Cartmell (1828-1915), Madison County farmer. The papers are composed of an account book, clippings, letters, and thirty-three volumes of Mr. Cartmell’s diaries (the first four volumes of which have been typed and edited by Emma Inman Williams). There are two photographs of Mr. Cartmell. Beginning in 1853, the diaries contain full commentaries on the nature of his farm operation, the weather, and the fluctuations of the cotton market. They contain thoughtful comments on politics and candidates for office and opinions on matters of public interest, such as the price of cotton, slavery, abolition, railroads, agricultural meetings, state fairs, prohibition, religion, secession, the Union, and conditions in Madison County during and after the Civil War. The diaries during the war years are filled with accounts of battles and the movements of Federal armies stationed in west Tennessee. Except for a break from May, 1867 to January,1879, the journals are faithfully kept and rich with information through the early years of the twentieth century. Descriptions of farming have many interesting details, and the views expressed on public affairs are both literate and well-informed. The materials in this finding aid measures 2.1 linear feet. -

The United States suffered an economic downturn throughout the 1820s, which especially affected South Carolina. Many South Carolina politicians blamed the economic downturn on the national tariff policy that was enacted after the War of 1812. This tariff policy was implemented to help Northern manufacturing industries better compete in domestic markets against well established European manufacturers. The Nullification Crisis occurred when the South Carolina state government refused to enforce the federal government’s tariffs, declaring them to be unconstitutional. -

Prior to the Nullification Crisis, Vice President John C. Calhoun, who has historically been considered to be a leading proponent of secession, outlined his doctrine of nullification in 1828. This thesis argues that Calhoun’s doctrine was initially intended to preserve the Union. However, after increasingly high protective tariffs, the state delegates of the South Carolina Nullification Convention radicalized his version of nullification as expressed in the Ordinance of Nullification of 1832. In response to the Ordinance, President Andrew Jackson issued his Proclamation Regarding Nullification. In this document, Jackson vehemently opposed the notion of nullification and secession through various constitutional arguments. Next, this thesis will look at the Bluffton Movement of 1844 and the Nashville Convention of 1850. In the former, Robert Barnwell Rhett pushed for immediate nullification of the new protective Tariff of 1842 or secession. In this way, Rhett further removed Calhoun’s original intention of nullification and radicalized it. -

CHAIRMEN OF SENATE STANDING COMMITTEES [Table 5-3] 1789–present INTRODUCTION The following is a list of chairmen of all standing Senate committees, as well as the chairmen of select and joint committees that were precursors to Senate committees. (Other special and select committees of the twentieth century appear in Table 5-4.) Current standing committees are highlighted in yellow. The names of chairmen were taken from the Congressional Directory from 1816–1991. Four standing committees were founded before 1816. They were the Joint Committee on ENROLLED BILLS (established 1789), the joint Committee on the LIBRARY (established 1806), the Committee to AUDIT AND CONTROL THE CONTINGENT EXPENSES OF THE SENATE (established 1807), and the Committee on ENGROSSED BILLS (established 1810). The names of the chairmen of these committees for the years before 1816 were taken from the Annals of Congress. This list also enumerates the dates of establishment and termination of each committee. These dates were taken from Walter Stubbs, Congressional Committees, 1789–1982: A Checklist (Westport, CT: Greenwood Press, 1985). There were eleven committees for which the dates of existence listed in Congressional Committees, 1789–1982 did not match the dates the committees were listed in the Congressional Directory. The committees are: ENGROSSED BILLS, ENROLLED BILLS, EXAMINE THE SEVERAL BRANCHES OF THE CIVIL SERVICE, Joint Committee on the LIBRARY OF CONGRESS, LIBRARY, PENSIONS, PUBLIC BUILDINGS AND GROUNDS, RETRENCHMENT, REVOLUTIONARY CLAIMS, ROADS AND CANALS, and the Select Committee to Revise the RULES of the Senate. For these committees, the dates are listed according to Congressional Committees, 1789– 1982, with a note next to the dates detailing the discrepancy. -

522 SESSIONS OF CONGRESS, 1st–112th CONGRESSES, 1789–2011 [Closing date for this table was September 15, 2011.] MEETING DATES OF CONGRESS: Pursuant to a resolution of the Confederation Congress in 1788, the Constitution went into effect on March 4, 1789. From then until the 20th amendment took effect in January 1934, the term of each Congress began on March 4th of each odd-numbered year; however, Article I, section 4, of the Constitution provided that ‘‘The Con- gress shall assemble at least once in every Year, and such Meeting shall be on the first Monday in December, unless they shall by law appoint a different day.’’ The Congress there- fore convened regularly on the first Monday in December until the 20th amendment became effective, which changed the beginning of Congress’s term as well as its convening date to January 3rd. So prior to 1934, a new Congress typically would not convene for regular business until 13 months after being elected. One effect of this was that the last session of each Congress was a ‘‘lame duck’’ session. After the 20th amendment, the time from the election to the beginning of Congress’s term as well as when it convened was reduced to two months. Recognizing that the need might exist for Congress to meet at times other than the regularly scheduled convening date, Article II, section 3 of the Constitution provides that the President ‘‘may, on extraordinary occasions, convene both Houses, or either of them’’; hence these sessions occur only if convened by Presidential proclamation. Except as noted, these are separately numbered sessions of a Congress, and are marked by an E in the session column of the table. -

Coclanis) This study attempts to analyze the economic effects of the domestic slave trade and the slave traders on the American South in a broader Atlantic context. In so doing, it interprets the trade as a sophisticated business and traders as speculative, entrepreneurial businessmen. The majority of southern planters were involved in the slave trade and relied on it to balance their financial security. They evaluated their slaves in cash terms, and made strategic decisions regarding buying and selling their property to enhance the overall productivity of their plantations in the long run. Slave traders acquired business skills in the same manner as did merchants in other trades, utilizing new forms of financial options in order to maximize their profit and taking advantage of the market revolution in transportation and communication methods in the same ways that contemporary northern entrepreneurs did. They were capable of making rational moves according to the signals of global commodity markets and financial movements. -

Lauder, 2010 Archival Technical Services Accession Numbers: 1177, 1280, 1814, 69-312, 72-042, 2007-007, 2008-023 Dates completed: December 18, 1969; April 16, 2010 Location: IV-D-3 Microfilm Accession Number: 1830 MICROFILMED INTRODUCTION The Lindsley Family Papers consist of the papers of a family well known in the educational, political, social, civic, and public health arenas of Nashville, Tennessee, from about 1820 to about 1930. The collection consists largely of diaries, letters, financial records, sketches, wills, and other documents. Individuals represented include Philip and Margaret Lawrence Lindsley, Adrian Van Sinderen Lindsley, John Berrien and Sallie McGavock Lindsley, William Walker, Luke and Percie Warner Lea, Louise Grundy Lindsley, Annie Lindsley Warden, and Margaret Lindsley Warden, the donor of these papers. Miss Warden had donated two diaries and brought other material for copying as early as the 1960s; the remaining papers were brought to the Tennessee State Library and Archives shortly before her death in 2007. The collection, first processed in 1969, was reprocessed in order to incorporate the new material, eliminate duplicates, and provide a more logical order. Other papers relating to this family, and including 18 letters written by John Berrien Lindsley, may be found in the Margaret (Warner) White (1889-1981) Papers, ca. 1777-1962 (VIII-F3, microfilm #1239). The minute books of the State Board of Education during the period in which Lindsley was its secretary are also part of the TSLA collection.
