Their purpose was to establish high standards for nonpublic schools. Today, FCIS evaluates and accredits independent schools throughout Florida. As one of the nation’s largest organizations of independent schools, it represents over 73,000 students in 157 member schools. The Council assures that each school maintains high standards and independence of character without political, financial or bureaucratic pressures. FCIS accredits coed, day, boarding and single sex schools in grades pre- kindergarten through twelve. All FCIS schools have nondiscriminatory admissions policies. Traditionally, independent schools establish their own philosophies, standards, and programs, developing their own guidelines for academic achievement, discipline, and, in some cases, religious commitment. The Council is an association member of the National Association of Independent Schools (NAIS), an affiliate of the Council of American Private Education (CAPE), and a founding member of the Florida Association of Academic Nonpublic Schools (FAANS). 2 Membership in the Florida Council of Independent Schools signifies accreditation by the Council. Accreditation is conferred by the FCIS Board of Directors after a school meets a rigorous set of standards. Schools that apply for FCIS membership are scheduled for review by a visiting committee composed of peer educators. This committee studies the philosophy of the school, academic and ancillary programs, media, instructional resources, the physical plant and equipment, and the qualifications of the administrative staff and faculty. Evaluation reports of this committee are submitted to the FCIS Board of Directors for their review. Schools which successfully meet published FCIS Standards and are deemed to be financially stable and to provide quality education are then granted accredited membership into the Council. Schools that have been in operation for less than three years are eligible for New School Candidate status. With the exception of these New School Candidates, all other members carry the Council’s accreditation. Schools with pre-kindergarten and kindergarten programs must also be accredited by the Florida Kindergarten Council (FKC). Member schools are required to submit annual reports to the FCIS State Office, and each school is visited at prescribed intervals. Accredited schools retain that status for a five-year period. However, if the ownership of a school, its chief administrative officer, its program or its location is changed, an evaluation committee is sent to that school within a year. If complaints about the operation of a school are received, an interim visit may be required. A school loses its accredited membership if the directors determine that FCIS standards are not being met. The Board of Directors meets four times a year to act on reports of the evaluation committees. The FCIS accreditation process is rigorous and relevant; it ensures that member schools have educationally sound programs and operate in a financially responsible manner. 3 Officers Michael Murphy President Shorecrest Preparatory School David Mahler St. Petersburg The Out-of-Door Academy Sarasota Ginger Sauter The Village School of Naples Vice-President Naples Robert Stephens St. John’s Episcopal Parish Day School Joe Seivold Tampa Berkeley Preparatory School Tampa Immediate, Past President Craig Maughan Dr. Mike Sligh Trinity Preparatory School Lakeland Christian School Winter Park Lakeland Secretary Palmer Bell FCIS Staff Riverside Presbyterian Day School Executive Director Jacksonville Barbara H. • U.S. DEPARTMENT of HOMELAND SECURITY July 29, 2003 ICE
U.S. DEPARTMENT OF HOMELAND SECURITY BUREAU OF IMMIGRATION AND CUSTOMS ENFORCEMENT (ICE) July 29, 2003 ICE PREPARES U.S. SCHOOLS AND FOREIGN STUDENTS FOR AUGUST 1, 2003 SEVIS DEADLINE New steps to help legitimate foreign students while preserving security WASHINGTON, DC— The Bureau of Immigration and Customs Enforcement (ICE) today announced that it is taking new steps to help law-abiding foreign students, as well as U.S. educational institutions, comply with the August 1, 2003 filing deadline for the Student Exchange Visitor and Information System (SEVIS). SEVIS is a government, computerized system that maintains and manages data about foreign students and exchange visitors during their stay in this country. For more than 50 years, U.S. educational institutions have been required to maintain such information about foreign students studying at their facilities. In the past, this was a decentralized, inefficient, and paper-driven system. SEVIS, for the first time, automates and centralizes this system. SEVIS allows for real-time access to this information and helps students comply with the terms of their visas. Congress mandated that August 1, 2003 be the deadline for U.S. educational institutions with a foreign student population to be certified participants in SEVIS and have information about these current foreign students entered into SEVIS. To date, 5,937 U.S. schools have complied with this deadline and become SEVIS-certified, enabling them to accept foreign students. ICE applauds these schools for meeting this deadline. However, there are still more than 600 U.S. schools that have yet to file applications, or have filed applications late in the process and therefore may not meet the deadline.
