XXXXX 1. INTRODUCTION 1.1. These General Rules, specifically relating to Underwater photography and videography, complete and specify the procedures and obligations applicable to all CMAS On-Line International Competitions. 1.2. The photo and video competitions will be held on-line and they will be named “CMAS Photo Battle” and “CMAS Video Battle”. 1.3. Sub aqua diving around the coast of Great Britain in wintertime is not the most fun thing to do for most divers. Many turn to their local swimming pool to practise and keep fit. In 1954 Alan Blake, the Club Secretary of the Southsea British Sub Aqua Club decided to find a more fun way of spending time in a swimming pool and started to come up with ideas. Several schemes were mooted and discarded as impractical but one day in Jack and Ena Willis’s kitchen drinking tea along with Frank and Hazel Lilleker, and his wife Sylvia, Alan laid out his plans for a winter sport that they could hopefully develop. His plan was for teams of eight to propel a circular disc - possibly made of lead – with short sticks, to opposite ends of the swimming pool. As keen divers they wanted to maintain their links with the sea so they named the disc a Squid and the scoring area a Cuttle (later re-named the gulley). The short wooden stick became a pusher as that is what it was used for. The name of the game was simple - eight players gave them Octo and pushing the squid gave them Octo-push. (Although it was quickly realised 8 players on each side rather fills a swimming pool so teams were later reduced to 6 a side in the playing area). It has been suggested that knocking a diving weight around the bottom of the swimming pool with snorkels was the origin of Octopush, but at no time did this happen.

The present report is submitted pursuant to the statement of the President of the Security Council of 31 October 2001 (S/PRST/2001/30), in which the Council requested me to submit reports on a quarterly basis on the situation in Somalia. The report focuses on developments regarding the national reconciliation process in Somalia since my previous report, of 8 October 2004 (S/2004/804). It also provides an update on the security situation as well as the humanitarian and development activities of United Nations programmes and agencies in Somalia. II. The formation of the Transitional Federal Government 2. The Somali National Reconciliation Conference concluded on 14 October 2004 with the swearing-in of Colonel Abdullahi Yusuf Ahmed as the President of Somalia. He was elected by the members of the Transitional Federal Parliament of Somalia on 10 October 2004 after three rounds of voting. In the final round, Colonel Yusuf obtained 189 votes while the runner-up candidate, Abdullahi Ahmed Addow, obtained 79 votes. Mr. Addow accepted the outcome and pledged to cooperate with the President. Prior to the vote, all 26 presidential candidates signed a declaration to support the elected President and to demobilize their militias. 3. On 3 November, President Yusuf appointed Ali Mohammed Gedi, a veterinarian and member of the Hawiye clan, predominant in Mogadishu, as Prime Minister of the Transitional Federal Government of Somalia. 4. During the first week of December, Prime Minister Gedi announced the appointment of some 73 Ministers, Ministers of State and Assistant Ministers.
