This rise can be attributed to the HIV/ AIDS epidemic, South Africa’s high rate of unemployment and possibly an increased awareness of constitutional rights. The Western Cape, which has a disability prevalence of 3.8%, has also experienced an influx of applications. The study was conducted at Bishop Lavis Community Health Centre (BLCHC) in the Cape Town Metropole, Western Cape. The primary aim of this study was to establish the profile of adults applying for disability grants at Bishop Lavis. The secondary aim was the determination of the degree of activity limitation and participation restriction by means of the International Classification of Functioning, Disability and Health (ICF) shortlist of activity and participation domains. Methods: A descriptive study was conducted with emphasis on identifying and quantifying the relevant factors. The population studied included all prospective adult (18–59-year-old females and 18–64-year-old males) disability grant applicants in Bishop Lavis over a two-month period (April–May 2007). A structured, self-compiled questionnaire was administered during face-to-face interviews with applicants.

    Before you light that firecracker Every year, like clockwork, the SPCA movement campaigns against the use of fireworks, yet every year, countless animals (and humans) are left injured and traumatised by these so-called “festive pleasures”. The fireworks season is just around the corner, with the Hindu Festival of Lights, Diwali, on 23 October, Guy Fawkes on 5 November and New Years’ Eve ending the year on 31 December. So before you light that firecracker, please remember the dangers that fireworks pose to animals and humans alike – and respect the parameters set in place by our City’s law enforcement. It’s not difficult to imagine the pain. If a dog can hear a grasshopper eating – how much louder is it then for a dog to hear the incredible crack and bang of fireworks, blasting off in the neighbourhood, or worse his/her own home – one after another. The trauma is enough to send any pet running for safety. And this is exactly the behaviour that ends tragically for thousands of animals each year. “The SPCA is opposed to the use of any fireworks which emit a loud noise, due to the trauma and injuries they cause animals. Because animals are able to hear a wider range of sounds than humans can, the sound from fireworks is at least seven times louder to them and therefore their natural response would be to try and escape the sound with sometimes tragic consequences” , said CoGH SPCA Inspectorate Manager Moyo Ndukwana. The Animals Protection Act clearly states that “it is illegal for any person to terrify any animal” yet thousands of animals end up at the CoGH SPCA every year, lost and abandoned, disorientated and sometimes severely injured.

Two empirical questions guide the analysis: How do residents’ associations perceive that the changing political context has affected them in their attempts to influence agenda-setting and decision-making? And how can we understand the process in which they decide to act, or not act, in response to important changes in their political environment? Drawing on social movement theory, most importantly the notions of political opportunity structures and framing processes, an analysis is made of the most significant changes in Cape Town’s post-apartheid institutional and political context. The empirical findings – based on questionnaires, interviews and an in-depth study of the township of Imizamo Yethu in Hout Bay – show that associations in socio-economically distinct areas have different perceptions of their prospects of affecting agenda-setting and decision-making.
