All proposed fmdings submitted by the parties have been considered and reviewed in relation t? the adjudicatory record developed in this matter. All proposed conclusions of law and argument of counsel have been considered and reviewed in relation to the aforementioned record, proposed fmdings offact as well as to applicable law. To the extent that the proposed fmdings, conclusions and argument advanced by the parties are in accordance with the fmdings, conclusions and legal analysis ofthe administrative law judge and are supported by substantial evidence, they have been adopted in their entirety. To the extent that the proposed fmdings, conclusions and argument are inconsistent therewith, they have been rejected. The number of stars is the same as the number of states in the union. The canton or union now contains 50 stars. On the admission of a state into the union, a star will be added to the union of the flag and such addition will take effect on the fourth day of July next succeeding such admission.
