Watts drops out of Council race Emma Watts has dropped out of the race for the Ward 4 City Council seat, according to the McIntosh County Election Board. Watts’ withdrawal leaves only incumbent Mayor James Duty and challenger Danny Gene Kirby running for the po- sition. Duty initially said he was not going to seek re- election after 12 years on the Council, but had a change of heart and re- filed.
