City of Laredo Department of Community Development CITY OF LAREDO DEPARTMENT OF COMMUNITY DEVELOPMENT Laredo International Airport Noise Compatibility Program Date: November 21, 2016 REQUEST FOR SUBMISSION OF QUALIFICATIONS FOR PROFESSIONAL ENGINEERING/SURVEYING CONSULTING OF A PROJECT PROJECT: Laredo International Airport Noise Compatibility Program (NCP) REQUEST FOR PROPOSALS The City of Laredo will solicit and receive statement of qualifications until Wednesday, December 28, 2016 at 3 :OOp.m. from qualified firms interested in providing professional engineering surveying services for the City of Laredo' s Department of Community Development in support of the Laredo International Airport Noise Compatibility Program (NCP). The NCP is funded through the Federal Aviation Administration. The scope of the services will include but is not limited to providing professional consulting services, development of metes and bounds and survey documents for residential units. This project is funded by the Federal Aviation Administration. SCOPE OF SERVICES Scope of services include, but are not limited to: 1. Professional consulting; 2. Development of metes and bounds descriptions and survey documents for residential properties; 3. Coordination with City, State and Federal agencies, as required. 4. Provide 4 original hardcopy surveys & digital files per prope11y. STA TEMENT OF QUALIFICATIONS The statement of qualifications shall include: 1. Firm name, address, phone number, and persons to contact regarding the statement of qualifications. 2. Qualifications and recent experience of the firm and key personnel relative to the performance of similar services. 3. List of in-state references including the name, address and phone numbers of the persons closely associated with the firm's performances. 4. Availability to commence services immediately after successfully negotiating a contract for services, and to complete said services within the period specified after award of contract. List all current City of Laredo projects the firm is undertaking. 5. Familiarity with the geographical area of the project. 6. Dollar amount of contracts awarded to you by City of Laredo during the year prior to date of this RFQ. CRITERIA TO BE USED IN EVALUATING The following criteria will generally be used in evaluating consultant's submitting proposals: I. Capability to perform. 2. Recent experience. 3. Reputation for personnel and professional integrity and competence 4. Professional background and caliber of key personnel. 5. Current workload. 6. Capability to meet schedules and deadlines. 7. Familiarity with the geographic location of the project. Interested consultant firms should submit three original copies (No faxes or e-mail) of a brief statement of qualifications consisting of the minimum number of typewritten pages sufficient to provide necessary information to: C/0 City Secretary City of Laredo "Surveying Services for NCP" Request for Qualifications 1110 Houston St., 3rd floor P.O. The City of Laredo reserves the right to reject any and all submittals considered to be not in its own best interest and negotiate a contract with the party whose submittal is most advantageous to the City. Firms submitting interest statements should be ready to negotiate a professional services fee within five (5) days after notifications of recommendation for award. The City of Laredo reserves the right to reject any or all proposals received, award one or more contracts based on specific tasks, and to award contract only upon availability of funding. In fact, the United Nations defines refugees as “persons fleeing persecution or armed conflict”. Generally, we do not think of businesses as refugees. This report is on the migration pattern of businesses from Nuevo Laredo, Mexico moving to Laredo, Texas. My thesis is that border violence has been the impetus or push factor for businesses moving to Laredo, Texas. An objective of this report is to document the unusual phenomena of business formation and indirectly, to call attention to these business enterprises. First, I will give a brief background on what constitutes the Nuevo Laredo – Laredo border then follow with the extent of the violence in this region and proceed with the business growth experienced in Laredo. Ironically, these migrations of businesses eliminate jobs in Mexico, which further contributes to the problem of unemployment and the potential for continued legal and illegal immigration into the U.S. I will conclude with a series of questions for further research, which raise important issues. For example, what does the practice of moving a business to the U.S. say about our immigration policy? What are the implications for established businesses in the U.S.
