His biggest challenge will be dealing with the southern state of Tamil Nadu. Since the native population of the state and the Sri Lankan separatists share the same background and culture. A lot of people in the state sympathise with the Sri Lankan separatists and therefore any action against them can throw this state up into flames. Maintaining law and order here will be of utmost importance to show the world that India stands united. Minister of External Affairs: P. Shiv Shankar Hailing from the southern state of Andhra Pradesh, Shiv Shankar rose through the ranks of the Congress to become External Affairs minister of India. He will have a key role to play in whatever decision the Indian Cabinet takes regarding the Sri Lankan Civil War. On one hand he will have to prioritize national interests and support whatever is better for the nation’s security. However, he will also have to keep in mind India’s position in the global community and ensure that the Government doesn’t jeopardize relations with any key partners.

    Vol. VI, Issue 1 (June 2020) http://www.mzuhssjournal.in/ Issues of Governor and Article 356 in Mizoram Lalrinngheta * Abstract In this article an attempt is made to study how the role of Governor is important in centre-state relations in India, pariticularly in the case of Mizoram. Its implications on the state especially when regime changes at the centre. Imposition of Article 356 thrice in the state of Mizoram and political background on which they were imposed were studied. Keywords : Governor, Article 356, Mizoram, Centre-State Relations. Mizoram was granted Union Territory only in 1972. From this time onwards till it attained statehood in 1987 there are six Lieutenant Governors in the U. T. After it attained statehood there are 18 Governors in the state till today (the incumbent one Kummanam Rajasekharan in 2018). These sixteen Governors of Mizoram were distinguished figures in their career and professions. Their professions vary from army personnel, politicians, bureaucrats, lawyers and agriculturist to academician.1 During the period 2014-2016 Mizoram had seven Governors. There has even been a feeling among the Mizo people that the Central Government was playing a dirty game with regard to the appointment of Governor in the state. The Mizo Zirlai Pawl (the largest student’s body in the state) also stated that the state deserved better treatment not just like where disfavoured Governors were posted. When BJP under the alliance of NDA formed government at the centre in 2014 turmoil had begun in the post of Governor of Mizoram. The first case being Vakkom B. Purushothaman. He was appointed as the 18 th Governor of Mizoram on 26 th August 2011 by President Pratibha Patil by replacing Madan Mohan Lakhera and took office on 2 nd September 2011 during Indian National Congress ruled at the centre.

As such we have been preparing Performance Documents of Agriculture Development and FarmersÊ Welfare Department, Forest & Wildlife Department and Water Resources Department since 2013-14. The Documents are prepared and placed before the Legislative Assembly along with other Budget Documents. The preparation of documents is based on the model of the Performance Budget Documents of the Central Government. The exercise generally focuses on the Developmental Schemes (Plan Schemes) and related expenditure with regard to the demands / appropriations and expenditure of the departments concerned. It doesnÊt give importance on routine administrative expenses. It takes care to ensure the figures of Budget Allocation, expenditure, etc included in the documents will conform to those adopted in the Budget Documents and related documents of the Government.

SWAMINATHAN RESEARCH FOUNDATION FOREWORD Every calamity presents opportunities for progress provided we learn appropriate lessons from the calamity and apply effective remedies to prevent its recurrence. The Alappuzha district along with Kuttanad region has been chosen by the Ministry of Agriculture, Government of India for special consideration in view of the prevailing agrarian distress. In spite of its natural wealth, the district has a high proportion of population living in poverty. The M. S. Swaminathan Research Foundation was invited by the Union Ministry of Agriculture to go into the economic and ecological problems of the Alappuzha district as well as the Kuttanad Wetland Ecosystem as a whole. The present report is the result of the study undertaken in response to the request of the Union Ministry of Agriculture. The study team was headed by Dr. S. Bala Ravi, Advisor of MSSRF with Drs. Sudha Nair, Anil Kumar and Ms. Deepa Varma as members. The Team was supported by a panel of eminent technical advisors. Recognising that the process of preparation of such reports is as important as the product, the MSSRF team held wide ranging consultations with all concerned with the economy, ecological security and livelihood security of Kuttanad wetlands. Information on the consultations held and visits made are given in the report. The report contains a malady-remedy analysis of the problems and potential solutions. The greatest challenge in dealing with multidimensional problems in our country is our inability to generate the necessary synergy and convergence among the numerous government, non-government, civil society and other agencies involved in the implementation of the programmes such as those outlined in this report.

India has been the one major deviant case for consociational (Power sharing) theory and its sheer size makes the exception especially damaging. A deeply divided society with, supposedly, a mainly majoritarian type of democracy, India nevertheless has been able to maintain its democratic system. In the Late Eighties the Indian political scenario changed and not a single party get majority. Then Short term governments came into existance & many midterm elections happened. So Parties come united & give support from inner/ outside to make the government for full term. Congress is one of the most leading parties of India in past which is a Largest party of United Progressive Alliance. So it is necessary to analyse the role of it in coalitions governments from 2004-2014. There are many reasons & circumstances those are responsible for end of one-party rule and the formation of coalition governments in India. These reasons may be multi-party system, regional political parties & social factors etc. There are many issues related to the working of coalition governments like delay in decision making, intra-party tensions, power without responsibility etc. UPA faces some problems & also done some good works in the tenure from 2004-14.
