GENERAL The performance of Public Works Department Buildings Organisation is achieved through construction of safe and utility based public buildings at reasonable cost, by utilizing modern technologies and the experience attained through past several years. Public Works Department Buildings Organisation carries out efficient construction and maintenance of buildings such as Court Buildings, District Collectorates, Government Hospitals, Government Medical Colleges, Memorials, Schools, Boys and Girls Hostel buildings, Government Quarters and other Government department office buildings. 2.0. EXPENDITURE FOR THE YEAR 2018-2019 During the financial year 2018-2019, the following expenditure were incurred under Demand No. 39 : Capital works expenditure : Rs. 944.49 Crore Establishment expenditure : Rs. 205.69 Crore Maintenance & : Rs. 58.97 Crore Minor works expenditure Total : Rs. 1209.15 Crore 1 3.0.     DISTRICT PROFILE - 2017 CHENNAI DISTRICT ORIGIN OF CHENNAI Chennai, originally known as Madras Patnam, was located in the province of Tondaimandalam, an area lying between Pennar river of Nellore and the Pennar river of Cuddalore. The capital of the province was Kancheepuram.Tondaimandalam was ruled in the 2nd century A.D. by Tondaiman Ilam Tiraiyan, who was a representative of the Chola family at Kanchipuram. It is believed that Ilam Tiraiyan must have subdued Kurumbas, the original inhabitants of the region and established his rule over Tondaimandalam Chennai also known as Madras is the capital city of the Indian state of Tamil Nadu. Located on the Coromandel Coast off the Bay of Bengal, it is a major commercial, cultural, economic and educational center in South India. It is also known as the "Cultural Capital of South India" The area around Chennai had been part of successive South Indian kingdoms through centuries. The recorded history of the city began in the colonial times, specifically with the arrival of British East India Company and the establishment of Fort St. George in 1644. On Chennai's way to become a major naval port and presidency city by late eighteenth century. Following the independence of India, Chennai became the capital of Tamil Nadu and an important centre of regional politics that tended to bank on the Dravidian identity of the populace. According to the provisional results of 2011 census, the city had 4.68 million residents making it the sixth most populous city in India; the urban agglomeration, which comprises the city and its suburbs, was home to approximately 8.9 million, making it the fourth most populous metropolitan area in the country and 31st largest urban area in the world.

The author had hoped that three of the great American libraries--the Library of Congress, the New York Public library and the Library of Columbia University--would enable him to find sufficient source material relating to his field of interest, but the results did not meet the expectations. The author also entertained the hope, while in the United States, of getting some original source material directly from India. More than thirty letters were air-mailed to the education ministers of the various governments in India--both at the center and in various states--as well as to the heads of many educational institutions and libraries, requesting them to help the author in getting some source material. The result was not fully satisfactory. The author had, therefore, no other option but to return to India in order to visit the archives of government departments, educational institutions, libraries, and library associations, and complete the study. It is difficult for the author to acknowledge in full the tremendous help received from many generous sources, without which the work could not have been completed.
