There was minimal damage done and no further action was required, the grass would grow back. • The representative from Brentwood Borough Council brought the councils attention to the existence of Essex Polices: Gypsy Traveller and Rural Engagement Team and suggested they be invited to future Parish council meetings. • Essex Police are also on an anti-hare coursing campaign called Operation Gallileo. • The chairman informed the public that Pc Bob Amey had left Essex Police and that Pc Rebecca Charge would be taking over as our new beat officer covering Warley, Ingrave, Herongate and West Horndon. • The chairman asked at the recent BBPCA meeting whether drug dealing was a problem in many parishes and all parishes reported it was an issue they were facing. • The quad bikes are back out again. It is hoped that the reconfiguration of the double gates will help to discourage them. 18/19.002 Apologies for absence • Apologies were received from Cllr Paul Hawkins, Cllr Sheila Murphy and Cllr David Watts all due to family matters. Will send it out for review by all the councilors in a few weeks then will finalise the Plan. • The second change over switch has now been installed. NOTED 18/19.009 Blind Lane • Clerk to send a letter to the residents of Blind Lane to remind them of their responsibilities with regard to the potholes in Blind Lane Proposed: Cllr M. Pegram All Agreed 18/19.010 General Data Protection Regulations • Clerk to write a report on the GDPR and how it will impact the Parish Council and circulate it to councilors prior to the next meeting. • Actions to be taken by the Parish Council in relation to GDPR to be discussed and agreed at next meeting. NOTED 18/19.011 Areas of responsibilty • Cllr K. Pegram now responsible for: Brentwood Road East from BP Garage to The Green Man PH, Stock Yard, Cricketers Row/Lane and Brentwood Road West including Ingrave Johnstone School to Brentwood Joinery and all roads off, alongside Cllr D Hills • Cllr D. Watts now responsible for: Donovan’s Gdns, all of Billericay Road, Herongate Tye, Blind Lane and parts of Dunton Road, alongside Cllr M. Kelly • Cllr S. Pegram All Agreed 18/19.012 Annual Parish Assembly • Clerk to invite the new beat officer PC Rebbecca Charge and a representative from the Gypsy Traveller Rural Engagement Team to speak at the Annual Parish Assembly. NOTED 18/19.013 Crime and Disorder • Residents have noticed abandoned vehicles and are reporting them to the police. • Drug dealing continues to be a problem in some areas. NOTED 3 18/19.014 Planning • Members noted the Planning Applications listed on the Agenda and approved the comments made by the Parish Council Planning Committee as listed on the schedule previously circulated. The new windows and frames within 3LH the current dormers will have the same window pane layout and frame appearance as the existing windows and frames.However, to enhance the building with an appropriate style befitting of the era of the house, the glazing bars are to be handmade to match the thin profile of the existing original windows of the main house and are to measure 16mm in width. The existing single glazing will be removed and replaced with integral slim profile double glazing to reduce noise from the busy A128 and to assist with thermal insulation for Building Regulations. In order to compliment the design of the windows and the era of the original property, Monkey Tail stays and latches are to be fitted to all three dormer windows. 28.03.18 18/00476 23 Common Road First floor side, single storey rear extensions, /FUL Ingrave Essex conversion CM13 3QL of garage to habitable accommodation. Proposed: Cllr K. Pegram Seconded: Cllr M. Kelly All agreed 18/19.015 Reports from Councillors • Cllr M. Kelly reported that a house in Ingrave has a lot of shingle spilling onto pavement. This causes public inconvenience and potholes in pavement. He requested that an article go into newsletter explaining the issue. • Cllr D. Hills reported the Community Garden Project is progressing well. • Cllr A. Kingsford reported that: -the defibrillator training is taking place on 28th April 2018 and that 27 people have enrolled. -he has written to Cllr Louise Mc Kinlay to request an update on what is happening with the village hall. - Cllr D. Watts has confirmed that Ford will provide a team of 10-15 people for a couple of days in October to help out in village projects. Could councillors bear that in mind and suggest things that could be done. - Cllr D. Watts and Cllr K. Pegram will assist the Clerk to modernize the website. NOTED 4 18/19.016 Correspondence Members reviewed and noted the list of General Correspondence received by the Clerk since the last Ordinary meeting. NOTED 18/19.017 Training Clerk to attend GDPR training. NOTED 18/19.018 Items from Councillors to be added to the next Agenda Parish council Planning process.
