  • Condominiums and Shared Sovereignty | 1
Condominiums and Shared Sovereignty | 1 Condominiums And Shared Sovereignty Abstract As the United Kingdom (UK) voted to leave the European Union (EU), the future of Gibraltar, appears to be in peril. Like Northern Ireland, Gibraltar borders with EU territory and strongly relies on its ties with Spain for its economic stability, transports and energy supplies. Although the Gibraltarian government is struggling to preserve both its autonomy with British sovereignty and accession to the European Union, the Spanish government states that only a form of joint- sovereignty would save Gibraltar from the same destiny as the rest of UK in case of complete withdrawal from the EU, without any accession to the European Economic Area (Hard Brexit). The purpose of this paper is to present the concept of Condominium as a federal political system based on joint-sovereignty and, by presenting the existing case of Condominiums (i.e. Andorra). The paper will assess if there are margins for applying a Condominium solution to Gibraltar. Condominiums and Shared Sovereignty | 2 Condominium in History and Political Theory The Latin word condominium comes from the union of the Latin prefix con (from cum, with) and the word dominium (rule). Watts (2008: 11) mentioned condominiums among one of the forms of federal political systems. As the word suggests, it is a form of shared sovereignty involving two or more external parts exercising a joint form of sovereignty over the same area, sometimes in the form of direct control, and sometimes while conceding or maintaining forms of self-government on the subject area, occasionally in a relationship of suzerainty (Shepheard, 1899).

Gill,2,3,a Greg Knoll,4,5 Patricia Campbell,6 Marcelo Cantarovich,7 Edward Cole ,1 and Bryce Kiberd8 1University Health Network, University of Toronto, Toronto, Canada; 2University of British Columbia, Vancouver, Canada; 3Division of Nephrology, Center for Health Evaluation and Outcome Sciences, Vancouver, Canada; 4University of Ottawa, Ottawa, Canada; 5Department of Medicine, Ottawa Hospital Research Institute, Ottawa, Canada; 6University of Alberta, Edmonton, Canada; 7McGill University, Montreal, Canada; and 8Dalhousie University, Halifax, Canada ABSTRACT Background Patient referral to a transplant facility, a prerequisite for dialysis-treated patients to access kidney transplantation in Canada, is a subjective process that is not recorded in national dialysis or trans- plant registries. Patients who may benefit from transplant may not be referred. Methods In this observational study, we prospectively identified referrals for kidney transplant in adult patients between June 2010 and May 2013 in 12 transplant centers, and linked these data to information on incident dialysis patients in a national registry. Results Among 13,184 patients initiating chronic dialysis, the cumulative incidence of referral for trans- plant was 17.3%, 24.0%, and 26.8% at 1, 2, and 3 years after dialysis initiation, respectively; the rate of transplant referral was 15.8 per 100 patient-years (95% confidence interval, 15.1 to 16.4). Transplant re- ferral varied more than three-fold between provinces, but it was not associated with the rate of deceased organ donation or median waiting time for transplant in individual provinces.

Author: Birgitta Brown Language: English Department: English Department, University of Gothenburg, Box 200, SE-405 30 Gothenburg Anglo-French relations have had a significant influence on the fiction created in Canada’s Maritime Provinces. The 18th century was a period of colonial wars. Contacts between the English and French in Canada were established and de- termined by the hostilities between the two colonizing nations, France and Great Britain. The hostilities passed on a sense of difference between the two nations through situations of othering. Contacts, however, always generate transcultural processes which transcend or mediate cultural difference. Othering and transculturation are closely interdependent phenomena acting in conjunc- tion. They work in processes manifesting themselves in so-called contact zones both during the colonial era and in a postcolonial context. This study investi- gates how processes of othering and transculturation are explored and dis- cussed in a number of Maritime novels, Anglophone and Acadian, published in different decades of the 20th century, in order to account for a broad perspec- tive of the interdependency of othering and transculturation.
