Contribution to No. of health-care departments affected by modernized equipment: 9 indicators Population having access to improved health services: 700,000 The PPs wish to address the following challenges in the eligible area: limited emergency medical services and lack of telemedicine infrastructure demand for a cross-border learning and research center Inequalities in medical services between the two counties The project’s main activities are: Summary building two emergency medical centers in the mountain area of Bihor County: Padis plateau and Stana de Vale resort (LB); establishing a modern physical medicine and rehabilitation center, by endowing the existent healthcare unit in Berettyóújfalu with modern equipment, used in physical medicine and rehabilitation (PP2); improving the emergency health care services in Oradea and its surroundings, by purchasing modern equipment for Dr. Gavril Curteanu Municipal Hospital and County Clinical Emergency Hospital of Oradea, Partnership for a better future www.interreg-rohu.eu including an ambulance and a SPECT CT and an ANGIO CT used in the diagnosis and treatment of oncological affections; furthermore, establishing an inter-hospital telemedicine system that will connect hospitals in Oradea, Alesd, Salonta, Marghita and Beius in one standardized data transmission and reception system (PP3); equipping the local hospitals with modern digital radiography and echography devices and interconnecting the hospitals to the ones in Oradea (PP4, PP5, PP6, PP7); establishing a cross-border medical training center, with the purpose of offering quality medical trainings, in the majority of medical disciplines, focusing however on emergency medicine and oncology: constructing a medical training center in Oradea, Nicolae Jiga 29 street. (PP8). Main expected results of the project are the following: more than 700,000 people benefitting from quality medical services 9 medical centers and departments equipped with modern medical devices Improved E-health system Efficient Telemedicine system established Cross-border medical training center founded. With the advantage of the topography in a relatively flat area (the built up area has grown over an area of land with a maximum gradient of 5%) and the potential location within landscape units consisting of plains and hills. This territory has a high potential induced by the attractive development of a spa and the construction of the Transylvanian Highway. It is necessary to know the limits imposed by the natural environment, highlighting the important elements of its expansion, but also its territorial limits to its development. Key words: favorability, territorial expansion, local development, restrictivity * * * * * * INTRODUCTION The city of Marghita is located in north-eastern part of Bihor County, at a distance of 60 kilometers from the county seat, Oradea, at 30 km from the Hungarian border and near the limits of the county of S ălaj, respectively Satu Mare (Neme ş, 2010). The position occupied in Bihor County (figure 1) confers to this city several advantages, stand on one side the location in a cross-border area (Hinfray, 2006, 82), so Marghita together with the city Létavértes (Hungary) make that kind of settlement called "doublet" (Ilies, 2003, 154) provide favorable conditions for cross-border cooperation.

Through this paper we would like to highlight the impact that tourism could have on the local community as it could be an alternative for the agricultural function of the commune.     *Pe baza OUG 57/2019 acest material a fost publicat in Monitorul Oficial Local. CAP.1. DATE GEOGRAFICE 1.1. Aşezarea geografică a judeţului Bihor Judeţul Bihor este situat în partea de nord-vest a României, ocupând locul al şaptelea ca mărime între judeţele ţării, având o suprafaţă de 7535 km2. Limita vestică a judeţului este dată de frontiera cu Ungaria. Aproximativ din dreptul localităţii Boianu Mare şi până în vârful Piatra Aradului, se desfăşoară limita estică a judeţului care îl separă de judeţele Sălaj, Cluj şi Alba. Din Piatra Aradului, până la localitatea Ant se întinde limita sudică, prin care se delimitează de judeţul Arad. În nord, judeţul Bihor se învecinează cu judeţul Satu Mare. Între aceste limite teritoriul judeţului se situează în cadrul a trei mari unităţi de relief Câmpia de Vest, Dealurile de Vest şi Munţii Apuseni. Principalele unităţi de relief Cu toată alcătuirea complexă, în înfăţişarea de ansamblu se desprinde o trăsătură esenţială, evidenţiată prin distribuirea relativ uniformă a celor trei trepte de relief: munţi, dealuri şi câmpie, trepte care se desfăşoară între limite altimetrice cuprinse între 1848 m – în vârful Cucurbăta Mare - şi 90 m în Câmpia Crişurilor. Zona montană ocupă partea estică a judeţului Bihor şi este reprezentată de Munţii Bihorului, Munţii Pădurea Craiului, Muntele Şes şi Munţii Codru-Moma. Munţii Bihorului stau la geneza numelui judeţului, aceştia domină din spre Est întreaga panoramă a judeţului şi se impun prin vârfurile: Cucurbăta Mare (1849 m.), Buteasa (1790 m.), Cîrligatele (1694 m.) şi Piatra Grăitoare (1658 m.). Bihor – Hajdu Bihar Euroregion is a form of cross-border cooperation that includes the counties of Bihor and Hajdu Bihor, at the midst of which there are the two county capitals, Oradea and Debrecen, communities that have a diverse ethnical structure, sharing a history older than 800 years. Nowadays we can talk about anintense cross-border cooperation at the Romanian-Hungarian border of various forms and shapes. Keywords: Euroregions, Demography, Ethnicity, Cross-border Cooperation, NUTS system The cities of Debrecen and Oradea, two cities on each side of the Romanian-Hungarian border, sharing a history of more than 800 years, found elements that made the two communities develop a series of cross-border cooperation elements on both sides of the border. The two municipalities become in 2002 part of Bihor-Hajdu Bihar Euroregion, a newly created structure within a diversified area in terms of ethnic-confessions, culture and not least of cross-border cooperation, a structure that aims at being an engine for cooperation at the level of the Euroregional structure that houses 2 NUTS elements: the counties of Bihor and Hajdu Bihar, as well as the two cities.
