Gross Since the 1952 Bolivian agrarian reform, farmer unions have sought to establish themselves as producers for regional markets. Development strategies led by the World Bank and IMF have largely jeopardized small farmers, and challenged farmers to meet market demands. At present, a new agrarian revolution is being implemented and is conditioned by objectives, which include land redistribution, food sovereignty, and public food enterprises. This research was conducted in the Yungas region of Bolivia in isolated mountain communities that are part of the established traditional and legal area for coca growing and thus clearly integrated into the world “commodities” market via the illicit cocaine economy. Curiously, many farmers continue to grow crops for local markets, their homes, and organic coca for traditional use. Is this part of a greater movement of revolutionary agrarian policy or concern for food sovereignty in local communities? Under this context, I explore how some individual farmers and farming associations have developed a tradition of growing Andean root crops and their lived experience of their involvement in the associations. Through participant observation and ethnographic interviews with members of two Yungueño community associations and with regional technicians, this study explores how associations and individuals negotiate national and international policy, and NGO activity, in order to create specialty niche markets for native crops. This thesis argues that alternative agricultural development that has focused on coca reduction, export-oriented agriculture, and food security has, to a large extent, been a failure. Rather, local initiatives that focus on ecological coca, food sovereignty, and native crops for local markets taken together are meeting some local development goals. This study provides an opportunity for reframing development theory and expanding the literature on food sovereignty. The concept of the La Paz-El Alto food-shed is used as a tool for exploring the potential of reorienting the moral economy around food in re-creating a more sustainable food system. From the perspectives of an Andean root crop association, I explore particular challenges members face in farming in contested lands of commodity coca production. Associations begin by meeting specialty market needs for ritual uses of specialty Andean crops, and may utilize a variety of assistance programs but are determined to maintain a high level of autonomy. Associations are often cautious in searching for assistance because farmers cannot afford to lose time expanding alternative crops that could be better spent in coca production. Failure is common, and few associations achieve goals of significantly increased incomes. Rather semi-subsistence and diversification along with coca growing provide greater autonomy and sovereignty in practical terms when many of the anticipated national reforms are yet to be seen in these particular Yungueño communities. Carriker, Bolivian Recurvebill Simoxenops striatus and Yungas Antwren Myrmotherula grisea have been regarded as extremely poorly known endemics of the Bolivian Yungas and adjacent humid foothill forests. They are considered ‘Vulnerable’ under the IUCN criteria of small population, predicted population decline (criterion C2a) and, in the case of Bolivian Recurvebill, small extent of occurrence (criteria B1a+b). Here we summarise the information published to date and present extensive new data on the distribution (including the first records for extreme southeast Peru), natural history, population size and conservation status of both species based on field work in the Bolivian Andes over the past 12 years. Both species primarily inhabit the understorey of primary and mid-aged to older regenerating forest and regularly join mixed-species foraging flocks of insectivorous birds. Bolivian Recurvebill has a strong preference for Guadua bamboo, but it is not an obligate bamboo specialist and persists at often much lower densities in forests without Guadua. Yungas Antwren seems to have a preference for dense, structurally complex under- storey, often with Chusquea bamboo. Both species are distributed much more continuously at altitudes of mostly 600–1,500 m, occupy a greater variety of forest types (wet, humid, semi- deciduous forest) and have a much greater population size than previously thought.

The system will be based on a previous ecosystem and biodiversity inventory developed through a large gap analysis program in five South American ecoregions. The monitoring system will include three main elements: (1) Landscape Ecology: vegetation cover, fragmentation and deforestation, infrastruc- ture (road, dams, pipelines); (2) Biological guidelines: species richness, endemism, endangered species and species of a particular interest; and (3) Conservation Policy and Socio-Economic guidelines: national protected areas systems, conservation policies, human population on important areas, main economic activities and other. In so doing it aims to add nuance to scholarship on Bolivian social movements from 1990 to 2010 by focusing on connections and continuities between indigenous organizations and the systems of political association that predate them. Efforts to organize Mosetén communities were spurred at least in part by indigenous desire to establish order within their communities and to resolve local problems. They adopted strategies associated with models of social organization that were already familiar to them, particularly the Franciscan missions and agrarian unions, and adapted them to meet their needs. This process involved ongoing interactions between Mosetén yearnings, a particular political and historical context, and the creative capacities of Mosetén leaders. The Wildlife Conservation Society believes that protected areas must remain at the core of all nations’ biodiversity conservation plans. These areas typically contain a higher diversity and abundance of plants and animals than landscapes managed primarily for economic use. Yet, parks and reserves are always embedded in larger, human-dominated landscapes and are seldom sacrosanct. Regardless of how large or small a protected area may be, the plants and animals it contains are often threatened either directly or indirectly by human resource use activities. Management of parks and reserves cannot, therefore, occur in isolation from the surrounding human-dominated landscape, but must take into account where and how human activities conflict with biodiversity conservation, and where conservation adversely impacts human welfare. As human populations continue to expand over the next 50 years, the incentive for over- exploiting natural resources within and outside of protected areas will likely increase and the need for biodiversity conservation tools that address human-wildlife conflict will become even more important.

Conscription is an ideal fulcrum for understanding the changing balance between state and society because it was central to their relationship during this period. The lens of military service thus alters our understandings of methods of rule, practices of authority, and ideas about citizenship in and belonging to the Bolivian nation. In eliminating the possibility of purchasing replacements and exemptions for tribute-paying Indians, Liberals brought into the barracks both literate men who were formal citizens and the non-citizens who made up the vast majority of the population.
