Members of the Delegation Hon Bruce Scott MP Leader of the Delegation Senator the Hon Don Farrell Deputy Leader of the Delegation Senator Helen Kroger Mr Ken Wyatt AM MP Hon Alan Griffin MP Mr Peter Banson Delegation Secretary Introduction The aims of the annual Australian parliamentary delegation visit to ASEAN countries are to gain a better understanding of developments in ASEAN countries and to examine opportunities to broaden links with those countries, focusing on: • economic development, including responses to global economic issues and opportunities to strengthen trade and investment links; • environment, including policies and initiatives to meet the challenges of climate change; • security, including defence cooperation and responses to the threat of terrorism; • cooperation within the multilateral system; and • social development, including community health and education. The Association of South-East Asian Nations (ASEAN) was formed in 1967 by the Philippines, Malaysia, Indonesia, Singapore and Thailand. Membership has expanded over the years to include Brunei, Cambodia, Laos, and Vietnam and Burma (Myanmar). Australia became ASEAN’s first dialogue partner in 1974, and entered into a free trade agreement with ASEAN and New Zealand in 2010. The 2014 delegation visited the Philippines, Malaysia and Brunei. The considerable program of activities in each country was well-targeted and relevant to the delegation’s aims, allowing delegates to gain a substantial insight into developments in the region and issues facing individual countries, and an understanding of where opportunities exist to strengthen Australia’s relationship with those countries. The delegation also took the opportunity in each of the three countries it visited to pay its respects at memorials commemorating campaigns of the World War II Pacific theatre. The delegation felt very welcome in each country it visited, and was warmly received by parliamentarians and Government officials, business representatives and local communities. It was clear that Australia is held in high regard in the ASEAN region, and the delegation relished the opportunity to build on the strong bilateral relationships between Australia and the Philippines, Malaysia and Brunei. The delegation wishes to record its appreciation of the work that went into preparing for the visit, including the briefings provided by the Department of Foreign Affairs and Trade, the Department of Veterans’ Affairs and the Parliamentary Library. The delegation would also like to thank Australia’s diplomatic missions in the Philippines, Malaysia and Brunei for their work in developing the programs and the excellent support and hospitality provided during the visits. This report outlines the places visited, matters discussed and aspects of the bilateral relationship with each country visited. The visit program is included as an appendix to the report. In 17th--19th century this type of work was commonly found in the Riau Island manuscripts, especially in Pulau Penyengat. This area in ancient times became a scriptorium of Malay manuscripts. Several authors and scribes’ works, such as Raja Haji, Raja Ali Haji, Raja Ibrahim, and Salamah Binti Ambar and a descendant of Encik Ismail bin Datuk Karkun, were found in the region. Their works among others are Tuhafat An-Nafis, Silsilah Melayu, dan Bugis, and Hikayat Negeri Johor. In Indonesia, the manuscripts are kept in the National Library of Indonesia in Jakarta and Indrasakti Foundation in Riau Island. Some manuscripts among others were found in the Leiden University Library and KITLV Library in Netherlands. The historiography is useful to explore the source of historical knowledge, especially in search for understanding the process in the formation of Malay ethnic group with plural identities in Indonesia. The aim is to find representation of pluralism in the past Malay literary history which has contributed and strengthened nationalism. In the study we use qualititative research and descriptive methods of analysis. The research has found that the Malay ethnic group in Indonesia derived from various ethnic groups that integrated and became a nation with pluralities. According to the myth, the Malay ethnic group came from the unity between the upper-world or the angelic world and the under-world depicted as the marriage between Putri Junjung Buih and a human being.

