The VDS reinforces the need for anyone considering any type of development to undertake a proper assessment of the character of the surrounding built and natural environment, and to take account of defining characteristics, building traditions and materials. Design and layout appropriate for one setting may not be acceptable in another. This particularly applies to Poppleton with its varied building and landscape characteristics. The history, settlement pattern and visual characteristics of the villages and surrounding landscape are described, and the qualities that make them unique and special are emphasised. In particular, there is a strong and thriving community spirit, which is highly valued by local residents.

This report presents the findings ofa reconnaissance Agricultural Land Classification (ALC) survey of 1,600 ha of land in the Hessay, Poppleton and Knapton areas to the north west of York. The survey was carried out by the Farming and Rural Conservation Agency (FRCA) for the Ministry of Agriculture, Fisheries and Food (MAFF), in connection with York City Council's need to identify potential areas for development. The field work was carried out in November 1998, January 1999 and Febmary 1999 by members of the Resource Planning Team in the Northern Region of FRCA, and the land has been graded in accordance with the published MAFF ALC guidelines and criteria (MAFF, 1988). A description ofthe ALC grades and subgrades is given in Appendix I. 2. Part ofthe survey area (south ofthe A59 and east ofthe A1237, north of Knapton) had been subject to a detaUed ALC survey in 1988 (RPT Job No: 2/88). The original map produced following that survey has been incorporated in the map produced at the end of this report. In addition, a small area (approximately 4.5 ha) between Nether Poppleton and Knapton had been surveyed in 1985 using the criteria in use at that time (Technical Reports 11 and 11/1) which showed the land falHng mainly in Subgrade 3c with small areas of Subgrade 3a.
