4 Reports Treasurers Report – the treasurer provided a summary of funds movements for the period Oct/Nov ‘19 and shared the latest summary of funds movements and bank statement. The grant application for funding for village improvements is stalled pending additional details on requirements. - OPEN TMcV

Crime Reports – The Locality Policing team were not in attendance. A letter asking for better attendance was sent on 5th Oct – CLOSED WL

Local Elected Members – Councillor Roberts provided updates including the following topics:

1. 60km of roads to date resurfaced by ARA 2. EAC discussion on Climate Change with School Children 3. Scottish government to provide £500k for investigation into transport and bus service improvements 4. House of Water opencast being wound down and looks like the end of mining in the area 5. Cumnock and Bus Stations being upgraded 6. Football tournament being organised in Glenbuck in June 2020 7. Fly tipping. One person fined £200 and other investigations are ongoing

T. McVey suggested that the area of Barskimming Road down past the cemetary was in need of resurfacing and Councillor Roberts agreed to investigate if this road was on the schedule. - OPEN JR

Social Media Report – Information of community interest continues to be shared on the Community Council Social Media pages.

The ECHO Report – Editor-in-Chief J. Lynch gave an update on the latest issue, reporting that we were let down by the quality of print for the Dec edition. On examining the treasurers report, the ECHO returned a loss of £800 for FY 2018. Mr Lynch also restated how difficult it’s becoming to obtain content.

Community Council Projects Reports a. A76 Mauchline cultivated verges – EAC Regeneration officer Mr J. Gemmell has recommended the removal of the remaining cultivated areas. The possibility of a roadside feature for the area at the Glebe remains an open topic. The availability of a coal mining hutch will be investigated by L. Johnstone - OPEN RC b. Village Signs and Features – The feasibility of this initiative is being investigated ( Mr J. Gemmell assisting) - OPEN WL/GA c. Hanging Baskets and Tubs – The Winter maintenance program is ongoing. All d. 2019 Christmas Lights and Tree – The sub-group has been very active with lots of activity since the last meeting, and A. Cook gave the following update in respect of the Combined Community Groups sub-committee: We have 16 light units which are outdated and at the end of their life span with no identified funds to replace/ expand or erect in future years. The old units were located and retrieved to the Centre Stane for Inspection – a big thanks to Ronnie Conway and David Bell who completed this task at no cost. 3 units been repaired and all 16 units PAT tested. Liaised with Transerve.on Application for Permit which was submitted in Sept and granted in November (this is a yearly requirement for trunk roads). Liaised with Sub Contractors and found Fortress Security and Alarms willing to work in partnership with Mauchline Community Groups with erection & removal at no cost. Also found temporary storage for units at no cost. Raised funds via Community Associations fundraising event and Mauchline Community groups Joint Co-op funding application. Purchased two new units to date which Sub-committee has agreed. Purchased seven sets of lights for Trees on A76. Liaised with Fortress and completed installation of new/old units on Monday & Tuesday. Been advised by Fortress that they will undertake the same next year, again at no cost saving £1900. Fundraising in 2019 Income - £1000 Casino Royale (Association), £ 1944 Co-op joint funding. Expenditure to date - £1459.10 This gives £1484.90 in pot for 2020 onwards and the sub-committee are proposing the following: That the Community Council donates £2000 which the Association will match. The Action group are proposing to fundraise their contribution giving us the following minimum funds: £4000 + £1484.90 = £5484.90 to allow us to purchase 16 new lights for future use, bringing our lights up to current standards and be more effective. A. Cook proposed that the Community Council accepts the sub-committee’s recommendation to provide £2000. D. AC Bell seconded the proposal and with no other objections the proposal was carried.

e. Unadopted Lanes – The Community Council will attempt to establish ownership of several lanes within the village with a view to improving their condition and to more easily initiate repairs and maintenance with the JR relevant owners. Councillor Roberts has agreed to investigate and report on this matter. - OPEN

5 A.O.C.B 07.02.18: Request for data relating to traffic speeds through Mauchline on the A76. - OPEN WL 22.12.18: Submission to Ayrshire Roads Alliance regarding Roads, Traffic and Parking Matters: ARA representative Mr K. Chalmers was invited to attend the meeting but tendered his apologies. He has committed to attend the next meeting in February. – OPEN WL 04.02.19: Request to include footpath between Primary School and Burngrange Lane on gritting schedule: Councillor Leitch is on the case. – OPEN CL 05.02.19: The Knowe residents access/parking issues: Commitment has been given to take measures at the Keystore vicinity to improve the situation. Awaiting a date for commencement of works. – OPEN ARA

Polling Station – After detailed deliberation EAC Democratic Services have selected the Primary School as the new Polling Station Venue.

Vacancies / Co-option – The Community Council currently has 8 full members and 1 co-opted member, with 9 vacancies. Vacancies will continue be advertised in the ECHO and on social media ongoing. Alexandria Gregory withdrew the interest in becoming a member of the Community Council WL

Updates from sub-groups and other Associations/Organisations Mauchline Holy Fair Group – preparations are ongoing for the 2020 event. Next meeting 15th Jan 2020 at 7pm in the Fairburn. WL Mauchline Action Group - o Hilltop path: Letters of support are being requested from any individuals or organisations who back this initiative. The ownership of Tinkers Wood is also under investigation, and councillor McGhee offered his assistance. TMcV o Community Garden: No update o Beechgrove Park Circular Path: No update Mauchline Community Association – 2nd Nov litter pick very successful, suggested dates for Spring Clean are 20th Mar or 13th April. The Panto on 8th Dec has 210 bookings. AC

Notice of Motion 1 – Notice was given on a move to update section 9 (Election of Office-bearers) of the Constitution to remove the month of March as the AGM. Discussion and vote to take place at the February meeting. WL

Notice of Motion 2 – Notice was given on a move to update section 1 (Meetings) of the Standing Orders to update the meeting months. Discussion and vote to take place at the February meeting. WL

Loudoun Spout - Councillor McGhee committed to contact EAC to ask that all precautionary measures are put in place regarding the source of the spring which is near the Mauchline Games Hall which is due to be demolished as there are concerns that this may be damaged during the demolition. NMcG

6 Planning / Licensing etc. Matters 19/0007/PAA Proposed housing development on the land to North and West of Nether Quadrant Mauchline. – Pre- Planning. A. Mair of Stairhill Architecture advised that the plot of land in Netherplace has been purchased by a client for the purpose of a building development and a nursery. He confirmed that the application was at pre-planning stage and that the Community Council would be kept informed of developments. Mr. Mair also stated that he was interested in the concerns raised regarding the preservation of the very mature trees in the development area. There is an urgent open question in respect of any preservation orders on the aforementioned trees.
