ROTHERHAM BOROUGH COUNCIL – REPORT TO MEMBERS Meeting: Cabinet Member for Neighbourhoods Date: 19 May 2008 Title: Sheltered Housing Modifications Directorate: Neighbourhoods and Adult Services 5. Summary The report sets out the recommendations for spending the 2008/09 Regional Housing Board allocation for Sheltered Housing modifications. 6. Recommendations That the Cabinet Member: • Approves the 2008/09 budget spend proposal 7 Proposals and Details: 7.1 That the 2008/09 budget be committed to improving access to the properties listed in Appendix A. There are 395 properties listed in total, covering 12 sheltered housing schemes. 7.2 Appendix A prioritises properties within the Godric Green (Brinsworth) and Crescent/Croft/South (Swinton) schemes, which due to budget restrictions were not completed within the 2007/08 Sheltered Modifications Project. The list also contains properties from the 10 sheltered schemes which after a recent review are considered to be the most sustainable. 7.3 That the access improvement work is delivered by the Independent Living preferred contractor for adaptation work. A recommendation on the preferred contractor will be submitted by the end of May and RBT have confirmed that this will be allowed under the terms of the tender. 8. Finance 8.1 The current contractors for the modifications project in 2007/8 (2010 Rotherham Ltd)) average costs’ are required as soon as possible to allow an informed assessment of the number of properties that access can be improved to through the 08/09 budget. Based on a £1.9 million programme, it is estimated at present that costs will average out at £4k per property; therefore approximately 400 properties could receive access improvements once fees and contingencies have been taken into consideration. 8.2 Once design has been delivered for the properties listed in Appendix A, a Target Cost and GMP (guaranteed maximum price) will be agreed with the contractor. 9. Risks and uncertainties 9.1 The original intention was always to improve access and design of all sheltered housing. The lack of assumed funds has severely limited the potential spend against the original sheltered housing review. Tenants’ expectations have been raised, and although not all proposals were popular, many have expected improvements to their homes to be funded. There is a risk of negative publicity unless an alternative funding source can be identified. Communications with tenants now needs to be very sensitively managed, particularly on schemes where the pilot extensions have taken place. 9.2 Ideally, all access design should be delivered up front so that costs (an agreed Target Cost and GMP) can also be agreed up front with the contractor. This will in turn provide us with clarity on the number of properties we can deliver access to and the length of time it will take for the contractor to deliver the work on site. A full programme, with completion dates and key deliverable stages, will be required from both the designer and the contractor once budget spend and prioritisation has been agreed. 9.3 If the preferred contractor isn’t selected in time, and if design isn’t delivered in time to allow a start date on site of July/August, it is possible that the works programme could slip beyond March 2009. 9.4 Occupational Therapist resource is required to support the design process. An assessment of cost and OT availability is required and will need to be funded from the overall budget. 10. Policy and Performance Agenda Implications 10.1 It is recommended that access work be prioritised in other parts of the Borough as it is a sustainable investment, it will help overcome difficulties experienced in letting due to poor access, and improvements can also be made to a greater number of properties this way. Achieving level access was also the number one priority set out in the ‘The Rotherham Sheltered Housing Standard’. 11.
