Introduction Responses Community Governance Review Test Valley Borough Council Responses received during first round of consultation Introduction The first period of consultation ran for 11 weeks from 13 November 2017 and to 29 January 2018. This period of consultation asked for proposals on changes to existing parish arrangements within Test Valley. 109 responses were received during the consultation period. A localised context allows a consideration of the arrangements of the royal resources which supplied the Anglo-Saxon ‘national’ assembly, the witangemot. Matters arising from those minutes: WEYHILL BOTTOM CROSS ROADS – The Parish Council are meeting with Steve Woodward the Safety Engineering Team Leader at Hampshire Highways, the following morning to discuss the Weyhill Bottom Cross Roads. HIGHWAYS The Parish Council met on the 1st October to put together a proposal for the Village Gateways in Clanville and Weyhill. Two sites on Ewelme land have been identified in Clanville. The Clerk has written to Ewelme with the proposals. Sites for additional Gateways are on the A342 when entering the 40mph speed limit from Andover direction and entering the speed limit on Red Post Lane from Monxton direction. The Clerk will write to Mady Ware at Hampshire County Council with the parish Councils proposals. Various potholes in the Parish have been reported to Highways.

    WELCOME TO THE MIDDLETON ESTATE Dear Angler, Welcome to the Middleton Estate! By now I hope you are settled and are relaxing with a cup of coffee. Here is a summary of the fishing and what to expect; have a lovely day. THE RIVER TEST The River Test has a total length of 40 miles and flows through the Hampshire downlands from its source near Overton, 6 miles to the west of Basingstoke, to the sea at the head of Southampton Water. The river rises in the village of Ashe, and flows west through the villages of Overton, Laverstoke, and the town of Whitchurch, before joining with the Bourne Rivulet at Testbourne and turning into a more southerly direction. It then flows through the villages of Longparish and Middleton to Wherwell and Chilbolton, where the Rivers Dever and Anton contribute to the flow. From Chilbolton the river flows through the villages of Leckford, Longstock, Stockbridge and Houghton to Mottisfont and Kimbridge, where the River Dun joins the flow. From here the village of Timsbury is passed, then through the grounds of Roke Manor before reaching the town of Romsey. On the western edge of Romsey, Sadler's Mill, an 18th Century watermill, sits astride the River Test. South of Romsey, the river flows past the country house of Broadlands, past Nursling that was once the site of a Roman bridge, and between Totton and Redbridge. Here the river is joined by the River Blackwater and soon becomes tidal, widening out into a considerable estuary that is lined on its northern bank by the container terminals and quays of the Port of Southampton.

The party met at Basingstoke station at 11.0 a.m. About twenty-five members.came, some of them with cars, which enabled the whole party to motor to the localities visited. The first stop was at Tunworth, where the beech woods behind Tunworth Church (comprising part of Herriard Park) were visited. These are typical beech woods on chalk, containing a rich and characteristic flora. The Rev. W. G. Cruttwell was the leader. The following species were observed :— White Helleborine -' - Cephalanthera grandiflora. Narrow-leaved Helleborine - Cephalanthera ensifolia. Pyramidal Orchis - - Orchis pyramidalis. Spotted Orchis - - Orchis fuchsii. Fly Orchis - Ophrys muscifera. Butterfly Orchis - - Platanihera chlorantha. Bird's-nest Orchis - - Neottia nidus-avis. t Twayblade ... Listera ovata. Yellow Bird's-nest - - Monotropa hypopitys. Solomon's Seal - - Polygonatum multiflorum. Nettle-leaved Bellflower - Campanula trachelium. Hairy St. John's-wort - - Hypericum hirsulwn. Wood Spurge - - - Euphorbia amygdaloides. Wall Lettuce - Lactuca muralis. Wood Melick - - Melica uniflora. Cow-wheat - • - Melampyrum pratense.
