Matters arising The Parish Clerk would follow up on a meeting with BFC regarding SANG land. The response to the Planning White Paper consultation had been submitted. 005. Correspondence and items for information Members noted correspondence from Keep West End Green Campaign objecting to application 20/00802/OUT and from Bracknell Forest Council confirming arrangements for the appeal regarding Scotlands House. 006. Planning appeals Members were advised that an appeal had been lodged for 19/00888/FUL Scotlands House had been lodged for the erection of 16 houses with associated car parking, landscaping and open space. 010. Ongoing issues a. CIL and S106 contributions There was no update to report b. Current and potential enforcement cases There was no update to report on the recent enforcement cases. Members agreed that two cases should be closed at Osborne Lane and Church Lane. 011. Pavement Parking consultation The draft response was circulated to members ahead of the meeting. The response was agreed with verge parking to be included as a component. 012. 162/162A bus service Members noted that the 162/162A bus service was being withdrawn. Members agreed that financial support for the existing service was not an option. Members asked the Parish Clerk to write to Stuart Jeffries at Bracknell Forest Council to ask about future provision on the route. 013. Representative reports Cllr Ms Thorin asked the Parish Clerk to follow up on the provision of covert CCTV cameras to help capture flytipping activity. 013. Date of next meeting The date for the next meeting is on Tuesday 1 December 2020 via Zoom. 014. Closure of the meeting There being no further business the meeting closed at 9.03pm.     JEALOTT’S HILL, WARFIELD TECHNICAL SUMMARY/OVERVIEW NOTE ON ECOLOGICAL CONSTRAINTS AND OPPORTUNITIES Executive Summary Development at the Jealott’s Hill site offers the opportunity to create extensive areas of new species and wildflower-rich mesotrophic grassland, through the reversion of arable land and through the diversification of existing improved grassland currently in agricultural use. Small patches of existing more diverse semi-improved grassland around the current research campus buildings could also form the basis of a significant project to create or restore new areas of ‘lowland meadow’ priority habitat; either through their retention and positive management in situ to promote enhancement, or through the use of the soil seed bank in these areas to diversify larger parts of the rural hinterland of the estate currently in agricultural use. Existing species-rich hedgerows can also be subject to positive future management using traditional conservation-friendly methods such as laying, with older hedgerows prioritised for retention within the layout, and new species-rich native hedgerows planted in conjunction with the proposals. Existing ponds can be subject to ecological restoration to improve their suitability for a range of species including aquatic invertebrates, amphibians, foraging bats and hunting Grass Snake. The habitats present both on site and in the wider area are likely to support a range of fauna of varying ecological importance including; amphibians, reptiles, breeding and overwintering birds (particularly farmland birds), mammals such as bats and Badgers, and invertebrate assemblages. The scale of the proposals and large areas of proposed Green Infrastructure being brought forward will provide the means to deliver new habitat for these species and this will be informed by further ecological survey work in due course.

Bracknell Forest Council is legally obliged to make sure that no adverse effect on the integrity of the SPA will arise from new development. As a result, the Thames Basin Heaths Special Protection Area Avoidance and Mitigation Supplementary Planning Document (March 2012) (hereafter referred to as TBHSPA SPD) was produced, which identifies measures to avoid and mitigate adverse effects arising from proposed new residential development. The TBHSPA SPD provides an integrated, holistic package of measures which includes both on-site and off-site measures to protect the SPA. A summary of the avoidance and mitigation measures, which will ensure that there will be no adverse effect upon the integrity of the SPA, can be found in section 3 of the TBHSPA SPD. These comprise: • Provision of or contributions towards Suitable Alternative Natural Green Space (SANGS) • Contributions towards Strategic Access Management and Monitoring (SAMM) • No net increase in residential development within 400m of the SPA.

With easy access to the M3, M4, M40 and M25, coupled with the proximity to Heathrow Airport and London, Warfield is a very desirable area and this no doubt fuels the need for new housing.

    Whitegrove, Lawrence Hill and Quelm Park 1. Introduction Whitegrove, Quelm Park and Lawrence Hill are urban developments, a community of modern homes built in the early 1990s. These urban settlements currently lie to the south-east of Warfield Street on the edge of some of beautiful rural scenery, lying north of the A329 road, approximately 1 mile (1.6 km) north-east of Bracknell town centre. To the west of Whitegrove is Lawrence Hill, to the north are fields marked for development, to the north-east lies Westmorland Park, to the east Warfield Park and to the south you will find Lily Hill Park. Whitegrove attracts those wishing to live in the heart of Berkshire, close to pleasant countryside yet within easy reach of Bracknell town centre with its fast direct rail service from Bracknell to London Waterloo as well as excellent transport connections with the M3, M$, M25 within easy reach. Lawrence Hill is a northern suburb of Bracknell in the English county of Berkshire. It stands within the civil parish of Warfield. Quelm Park is the newest of Bracknell's housing estates. It is named after the ancient Quelm Lane, an ancient thoroughfare that runs north-south through the development. “Quelm” is thought to mean gibbet and may derived from the Old English cwelm, cwealm meaning `death, murder, slaughter’, perhaps where local highwaymen where hung, once stood in the vicinity. Quelm Lane is haunted by the ghost of a man on a white horse who, children are told, will steal them away if they are out late at night.
