    7 Role of government History shows that doing more of the same is simple not an option.1 Practical reconciliation 7.1 Improved employment outcomes are an important part of practical reconciliation. Reconciliation can be measured through employment indicators and Indigenous people moving from unemployment or CDEP into jobs and opportunities to develop businesses. 7.2 Evidence was mixed on the contribution of practical reconciliation to improved employment outcomes, with most submitters not directly addressing the issue. The Centre for Aboriginal Economic Policy Research stated that it was too early to assess the effects of practical reconciliation: In our view it is too early to address this question using Australian Bureau of Statistics surveys and the National Census. Policy, particularly in this area, has long lead times and many of the changes made by the Howard Government did not occur for several years after their election in 1996 and a number of changes did not occur until after 2001 (such as Shared Responsibility Agreements). In addition, many of the effects of policy changes on labour market outcomes will take several years to occur. HON KEN TRAVERS (North Metropolitan) [3.16 pm]: Members opposite will be pleased to know that the opposition supports the Professional Combat Sports Amendment Bill 2009 in policy—but not in detail. I will take a few minutes of the time of the house to explain why. This bill seeks to amend the Professional Combat Sports Act 1987. When this bill is passed, it will be known as the Combat Sports Act. It is intended to introduce a number of changes that go back to about 2005, when a review was conducted into the act to look at the whole question of the way in which combat sports are administered in the state. That review resulted in a number of recommendations and this bill seeks to pick those up. Secondly, it seeks to increase harm minimisation in combat sports by placing the same health and safety requirements on amateur contests as are currently enforced at the professional level. It seeks to provide the minister with the ability to approve or deny rules for combat sports contests held in Western Australia. Members may recall some years ago the significant debate about whether or not we should allow what is commonly called cage fighting or mixed martial arts in Western Australia. There was a strong debate within our community about those sports and whether or not they should take place.

MR R.H. COOK (Kwinana — Deputy Leader of the Opposition) [10.09 am]: Before I was so rudely interrupted by two other pieces of business of the Parliament, I was discussing a range of issues in relation to this bill. In particular, as I was saying, Labor is concerned to make sure that some of the episodes that took place around the Danny Green–Paul Briggs fight are not repeated and that we do not see a repeat of history in relation to that. Two elements are of particular concern. One is the process by which the Professional Combat Sports Commission—soon to become the Combat Sports Commission—made its decision to provide a permit for that fight to take place; and whether that process was even within the scope of this legislation. The commission made that decision to assign the permit inside 21 days without holding a meeting. They made that decision by circular resolution, which is another way of saying the decision was made by a series of emails. The other concern, which is an unfortunate aspect of that decision-making process, was that it did not involve the participation in any way, shape or form of the member of the commission who was appointed by the minister as the nominee of the Australian Medical Association—that is, the doctor who sits on the commission.
