INTRODUCTION Many of the conflicts in Africa today are the product of political, economic and social deprivations, rather than "tribalism." It is more productive to contrast how African "ethnicity" was created in the past and used in the present, with the ways that it might be utilized produc- tively in the future to facilitate legitimate processes of political repre- sentation. Much of the ethnic conflict and political chaos in Sub-Saha- ran West Africa has roots in distorted processes of political competition that began with western colonialism approximately one hundred years ago. Colonialism abrogated existing socio-cultural compacts about the nature of political processes, religious accommodation, and the repre- sentation of groups within African communities and states. African "ethnicity" was very much the outcome of the nineteenth- century period of colonial conquest, when western metropolitan or settler groups used force to divide, conquer, and then politically subju- gate the African indigenous populations. During the decade of African independence (1957-1967), elite politicians sought to negate and bury ethnic particularism and ethnic leadership in the race to achieve "mo- dernity" and universalism. Therefore, the received state institutions and processes were not regulated by African cultural sources of political legitimacy and morali- ty, nor by the principles of western multiparty politics. Africans agree that they need the state to protect their persons and their rights, and to link together their multiple cultural communities. But in Liberia and Nigeria, "ethnic entrepreneurs" have emerged, using cultural identities as tools to hijack the political process and garner control and resources within the state. These two areas have had diffi- culty attaining "democratic governance" because ethnic entrepreneurs foment coups and civil war to stymie the process. The struggle must be to find ways of structuring the state that allows equitable representation for traditional leaders who have cultural legitimacy, for African Tradi- tionalist/Islamic/Christian communities, and for urbanites and new elites. These configurations must bypass older colonial-ethnic constructs while allowing lower-level legitimacy to reinforce the state. This will yield a new type of "democratic" state; but then democracy always involves the adaptation of principles to local cultural conditions. II. REJECTING THE TRIBAL VERSUS DEMOCRATIC OPPOSITION It is fashionable now to describe this era as containing a clash between "tribalism" and "democracy." It is true that these new "isms" are often described as wearing the cloak of "oppositional civiliza- tions,"' but they are treated as the same old phenomena, nonetheless. In this binary construction, tribalism is portrayed as the classic embodi- ment of primordialism and particularism-attachments based on blood and kinship, on ascribed identities such as 'body' and 'name,' 2 and on shared beliefs and symbols. But, in contrast to the past, when Apter, Almond, Coleman and Lipset believed modernization to be holding sway,3 now tribalism or re-tribalization is portrayed by many as in- creasing in parts of the third world. In essence, the descent into particularism is viewed as a rejection of all that is universal. Isaacs describes tribalism as "the refuge to which, in any case, the great mass- es are retreating and withdrawing in the face of the breakdown or inad- 1. ' Conversely, "democracy" has been portrayed as a political system which allows individuals to transcend their local identities and to maxi- mize reason and self-interest by participating in civic decision-making. Democracy celebrates "the freedoms and dignities of the individual, the principle of government by consent of the governed," and in western societies it uses the formal institutions of "universal suffrage, the po- litical party, [and] the elective legislature."5 In addition, the role of political choice in shaping democratic governance was seen as corollary with the role of supply and demand in supporting market based econo- mies. However, reflection on events in Sub-Saharan Africa during the 1980s and the 1990s (civic strife, state collapse, and civil wars)6 raise serious doubts that these troubles could be adequately described and understood using the stereotypical concepts of "tribalism" and "democ- racy." Anthropologists and historians who study African politics have always had great difficulty applying these oppositional terms, even when they were in vogue in the western political usage. They acqui- esced to critics like Shils (1963) who argued that the focus needed to be on processes of the new society and on the state, instead of on the smaller cultural groups that anthropologists had traditionally studied.7 Accordingly, it was harder to hear the exceptional analyses,' and the focus on linkages between these local and national realities atrophied during the 1970s.' In the wake of global attention of the racial and ethnic confrontations in South Africa, Coetzee argued that it was unfor- tunate that anthropologists were not even included in the scholarly 4. [Vol. 4:1 reassessment of ethnicity in 1975.10 Today, it has become clearer that global economic decline, structural adjustment programs, and the post- Cold War withdrawal of western political presence in Africa have led to a dramatic escalation of these phenomena we had casually labeled as tribalism. We must begin to accept these terms as misnomers. Given the increase in authoritarianism and repressive governments in Africa since the end of the Cold War, it becomes more difficult to accept that sim- ple "tribalism" is reflected in the recent clashes between ethnic, cultural and religious groups, or that "democratic" principles are being rejected when such clashes occur. Now that CNN, BBC, VOA, and FBIS take us into the heart of strife-torn areas it is more possible than ever before to hear the voices of ordinary Africans rising above the din of state- ments from autocratic presidents, faction leaders, military government officers, and ethnic entrepreneurs. The mass-based voices question our conclusion that the conflict represents simple tribal animosity, anti- Islamic sentiment, or the absence of a value placed on the franchise and on elected national government. This forces us to reexamine the social history and terminology that has supported our earlier judgements. Because we have mistaken "eth- nic allegiances" for tribalism, and demands for "dual political authori- ty,11 as anti-democratic sentiment, we have missed much of the com- plexity of contemporary problems in Africa. Some of this complexity is evident in the recent situations of conflict in anglophone West Africa that I examine here: Liberia, Ghana, Nigeria.

