified in 314 CMR 4.05 for each water Class whether or not they are being attained. (7) Director - The Director of the Division of Water Pollution Control er his designee. (8} Discharge or Discharge of Pollutants - Any addition ot any pollutant or combination of pollutants to the waters of the Commonwealth from any source. (9) Division - The Massachusetts Division of Water Pollution control, as established by M.G.L. c. 21, s,26. (10) ~ - The united State Environmental Protection Agency. (11} Existing Use - Those designated uses and any other uses that do not impair the designated uses that are actually attained in a waterbody on or after November 28, 197S; except that in no case shall assimilation or transport of pollutants be considered an existing use. (12) Epilimnion - The upper circulating layer of a stratified lake or pond. (13) Federal Act - The Federal Water Pollution Control Act, as amended, 33 u.s.c. s.1251, et~- (14} Hypolimnion - The deep layer in a stratified lake or pond which is not subject to wind-induced mixing. (15) Inland Waters or Fresh Waters - Any surface water not subject to tidal action or not subject to the mixing of fresh and ocean waters. (16) Lakes and Ponds - Waterbodies situated in a topographic depression or a dammed river channel with water usually not flowing and an area greater than 20 acres; or less than 20 acres if the water depth in the deepest part of the basin exceeds 2 meters (6.6 feet) or if a discrete shoreline makes up all or part of the boundary. Exceptions include impervious man-made retention 2 basins; river impoundments with flowing water; and harbors and bays which have year round navigable access to the ocean. (17) Massachusetts Act - The Massachusetts Clean Waters Act, as amended, M.G.L.

    ABP Progress and Expenditures Report Pursuant to 2008 Transportation Bond Act Chapter 233 §16 Data is current through 11/15/2015 This progress and expenditure report contains project expenditures incurred as of August 4, 2008 through the report date. This report may not reflect total project cost if the project incurred expenditures prior to August 4, 2008. Column Header Footnotes: 1 PRELIMINARY ESTIMATE - The preliminary estimate is not a performance measure for on-budget project delivery. It is the estimated construction cost value that was included in the November 30, 2008 report to the Legislature pursuant to §19 of Chapter 233 of the Acts of 2008; used for early budgeting purposes only. This “baseline” estimate was established at the inception of the program before many projects were scoped. This estimate included allowances for incidentals for construction such as police details, adjustment for inflation, and reasonable contingencies to account for growth approved by MassHighway/DCR. The Preliminary Estimate did NOT include costs associated with design, right-of-way, force accounts, project oversight, or other program related costs. * Indicates project is one of several that had an incorrect “Preliminary Estimate” and/or scheduled completion, as part of the Chapter 233 §19 Legislative requirement, to provide the estimates and schedules, as part of the 3 year plan of ABP.     Thames River Basin Partnership Partners in Action Quarterly Report Summer 2019 Volume 51 The Thames River watershed includes the Five Mile, French, Moosup, Natchaug, Pachaug, Quinebaug, Shetucket, Willimantic, and Yantic Rivers and all their tributaries. We’re not just the "Thames main stem." Greetings from the Thames River Basin Partnership. Once again this quarter our partners have proven their ability to work cooperatively on projects compatible with the TRBP Plan of Work and in support of our common mission statement to share organizational resources and to develop a regional approach to natural resource protection. I hope you enjoy reading about these activities as much as I enjoy sharing information about them with you. Jean Pillo, Watershed Conservation Project Manager Eastern Connecticut Conservation District And TRBP Coordinator Special Presentation If you did not attend the summer TRBP meeting, besides the great view of Long Island Sound from the CT Sea Grant Conference Room, you also missed a presentation given by Connecticut State Conservationist, Tom Morgart of the USDA Natural Resources Conservation Service (NRCS). Tom provided an overview of the changes in the Farm Bill that Congress enacted in 2018. The Environmental Quality Incentive Program (EQIP) cap remains at $450,000 through 2023. Farmers that have met the cap under the 2014 farm bill will be reset to zero and be eligible for funding again under the 2018 Farm Bill.

CONNECTICUT 06268 • EDITOR'S FOREWORD The Thames River system is located in a section of southern New England that has escaped the extreme alterations of the industrial revolution and later urbanization. It has, unfortunately, suffered the consequences of dam construction causing the disappearance of anadromous fish, and industrial and domestic pollution which degraded water quality in some areas to a marginal fisheries habitat. Enough unspoiled areas are left, unaltered by dams, pollution and the developer, to reward the knowledgeable observer with a glimpse of what it was and what it could be again. As part of the program for restoration of anadromous fish to the Thames River system, it was decided to make a general biological survey of the system to document present conditions .

    Community Collaborative Rain, Hail & Snow Network January 2018 We got our widespread start to snow measuring. We also got2017017 our 2016 widespread start to a deep winter cold. Total reporting dropped but not as fast as the thermometer did. A few new items in December. From the website, under “Maps”, scroll down some and find the Watershed Tool. The secret is out now as how your stations have been sorted by Watershed over this past year. The Android mobile app for reporting has been updated to allow edit on Daily Reports. That should complete one major task. Regardless how you enter a Daily Report, website or mobile app, you should have the ability to edit your reports. More on Snow Reporting. The amounts and percentages of snow reporting were strong this month. Along with the reporting came the mistakes that we are trying to minimize. Instead of looking at 6 airport sites for precipitation totals, we added 22 additional airports. Wait until you see the differences between your totals and these airports’ totals. Finish it up with a look where your snow reports appear. Let’s begin!
