Djidin*; Sahiron Syamsuddin** * State Institute for Islamic Studies (IAIN) Ternate; **Sunan Kalijaga State Islamic University (UIN) Yogyakarta email: [email protected] Abstract Today the issue of building al-khilāfah al-islāmīyah (Islamic Caliphate) has been raised by Hizbut Tahrir Indonesia (HTI). One of its arguments is that it is obligatory, because Qur’an, 2:30 mentions the term khalīfah. However, this argument has been questioned by many Muslim scholars. Some of them are Quraish Shihab and Yudian Wahyudi. In this article a comparative study is conducted in such a way we can provide readers with a ‘direct’ comparasion between Shihab’s and Wahyudi’s thoughts. The emphasis of their differences is shown more clearly than their similarities. Some important points that are discussed here are their interpretations of Qur’an, 2: 30-38. After analyzing their statements expressed in their writings and interviews, we have found that both have the same idea that Qur’an, 2: 30 does not talk about the Islamic Caliphate, and therefore, it cannot be used as an argument for its building. We have also found that they have exegetical differences that might refer to the fact that Shihab has much emphasis on the ‘historical meaning’ of the verses, whereas Wahyudi prefers their ‘significance’ for human beings.

Biography and Works of Muhammad Quraish Shihab Muhammad Quraish Shihab is an expert on Qur‟anic exegesis who regularly preaches on national television in Indonesia. He is noted as a progressive scholar who teaches Qur‟anic exegesis using context and simple language. He is an author of many Islamic books, including Tafsir al-Mishbah. He served as Indonesian Minister of Religious Affairs in 1998 and also as Chairman of the Majelis Ulama Indonesia (MUI-Indonesian Ulama Council) since 1984. Muhammad Quraish Shihab was also a rector of State Islamic University, Syarif Hidayatullah, 1992-1998.1 Muhammad Quraish Shihab is a Muslim scholar in the sciences of the Qur‟an and former Minister of Religion in Kabinet Pembangunan VII (1998). He was born in Rappang on 16 February 1944. Quraish Shihab‟s parents are Mr. Abdurrahman Shihab and Mrs. Asma Aburisyi. He came from an educated family of Arab descent. His father, Abdurrahman Shihab is a scholar and professor of exegesis. Quraish Shihab comes from a family of influential scholars in Ujung Pandang (nowadays known as Makassar). He is the fourth of 12 children. His three brothers, Nur, Ali and Umar and their two siblings, Wardah and Alwi Shihab, were also born in Rappang.     BAB II BIOGRAFI MUHAMMAD QURAISH SHIHAB A. Latar Belakang Muhammad Quraish Shihab 1. Latar Belakang Keluarga Muhammad Quraish Shihab adalah anak ke lima dari 12 bersaudara, dilahirkan di Lotassato, Kabupaten Sidenreng Rappang (Sidrap), Sulawesi Selatan, pada tanggal 16 februari 1944, yang bertepatan dengan 22 bulan syafar 1363 H.1 Ia adalah putra ke lima dari dua belas bersaudara, putra dari Abdurrahman Shihab. Yakni seorang ulama tafsir yang semasa hidupnya merupakan cendekiawan terkemuka di Ujung Pandang; Ia adalah seorang pendiri Universitas Muslim Indonesia (UMI) di Ujung Pandang dan juga staf pengajar, dengan jabatan guru besar pada Institut Agama Islam Negri (IAIN) Alauddin Ujung Pandang, dan sebutan Shihab adalah nama keluarga.2 Abdurrahman Shihab lahir di Makassar pada tahun 1915 , ia adalah putra dari Habib Ali bin Abdurrahman Shihab, seorang juru 1 Anshori, Penafsiran ayat-ayat jender menurut Muhammad Quraish Shihab, (Jakarta : Visindo Media Pustaka,2008 ) H. 31 2 Alwi Shihab, Islam Insklusif : Menuju Sikap Terbuka dalam Beragama, (Bandung : Mizan, 1999), H. 6 23 24 dakwah dan tokoh pendidikan kelahiran Hadramaut kota Yaman yang kemudian hijrah ke Batavia-kini Jakarta3. Ayahnya senantiasa menjadi motivator bagi Muhammad Quraish Shihab.4 Mengenang ayahnya Quraish Shihab menuturkan “beliau adalah pencinta ilmu. Walau sibuk berdagang, beliau selalu menyempatkan diri untuk berdakwah dan mengajar. Bahkan beliau juga mengajar di masjid. Sebagaimana hartanya benar-benar dipergunakan untuk kepentingan ilmu. Beliau menyumbangkan buku-buku bacaan dan membiayai lembaga-lembaga pendidikan Islam di wilayah Sulawesi.5 Rappang adalah kampung halaman ibunda Quraish (Asma) yang biasa di sapa Puang Asma atau dalam dialek lokalnya Puc Cemma ; Puang adalah sapaan untuk keluarga bangsawan, dan nenek Asma adalah Puattulada yakni adik kandung Sultan Rappang.

