BRENTWOOD LOCAL DEVELOPMENT PLAN CONSULTATION 2016

As Chair of Herongate & Ingrave Parish Council, I attended a recent debate at the Town Hall to hear about the Local Development Plan 2016 (LDP). These are the relevant points taken from the agenda. Extracts taken from BBC, Agenda item 13 – 27/1/2016 Brentwood Borough Council (BBC) is required by law to produce a new Local Development Plan. Consultations have previously been conducted in 2013 and 2015 and have been considered as part of the plan making process. The Draft Local Plan has been prepared and public consultation is required. A six-week consultation is proposed to commence from Wednesday 10 February 2016 to end on Wednesday 23 March 2016. The Draft Plan has been produced within the context of multiple spatial options for how and where new development can be most sustainably located. The proposed spatial strategy has taken into account the Borough’s character (which includes the various villages set amongst countryside, surrounding market town and its suburban areas) and infrastructure links (transport corridors around A12 and A127. BBC have identified four areas, whilst considering their development needs: Rural North, A12 Corridor, Rural South and the A127 Corridor. The Borough have suggested there is a need to build 362 new homes per year for 20 years, significantly more than when the now abolished East of Plan target for Brentwood Borough (175 new homes per year). The Borough are required to have the Local Development Plan completed by March 2017. At the debate it was stated clearly that failure to complete will result in the Government’s Building Inspectorate imposing locations for new homes without consulting the residents. Overview Highways England is consulting on proposals for a new road crossing of the River Thames connecting Kent and . A new crossing is needed to reduce congestion at the existing Dartford crossing and unlock economic growth, supporting the development of new homes and jobs in the region. There are important choices to be made and your views on the proposals presented here will inform the decision later this year on the route and crossing location. Please take the time to read the supporting material or attend an event (see links below)** and provide us with your comments using our questionnaire. Background For over 50 years, the Dartford Crossing has provided the only road crossing of the Thames east of London. Congestion and closure of the existing crossing occurs frequently and this, together with a lack of alternative transport links, creates significant disruption and pollution. The introduction of electronic payments has recently improved traffic flow and journey times but does not address the need for increased capacity, already at 50 million vehicles a year. A new crossing would not only benefit the region but the whole of the UK, providing better journeys, enabling growth and building for the future.

A new crossing Following a series of studies and a public consultation in 2013, the Government commissioned Highways England, the operator of the country’s motorways and major roads, to consider options at two locations. These are shown on the map shown here - at the site of the current crossing, Location A, or a new crossing location further east, known as Location C. At both locations we have developed engineering solutions and assessed them taking into account the significant growth and development plans for the region. At Location C, three potential route options have been identified north of the river in Essex and two south of the river in Kent. The purpose of this consultation …We are proposing a scheme which, in our view, best matches the objectives and balances the needs of road users, the community, the environment and business. Through this consultation we are inviting you to provide your views and comments on our proposals. Your views will be taken into consideration before a final decision is made by the Government later this year. Consultation closes on 24 March 2016. We have developed three routes north of the river and two routes south of the river which meet the scheme objectives and on which we are seeking your views. CHRISTMAS TREE LIGHTING UP - 2015

After a shaky start to our Christmas tree lighting up plans, the event went off as successfully as previous years. Hampered by delays to the electricity supply, the Parish Council wondered if the ceremony would actually happen at all. But with help from Calcotts Farm who found us a big enough tree, and our neighbourly electrician Russ Butler connecting it up, also Stuart Theobold providing lifting equipment to put it in place on the Cricket Green – we did it! Meanwhile, the Christmas card design competition was underway in Ingrave Johnston School, and the winner notified that she would have the honour of switching on the lights. The winner Mia Ayres - Class 1, did a great job. Runners up were Maddie Drew - Class 5, and Katie Miller - Class 6.
