By applying established constructs from Organizational Behavior research to a large sample of the Swiss Armed Forces, I am contributing both to the literature of Armed Forces and Society and of Organizational Behavior. On the one hand, Armed Forces and Society is profiting from an alternative view of its classic issues and assumptions, by addressing these with more developed tools. On the other hand, studying a large military sample is beneficial to the field of Organizational Behavior, due to the homogeneity and clear boundary conditions such a sample provides. The professional identity of military persons has been a common subject of Armed Forces and Society since the founding of the field. Yet questions have often been addressed only by idiosyncratic measures rather than validated scales. Furthermore, both reservists and civilian employees often remain understudied. The application of the psychological contract, organizational commitment, vocational commitment, and work orientations adds to the understanding of the diverse workforce in today’s armed forces. The dissertation contributes to Organizational Behavior literature, following the notion of theoretical cousins between different constructs. First, and as a core of the dissertation, I provide evidence for the psychological contract in three dimensions, namely transactional, relational, and ideational layers, across three balanced subsamples of the Swiss Armed Forces with a total of n = 2 928 contributors. This is a substantial corroboration of the recent expansion of the psychological contract construct. Second, I relate psychological contracts to organizational commitment, referring to Kelman’s in- fluence types, and argue that the transactional, relational, and ideational layers of the psychological contract are related to continuance, affective, and normative commitment, respectively. This proposition is buttressed by covariance structure models for n = 2 820 individuals. Third, I link the psychological contract layers with work orientations. Following the notion of theoretical cousins, I propose that the transactional, relational, and ideational layers are related to the Job, Career, and Calling orientations respectively. Multiple linear regressions for n = 2 742 individuals suggest that relations are significant, but weak, presumably due to the underlying mechanism. Further, I expand the work orientation construct by a fourth orientation, the Profession, following suggestions from the sociology of professions and Armed Forces and Society. The dissertation adds to the Armed Forces and Society literature, testing classical assumptions by means of Organizational Behavior constructs. First, psychological contracts reveal that the relationship of military professionals, civilian employees, and senior active reservists differ in a significant way. Yet all three layers remain decisive for outcome variables such as work satisfaction and work effort. Second, comparison of vocational commitment and organizational commitment adds to the sug- gestion that the military profession is indeed a profession sui generis, in economic, socio-emotional, and ideological terms. Yet a comparison suggests that civilian employees may perceive their work similarly in the armed forces. Third, an expansion of the triad of work orientations by the Profession orientation, following Moskos’ (1977a) model, suggests this fourth orientation absolutely dominates the subsample of military professionals, and still has relative majorities in the other samples. Integration of the Profession orienta- tion further reveals that in comparison, Calling has a minor importance. Finally, the evidence suggests that job titles affect work orientations. The study includes practical implications for the Swiss Armed Forces, the public, and the private sector.     Article The process of building the priority of neglected tropical diseases: A global policy analysis AYA PASTRANA, Nathaly, et al. Abstract Neglected tropical diseases (NTDs) affect vulnerable populations living mostly in tropical and subtropical settings, and disproportionately affect women and children. Historically, the priority given to NTDs in global health policies has been lower than that of HIV, malaria and TB, but in recent years it has increased. To understand the processes that helped raise the positioning of NTDs in global policies, this study used a framework by Shiffman and Smith that assembles determinants of political priority under four categories: actor power, ideas, political contexts, and issue characteristics. A total of 37 global policy documents, 15 WHA resolutions, 38 academic publications, and findings from 12 semi-structured interviews with individuals representing different sectors within the NTD community, were analyzed using a policy framework proposed by Shiffman and Smith.     ({C<t~ , European~ Parliament­ DIRECTORATE-GENERAL FOR EXTERNAL POLICIES POLICY DEPARTMENT DIRECTORATE-GENERAL FOR EXTERNAL POLICIES POLICY DEPARTMENT STUDY Implementation of the UN Guiding Principles on Business and Human Rights ABSTRACT This study reviews the progress of implementation of the UN Guiding Principles on Business and Human Rights (UNGPs) in non-EU countries, five years after their unanimous endorsement by the United Nations Human Rights Council in 2011. Much progress has already been achieved, with i.a. relevant key international standards like OECD Guidelines for Multinational Enterprises becoming aligned with the UNGPs, new tools being developed to provide guidance to governments and stakeholders and a basis being set for constructive discussion. This led to increased awareness and better understanding, building trust and engagement among various stakeholders. Yet, despite all efforts, business-related human rights abuse is still a serious problem. Further implementation of the UNGPs and related instruments is thus necessary, with special emphasis needed on access to remedy and justice for victims of business-related abuses. Less declaration and more real political will is needed, as states’ commitments to develop National Action Plans implementing the Guiding Principles have been far too slow to materialise, with only twelve NAPs being launched to date. Yet, the number of ongoing processes is promising, particularly in South America, although we have yet to see how meaningful and future action oriented their outcomes will be.     AFRICA REGIONAL PAPER BRIDGING DIVIDES IN AFRICA’S WATER SECURITY: AN AGENDA TO IMPLEMENT EXISTING POLITICAL COMMITMENTS 5TH WORLD WATER FORUM, TURKEY, ISTANBUL March 2009 FOREWORD The aim of the Africa agenda for the 4th World Water Forum in Mexico was to contribute to the dialogue on water development. The Ministerial Declara- tion issued in Mexico noted that to improve water security, “African countries need to invest in water infrastructure up to the level where they can, in order to achieve a self-sustaining auto-induced growth to eradicate poverty and achieve sustainable development”. Good results are beginning to show. For example, the Infrastructure Consortium for Africa (ICA) reports that total ICA commitments to the water sector increased from US$1.8 billion in 2006 to US$2.9 billion in 2007, an increase of 60%. The years between Mexico and Istanbul have witnessed a number of significant events and declarations. These include the Ministerial Conference on Sanitation (eThekwini), the organisation of the First African Water Week and Ministerial Declaration (Tunis), the dedication of the African Union (AU) Summit in June 2008 (Sharm El Sheikh) to water and sanitation, the Ministerial Meeting on Water for Agriculture and En- ergy (Sirte), and the establishment of the Groundwater Commission. These events have increased awareness of regional water security and sanitation issues, notably water for growth and development, the achievement of the water and sanitation MDG targets, impact of climate change and variability on water resources, food security and need for improved regional co-operation on water resources management and infrastructure development. Africa has now reached the point where there needs to be greater convergence between the high level commitments and delivery through concrete and unambiguous actions, strengthening and scaling-up of existing mechanisms and initiatives, and refinement of strategies to close gaps.

The Way Forward Over the last fourteen years, The Reinventing Bretton woods Committee has closely been involved in the debate of improving and reforming the global financial architecture. Our name speaks for itself. In 2008, call for a new bretton woods, Bretton woods 2 has been mentioned by Prime Minister Gordon Brown, President Nicolas Sarkozy among others. Since the heads of State Summit in Washington in November 2008, the global economy is decelerating at an unprecendented level and a sense of disarray, and a loss of confidence world wide is now spreading. This crisis is not any more a crisis of the center versus the periphery, it is a global crisis, economic, financial and political. This crisis is our collective failure not to have taken decisions to improve and change the paradigm during the period of emerging markets crisis of the 1990’s and during the debate of the best way to resolve the global imbalances in the world. In fact, the external imbalance and the internal imbalance of major countries in the world between surplus countries and deficit countries are at the origin of this debacle. So how to explain that Heads of state mention a new bretton woods where at the end, there is no mention at all not even the word exchanges rates or currencies in the G20 heads of state communique? Are we missing something? Maybe we are realizing that the world is not ready for globalisation.