In this article, I would like to argue that cultural change in Britain has deeply influenced literary production and has, consequently, laid the ground for a series of textual transformations. Solórzano, Co-Chair This qualitative dissertation examined the role that mothers play in the educational success of Mexicana/Chicana working-class first-generation college students. Research has shown that Mexicana/Chicana mothers are integral to the educational achievement of their daughters, however few studies have explained why, or outlined specifically what it is that they do to inculcate educational success (Gándara, 1982, 1995, Gándara et al., 2013). Using Chicana/Latina feminist theory (Delgado Bernal & Elenes, 2011), this study explored the teaching and learning practices between Mexicana/Chicana immigrant working-class mothers and their first-generation college daughters. I focused on 10 mother-daughter dyads from Los Angeles County. The majority of the mothers are immigrants from México with an average of an elementary school education. Nine of the daughters are enrolled in Ph.D. programs in Los ii Angeles and one is an assistant professor at a local university. I facilitated 30 pláticas: 10 pláticas with the mothers, 10 pláticas with the daughters, and 10 mother-daughter pláticas. Additionally, I conducted 18 home visits, collected photographs and personal items, and kept a journal for self-reflexivity.

    Reconsidering the Relationship Between New Mestizaje and New Multiraciality as Mixed-Race Identity Models1 Jessie D. Turner Introduction Approximately one quarter of Mexican Americans marry someone of a different race or ethnicity— which was true even in 1963 in Los Angeles County—with one study finding that 38 percent of fourth- generation and higher respondents were intermarried.1 It becomes crucial, therefore, to consider where the children of these unions, a significant portion of the United States Mexican-descent population,2 fit within current ethnoracial paradigms. As such, both Chicana/o studies and multiracial studies theorize mixed identities, yet the literatures as a whole remain, for the most part, non-conversant with each other. Chicana/o studies addresses racial and cultural mixture through discourses of (new) mestizaje, while multiracial studies employs the language of (new) multiraciality.3 Research on the multiracially identified population focuses primarily on people of African American and Asian American, rather than Mexican American, backgrounds, whereas theories of mestizaje do not specifically address (first- and second- generation) multiracial experiences. In fact, when I discuss having parents and grandparents of different races, I am often asked by Chicana/o studies scholars, “Why are you talking about being multiracial as if it were different from being mestiza/o? Both are mixed-race experiences.” With the limitations of both fields in mind, I argue that entering these new mixed-identity discourses into conversation through an examination of both their significant parallels and divergences accomplishes two goals. First, it allows for a more complete acknowledgement and understanding of the unique nature of multiracial Mexican-descent experiences.

Rapoport’s “The Four Waves of Modern Terrorism,” is one of the most influential and widely debated theories in the field of terrorism studies. Following the terrorist attacks in the United States on September 11, 2001, Rapoport created his theoretical framework for modern terrorism by grouping previously indistinguishable patterns of political violence into four distinct waves, each lasting a generation and inspired by ideologies derived from anarchism, anti-colonialism, socialism, and religious fundamentalism. Since 1979 the world has existed within the fourth “Religious” wave that will dissipate by 2025 if the generational life cycle remains constant. Rapoport’s model will serve as the foundational source for this thesis. It will discuss the importance of the wave model and how it can be useful in counterterrorism efforts. Rapoport argues that academics and governments unduly focus on specific organizations and contemporary events, which make us less sensitive to generational patterns. Individual terrorist organizations will have specific defining features but understanding overarching global and generational patterns in real time can help shape thinking on the most effective ways to combat terrorism.

In recent years, for example, commentators have pointed to “political tribalism” as what ails American democ- racy. According to this commentary, tribalism is incompatible with democracy. Some commentators have cited Indian Tribes as evidence to support this incompatibility thesis, and the thesis has surfaced within federal Indian law and policy in various guises up to the present day with disastrous consequences for Indian Tribes. Yet much of the talk about tribalism and democracy—within federal Indian law, and also without it—has had little to do with actual tribes. Looking at the histories and practices of Indian Tribes calls the premises of the incompatibility thesis into question. Indeed, many examples of Indian Tribalism reflect the democratic practices that critics of “political tribalism” praise. Individuals take influ- ences from multiple cultures and thereby become conduits through which cultures can affect each other. Past literatures on the influence of multiple cultural identities and cultural knowledge legacies can be better understood within a polyculturalist rubric. Likewise, the concept elucidates how cultures are changed by contact with other cultures, enabling richer psychological theories of intercultural influence. Different scientific paradigms about cul- ture imply different ideologies and policies; polyculturalism’s implied policy of interculturalism provides a valuable complement to the traditional policy frames of multiculturalism and colorblindness.
