The committee thought carefully before postponing, due to the severe weather, and we look forward to the event on FRIDAY 20th APRIL—10am—12 noon. The emergency road closure has also been at the mercy of the weather and we are on standby; we hope it does not inconvenience you in accessing the school. Apparently it has been the longest winter for 50 years and it certainly feels like the cold, dark months stretch on. At this time of year the Christian Message coincides with our reflections on new life and a new start. Let’s hope the daffodils open very soon and the new term brings some sunshine. Staffing News Miss Silvester is visiting Mississippi through a Rotary scheme and will look at how Phonics is taught. She returns to school in the 2nd week of the Summer term. Mrs Burns and Miss Cartwright (student teacher) will teach year 2 for the first week back. Mrs Dore commences maternity leave at the end of this term and Mrs Charlesworth and Mrs Jenkins will teach reception class. Mrs Jenkins has taught here before (as Miss Crossley) for those of you who remember staff from years ago! Congratulations to Miss McCurrie who is getting married during the Easter break and will return as Mrs Rogers. Our special thanks to Mrs McGirl, who is leaving us this term due to the funding cuts that are affecting SEN support teaching posts across county. Mrs McGirl has been a valued member of our team. The faces of ‘Our Club’ for before and after school care are changing. Chris Cornes and Mrs Brownell are helping Miss Gregory our supervisor, whilst Kris Heath and Mrs Anita Hughes are stepping down. Kris has also worked as mid-day assistant and volunteered across school and we wish him every success in his new venture. We welcome Mrs A Hughes as our new acting caretaker. She is a familiar face to many of you and a constant presence around our school as midday supervisor and helping in the office. She has covered as caretaker in the past and is enjoying the new role. Parent Partnership Thank you for supporting our Study Work sharing day. We had lots of positive comments to our governors (Mrs Heath, Mrs Farleigh and Mrs Coney) who spoke with parents and talked to children about their books. So much work goes into Study Work books and they are worth admiration and should be treasured. I certainly love to see them as children show me their work. Targets have also been shared with parents for Literacy and Numeracy at our recent Parents’ evening. We want Key Stage 2 children to bring home their English and Maths exercise books in order to talk to parents about their targets and what their ‘next steps’ are to progress in their work. It would really do our children good to talk this through at home. We would need strong assurance that exercise books would be back in school for the next lesson! Hopefully this will take place over April and May. If you are unable to get to school for Sharing Days or Parent meetings, please let Mrs Casserley know so she can arrange an alternative time to meet with you or for your children to share their work. Currently on site is an unauthorised touring caravan which appears to be being used as a makeshift ‘fisherman’s hut’.     THE BENEFICE OF AUDLEM, DODDINGTON AND WYBUNBURY. The benefice was created in February 2010. Prior to that Doddington and Wybunbury were linked but Audlem was a single parish church. On the retirement of the incumbent at Wybunbury and Doddington, the benefice was created with the in situ incumbent for Audlem being appointed Vicar to the 3 churches. Since this time, the churches have retained their own identities, services and PCC’s but also work well together. People do support events at each of the churches. 2 Lay Readers work across all 3 churches, one retired priest supports services in Audlem, the other is at Doddington most weeks with occasional services in Wybunbury. It is located near to main line train services in Crewe, close to junction 16 of the M6. REASON FOR REPORT AND NATURE OF APPLICATION Due to the site area, this application is considered to be a major waste application and should therefore be determined by the Strategic Planning Board in accordance with the established terms of reference. DESCRIPTION OF SITE The application site is an existing green waste composting facility, located within the open countryside, approximately 8.5 miles south east of Nantwich and a kilometre south of Hunsterson. The surrounding countryside is slightly undulating, divided into medium sized fields utilised for arable production. There are a number of isolated properties and farm units widely spaced surrounding the compost site. The nearest residential property, Fox Moss, is 230 metres to the north east of the site, with Pewit House a further 200 metres away to the north east. The Uplands lies 440 metres and Whittakers Green Farm is located 470 metres to the north of the application site. Woodend is 350 metres to the east of the site, and Woodfall Hall Farm is 670 metres to the south west. The site has a weighbridge and small office and on-site facility building at its entrance.

Applicant: The Church Commissioners for England Expiry Date: 10-Mar-2015 SUMMARY The proposed development would be contrary to Policy NE.2 and RES.5 and the development would result in a loss of open countryside. In this case Cheshire East cannot demonstrate a 5 year supply of deliverable housing sites. However, as Wybunbury Moss is identified as a Special Area of Conservation and a Ramsar Site the NPPF states that Wybunbury Moss should be given the same protection as a European site and an assessment under the Habitats Directives is required. As a result the presumption in favour of sustainable development (paragraph 14 of the NPPF) does not apply to this application. In this case specific policies in this Framework indicate development should be restricted on this site and as such the application is recommended for refusal due to its impact upon Wybunbury Moss. RECOMMENDATION REFUSE REASON FOR REFERRAL This application is referred to Strategic Planning Board as it includes an Environmental Statement. Applicant: Mr F H Rushton Expiry Date: 17-Jun-2015 SUMMARY: There is a presumption in the NPPF in favour of the sustainable development unless there are any adverse impacts that significantly and demonstrably outweigh the benefits. In terms of sustainability the proposal would satisfy the economic sustainability role in that it enables greater volumes of green waste to be recycled, meeting EU waste policy targets and an identified need in the Cheshire East Waste Needs assessment 2014. It also helps to drive more volume of waste up the waste hierarchy in accordance with national and local waste planning policy objectives. The development supports a site that contributes to a wider network of sustainable waste management facilities within Cheshire East, helping to achieve the management of waste in accordance with the proximity principle and self sufficiency thus contributing to these principles; and the site serves local businesses, thereby providing benefits to the local economy.     Wybunbury Parish Council Comments to the Proposed Changes to the Submitted Local Plan Wybunbury PC wishes to make comment on the following to items. 1.0 The allocation of housing proposed in the submitted local plan for the Wybunbury/Shavington Triangle. 2.0 The Provision of a Green Belt/Green Gap for the area enclosed between the A51 & the Newcastle Rd from the Cheer brook Roundabout. 1.0 Wybunbury/ Shavington Triangle. The parish council contends that the total number of properties proposed in the revised local plan (400), contradicts its self in that the land shown on the plan is less than the original submission by the developer & approved by the strategic planning committee (360) for the reduced area now shown on the plan. This level of density was considered by the planning officer to be the correct density considering it is on edge of the current developed area & that the site is with in an existing outer edge development & needs to show sympathy & character to the existing perimeter properties which are a mixture of detached & semi-detached houses & bungalows.