Bangsa Moro yang merupakan salah satu etnis minoritas telah lama berjuang untuk mendapatkan hak untuk self-determination. Perjuangan mereka dilancarkan dalam berbagai bentuk, mulai dari parlemen hingga perjuangan bersenjata dengan tuntutan otonomi politik atau negara Islam teroisah. Pemberontakan etnis ini telah mengakar dalam sejarah panjang penindasan sejak era kolonial. Jika pemberontakan yang kini masih berlangsung itu tidak segera teratasi, keamanan nasional Filipina dapat dipastikan terancam. Tulisan ini memaparkan latar belakang historis dan demografis gerakan pemisahan diri yang dilancarkan Bangsa Moro. The Philippines is now seriously confronted with problems related to their ethnic and religious minority populations. The Bangsamoro (Muslim Filipinos) people, one of these minority groups, have been struggling for their right to self-determination. Their struggle has taken several forms ranging from parliamentary to armed struggle with a major demand of a regional political autonomy or separate Islamic State. The Bangsamoro rebellion is a deep- rooted problem with strong historical underpinnings that can be traced as far back as the colonial era. It has persisted up to the present and may continue to persist as well as threaten the national security of the Republic of the Philippines unless appropriate solutions can be put in place and accepted by the various stakeholders of peace and development.

After they sailed out from the port of Tiku/Pariaman on the west coast, the sea suddenly ebbed, for that was the divine decree of God. As a consequence, their ship ran aground on the sand. The two datuk gathered all their children and kemanakan together and said, "Hai, children and kemanakan, let us tow this ship, because it has run aground on the sand." Their children answered, "We are afraid that we will be run over by the ship." Their kemanakan replied, "If that is the wish of our elders, let us tow the ship. It does not matter even if we are run over by the ship and killed in the process, for it is the ship of our elders that has run aground." All the kema­ nakan then got off onto the sand and pulled the ship. With the assis­ tance of the spirits, the ship floated again of itself and moved to the middle of the sea. Later, following the advice of Cati Bilang Pandai, their able servant, the two datuk decreed that from that time on all the property was to be given, not to the children, but to the kemanakan as a reward of their services.

Frekuensi dan tempoh curahan hujan dianggap sebagai indeks penting bagi bidang geomorfologi, hidrologi dan kajian cerun. Di samping itu, maklumat tentang taburan hujan penting kepada manusia kerana boleh mempengaruhi pelbagai aktiviti manusia seperti pertanian, perikanan dan pelancongan. Oleh itu, kajian ini meneliti pola taburan dan tren hujan yang terdapat di Negeri Sembilan. Data hujan bulanan dan tahunan untuk tempoh 21 tahun (1983 – 2003) dibekalkan oleh Perkhidmatan Kajicuaca Malaysia (MMS) bagi lapan stesen kajiklim yang terdapat di seluruh negeri. Kaedah GIS Poligon Thiessen dan Kontur Isoyet digunakan bagi mengira dan menentukan pola taburan hujan manakala kaedah Ujian Mann-Kendall digunakan bagi mengesan pola perubahan tren dan variabiliti hujan. Hasil kajian menunjukkan bahawa berdasarkan kaedah Persentil dan Kontur Isoyet, pola taburan hujan di Negeri Sembilan boleh di kategorikan kepada dua jenis kawasan iaitu kawasan sederhana lembap (memanjang dari Jelebu -Kuala Pilah-Gemencheh) dan kawasan hujan lebat (sekitar kawasan pinggir pantai-Seremban- Chembong). Pola perubahan hujan didapati tidak tetap bagi kesemua stesen kajian bagi tempoh kajian ini. Berasaskan Ujian Mann-Kendall tahun 1980-an dan 1990-an menandakan tahun perubahan taburan hujan bagi kesemua stesen kajian yang boleh memberi kesan kepada kawasan tadahan dan seterusnya menentukan kadar bekalan air yang mencukupi.

The results of the study found that the three ulamas came from Minangkabau and expertise in their respective fields and spread Islam. Datuk ri Bandang, who lived in Gowa had expertised in the field of jurisprudence, taught and propagated Islam by using Islamic sharia as its core teaching.