Riwayat Hidup Prof. Dr. Muhammad Quraish Shihab, M.A Lahir di Lottasalo kabupaten Sidenreng Rappang (Sidrap), Sulawesi Selatan, pada hari rabu 16 Februari 1944. Ia berasal dari keturunan arab yang terpelajar. Ayahnya Prof. Abdurrahman Shihab, menerapkan pendidikan dan disiplin yang keras.1 Rappang adalah kampung halaman ibunda Quraish, Asma, yang biasa disapa Puang Asma atau dalam dialek lokalnya Puc Cemma’. Puang adalah sapaan untuk anggota keluarga bangsawan. Dikarenakan nenek Asma, Puattulada, adalah adik kandung Sultan Rappang. Pada saat-saat seperti inilah sang ayah menyampaikan nasihatnya yang kebanyakan berupa ayat-ayat Al- Qur’an. Quraish kecil telah menjalani pergumulan dan kecintaan terhadap Al-Qur’an sejak umur 6-7 tahun. Ia harus mengikuti pengajian Al-Qur’an yang diadakan oleh ayahnya sendiri. Selain menyuruh membaca Al-Qur’an, ayahnya juga menguraikan secara sepintas kisah-kisah dalam Al-Qur’an. Disinilah, benih- benih kecintaannya kepada Al-Qur’an mulai tumbuh.     T he 7th D evelopment Cabinet: Loyal to a Fault? Michael Malley Five years ago, amid speculation that B. J. Habibie and his allies in the Association of Indonesian Muslim Intellectuals (ICMI) would gain a large number of seats in the cabinet, State Secretary Moerdiono announced that "expertise" would be Soeharto's chief criterion for choosing ministers. This year, despite the economic crisis that enveloped the country, few people even thought to suggest that Soeharto sought the most technically qualified assistants. As the outgoing cabinet's term wore to a close, the jockeying for influence among ministers and their would-be successors emphasized the most important qualification of any who would join the new cabinet: loyalty. As if to diminish any surprise at the lengths he would go to create a cabinet of loyalists, Soeharto fired his central bank chief, Soedradjad Djiwandono, in mid- February, just two weeks before the 6 ^ Development Cabinet's term expired. Together with the finance minister, Mar'ie Muhammad, Soedradjad had worked closely with the International Monetary Fund to reach the reform-for-aid agreements Soeharto signed in October 1997 and January this year. Their support for reforms that would strike directly at palace-linked business interests seems to have upset the president, and neither were expected to retain their posts in the 7 ^ Cabinet. But Soedradjad made the further mistake of opposing the introduction of a currency board system to fix the rupiah's value to that of the US dollar. The scheme's main Indonesian proponents were Fuad Bawazier, one of Mar'ie's subordinates, and Peter Gontha, the principal business adviser to Soeharto's son Bambang Trihatmodjo.

    TAFSIR AL-LUBAB KARYA M. QURAISH SHIHAB (Kajian Metodologi Tafsir Kontemporer) Mubaidillah1 Abstrak Kajian tentang al-Qur’an salah satunya yaitu dalam bentuk penafsiran. Umat Islam telah mulai menafsirkan al-Qur’an sejak masa turunnya al- Qur’an tersebut.Namun, perkembangan zaman yang tidak pernah berhenti, menuntut para mufassir untuk memahami dan menafsirkan ayat-ayat al- Qur’an dengan tujuan untuk menjawab persoalan-persoalan yang terjadi di tengah umat Islam.Dengan demikian umat Islam bisa dengan mudah mendapatkan petunjuk al-Qur’an melalui buah pikiran para mufassir.tafsir Al-Lubab merupakan salah satu dari beberapa kitab tafsir yang lahir di era modern ini yang memuat penjelasan dan kandungan-kandungan dari ayat- ayat al-Qur'an. penelitian ini berusaha menganalisa bagaimana metodologi penafsiran yang dilakukan oleh M. Quraish Shihab. Hasil kajian ini dapat dipetakan menjadi: pertama, tentang mazhab dan teologi Sebagai seorang yang moderat tentu agak sulit untuk menentukan apa faham teologi dan mazhab yang beliau anut, apalagi dalam Al-Lubab ini tidak ada satu pun rujukan dan buku referensi yang beliau tuliskan. Kedua, penjelasan Quraish yang singkat, padat dan langsung kepada intisari kandungan ayat al-Quran, tanpa menjelaskan ayatnya dengan ayat al-Qur’an dan hadits, maka dapat digolongkan bahwa tafsir ini adalah berdasarkan sumber penafsirannya adalah bir-ra’yi.Ketiga, tafsir al-Lubab ini menggunakan metode ijmali. keempat, corak penafsiran Quraish Shihab dalam al-Lubab ini adalah al- hida’I. kelima, tafsir yang ditulis Quraish ini menggunakan metode mushafiy, karena penulisan kitab tafsir ini berpedoman pada urutan susunan surah- surah dan ayat-ayat. Quraish memulainya dengan pengenalan terhadap nama surah, tujuan dan tema utama surah, lalu intisari kandungan surah, kemudian diakhiri dengan pelajaran yang dapat dipetik, yang terakhir ini disajikan dalam bentuk kolom.

QURAISH SHIHAB Suatu kajian tentang pemikiran seorang tokoh tanpa mengaitkannya dengan latar belakang sosio-his- toris pemikirnya, boleh jadi, akan menghasilkan kesim- pulan yang tidak utuh sebab ia merupakan anak zaman- nya (hasil sejarah). Keduanya saling terkait dan tidak boleh dipisahkan, ibarat dua sisi mata uang logam yang berkait berkelindan. Keduanya harus dikaji secara integ- ratif, sehingga antara ide dan latar belakang sosio-histo- ris penggagasnya dapat terrajut dan teranyam secara sis- tematis-dialektis. Kajian mengenai latar belakang sosio-historis se- orang tokoh merupakan suatu hal yang signifikan untuk dilakukan. Bagaimanapun, ide, gagasan atau pemikiran tidak akan pernah terlepas dari historisitas penggagas- nya. Ide dan pemikiran ini selalu based on historical problems, sebagaimana dalam kajian ‘Ulûm al-Qurân di- kenal istilah asbâb an-nuzûl.
