Notice from the Government of Romania Concerning Directive 94 C 278/26 EN Official Journal of the European Union 18.11.2009 Notice from the Government of Romania concerning Directive 94/22/EC of the European Parliament and of the Council on the conditions for granting and using authorisations for the prospection, exploration and production of hydrocarbons (Text with EEA relevance) (2009/C 278/13) Announcement of the 10th round of the invitation to tender in Romania 1. In accordance with Article 3(2)(a) of Directive 94/22/EC of the European Parliament and of the Council of 30 May 1994 on the conditions for granting and using authorisations for the prospection, ex­ ploration and production of hydrocarbons, the National Agency for Mineral Resources, which is the Competent Authority as laid down in Article 10 of Directive 94/22/EC, hereby invites all interested parties to submit applications for petroleum concession agreements as part of the 10th round of the invitation to tender. 2. The 10th round of the invitation to tender is organised by the National Agency for Mineral Resources in accordance with Law No 238/2004 on petroleum and the Implementing Rules for Law 238/2004 on petroleum, approved by Government Decision No 2075/2004, amended by Government Decision No 350/2007. 3. The purpose of the 10th round of the invitation to tender is to conclude agreements for the exploration and subsequent extraction of hydrocarbons for the 30 exploration areas listed in Annex 1. Complete information concerning the offer, access to data and geological information and the payment of fees are presented in the ‘Tender process for the concession of petroleum operations’, which is on the website of the National Agency for Mineral Resources (http://www.namr.ro). To obtain a copy of this document, please send a written request. The legislative acts mentioned above can also be consulted on the website. 4. Petroleum operations to be carried out in sections of the areas covered by the invitation to tender that form part of the Natura 2000 Network must observe the legal conditions and restrictions for en­ vironmental protection and conservation and European directives that have been transposed into national law. 5. Interested Romanian and foreign legal persons should submit their bids for the exploration areas listed in Annex 1 in writing in Romanian to: Agenția Națională pentru Resurse Minerale În atenția Dr. ing. ec. Mendeleev nr. 36-38, sector 1 010366 București ROMÂNIA by 15.00 on the final day of the period of 120 working days starting from the first day after the publication of this notice in the Official Journal of the European Union. Bids submitted after the deadline will not be considered. The bids will be opened at a public meeting at 10:00 on the first working day after the deadline mentioned above. 6. The bids should include the data and information specified in Articles 32 to 35 of the Implementing Rules for Law No 238/2004 on petroleum, approved by Government Decision No 2075/2004. When drawing up their bids, interested legal persons can access the data and geological information made available by the National Agency for Mineral Resources in accordance with Article 26(3)(c) to (g) of the Implementing Rules for Law No 238/2004 on petroleum, approved by Government Decision No 2075/2004. The data and geological information can be accessed by sending a written request addressed to the Chairman of the National Agency for Mineral Resources, after signature of a confidentiality agreement and payment of the legal fees for acquisition of the data package and the fees for consultation and use of information belonging to the National Geological Data Fund. 18.11.2009 EN Official Journal of the European Union C 278/27 7. The provisions and criteria referred to in Article 5(1) of Directive 94/22/EC for assessing the bids and the technical and financial capacity of the bidders are laid down in the Implementing Rules for Law No 238/2004 on petroleum, approved by Government Decision No 2075/2004, published in Official Gazette of Romania No 1170 of 10 December 2004, Part I, amended and supplemented by Government Decision No 350/2007, published in Official Gazette of Romania No 272 of 24 April 2007, Part I. 8. The decision on the bids will be taken by the National Agency for Mineral Resources not later than 30 working days after the date on which the bids are opened and will be communicated to all the bidders. 9. Negotiations on petroleum agreements with the successful bidders in the 10th round of the invitation to tender will commence within 15 days of the date the successful bid was announced, provided that no challenges of the result have been submitted. It is expected that petroleum concession agreements between the National Agency for Mineral Resources and the successful bidders will be signed within six months of the start of negotiations. The petroleum agreement will enter into force after it has been approved by Government Decision. 10. Possible future project in Ilfov County Romania Geothermal resources in Romania Ilfov County Council • The research for geothermal resources for energy purposes began in the early 60’s based on a detailed geological programme for hydrocarbon resources. • The geothermal potential - low-temperature geothermal systems • porous permeable formations such as the Pannonian sandstone, and siltstones specific (Western Plain, Olt Valley) or in fractured carbonate formations (Oradea, Bors and North Bucharest (Otopeni) areas). • First well for geothermal utilisation in Romania (Felix SPA Bihor) was drilled in 1885 to a depth of 51 m, yielding hot water of 49°C, maximum flow rate 195 l/s. • Since then over 250 wells have been drilled with a depth range of 800- 3,500 m, through which were discovered low-enthalpy geothermal resources with a temperature between 40 and 120°C. • The total installed capacity of the existing wells in Romania is about 480 MWth (for a reference temperature of 25°C).     TERRITORIAL SOCIAL AND ECONOMIC DISPARITIES WITHIN THE DEVELOPMENT OF ARAD COUNTY IRENA MOCANU Romanian Academy – Institute of Geography, 12 Dimitrie Racovi ţă , 023993, Bucharest, Romania e-mail : [email protected] Abstract: Identifying the territorial disparities in the socio-economic development of Arad County implies taking the following six research stages: selecting the relevant statistical indicators, analysing their socio-economic significance, standardising the absolute values of the indicators, calculating the Complex Index of Development, delimitating and generally characterising both the favourable areas for development and the less favourable ones. The indicators were selected to reflect the specifics of agricultural, industrial and touristic activities, of the health and education systems, of the dwellings and public utility infrastructure, of the labour and inhabiting force. The territorial distribution of the value of the 24 indicators and secondary indexes emphasised in most cases a difference between the ATU (administrative territorial units) from the Eastern and Western parts of the Arad County. The Complex Index of Development (calculated as Hull Score) offered the possibility of separating the areas that were favourable for socio-economic development (generated by the urban areas along two longitudinal lineaments, e.g. Western and Central, and in the irregular areas in the Carpathian depression) from the less favourable areas (62% of the ATU in the Arad County). Analecta Archaeologica Ressoviensia 12, 75–100 In spite that the Bronze Age site Munar “Wolfsberg” has been depicted on the Josephine topographic survey (late 18th century), the first scientific data focusing on this site occurs at the beginning of the 20th century. As “Wolfsberg” did not have the dimensions of the nearby prehistoric fortifications at Sântana and Corneşti, the site was not targeted by archaeological investigations and it has only been occasionally mentioned in the secondary literature so far. During the year 2014 a team of researchers have started the investigations with the site’s topographic survey, followed by a systematic ground survey, geophysical measurements, as well as aerial photographs. Three years later, a small test trench was excavated in order to attempt dating the Middle Bronze Age tell in terms of the absolute chronology. Economic development, along with population growth, the development of urban settlements puts an increasing pressure on natural resources. Water occupies an important place in the development and maintenance of life so that pollution prevention measures must take precedence. In the present paper the quality of the Bega River is described in three control sections: Luncani, Balint and Amonte Timisoara. Water samples were taken in February, May, August and November for the year 2015 and February and May for the year 2016. The main quality indicators determined were: pH, dissolved oxygen content, biochemical oxygen demand, nitrogen and nitrogen content, ammonium, phosphates, conductivity, hardness, content in iron, manganese, cadmium, lead and nickel. In the three sections studied on the Bega River, there was registered water pollution with nutrients, due to the spillage of domestic and agricultural waters from the vegetal and zootechnical farms in the area, of the use of organic fertilizers and the storage of waste on the banks of the river.
